LONG BEACH — Two Immigrations and Customs Enforcement agents are dead after one opened fire on two fellow agents this afternoon, according to unofficial reports

A source at the Long Beach Fire Department said the shooter and one of the victims died in the incident at the Glenn M. Anderson Federal Building, located at the northwest corner of Magnolia Avenue and Ocean Boulevard.

The other victim was taken to St. Mary Medical Center, according to the LBFD source. It isn't yet clear whether the shooter was shot by another agent or the wound was self-inflicted.

The shooting occurred late this afternoon at the building at 501 W. Ocean Blvd., which is across the street from the Long Beach Courthouse.

At least six Long Beach police vehicles, a fire truck and two ambulances were at the scene as news helicopters circled the area.

Westbound traffic on Ocean Boulevard is being diverted to Chestnut Avenue.

In addition to ICE, the federal building also houses the Internal Revenue Service and the U.S. Probation and Parole Office.

Police and Fire officials have yet to confirm the shooting information.

Immigration agent shootings involved 3 supervisors, sources say

    February 17, 2012 | 7:47am

All three people involved in a deadly shooting Thursday at a Long Beach federal building were supervisors with the federal immigration agency, sources with knowledge of the investigation told The Times.

Investigators are trying to determine the cause of the shooting that left one person dead and another seriously injured and whether it was related to some kind of personal dispute or a professional confrontation, according to the sources, who spoke on the condition of anonymity because the case was ongoing.

The sources said the gunman had a lower rank than the two other supervisors.

One Immigration and Customs Enforcement agent in the Glenn M. Anderson Federal Building near the oceanfront died at the scene Thursday night and the other was in stable condition.

One agent fired repeatedly at the other shortly before 6 p.m. With one supervisor wounded, a third intervened and opened fire on the gunman, who was pronounced dead at the scene, according to law enforcement authorities.

The male agent who killed the gunman was uninjured.

The wounded agent was taken by a Long Beach Fire Department ambulance to nearby St. Mary Medical Center. The scene outside the multistory building at Ocean Boulevard and Magnolia Avenue was marked by confusion as police and federal agents descended on the site.
As investigators gathered evidence Thursday night and interviewed witnesses, Luis Martinez watched from a parking lot booth across from the federal building where he works as a cashier.

Drawn by the sound of screeching tires, Martinez said, he walked to the building and saw at least four SUVs stopping outside the main entrance. Then Martinez said he saw several police officers storm in.

"Some people were running out and there were two ambulances in the middle" of the street, said Martinez, 25.

Formed in 2003, ICE is the main investigative arm of the Department of Homeland Security and has agents across the United States and in dozens of foreign countries.

The agents are involved in immigration enforcement, customs inspections, and efforts that target gang members and traffickers who move people and illegal goods into the United States.

AP Source: Wounded Calif. ICE agent is high rank

By AMY TAXIN and GREG RISLING | Associated Press – 02/17/2012

LONG BEACH, Calif. (AP) — A man wounded in a shooting at a federal building in Long Beach, Calif., is a high-ranking Immigration and Customs Enforcement official, according to a law enforcement official who spoke to The Associated Press on condition of anonymity because of a lack of authorization to release information.

The source said an agent who was killed was a subordinate who did not report directly to the higher-level official at the office of ICE Homeland Security Investigations.

A third agent intervened and shot the gunman to prevent more rounds being fired at the victim, the FBI said.

The gunman died at the scene and the wounded agent was hospitalized at St. Mary Medical Center. ICE Special Agent in Charge Claude Arnold would only say he was stable.

St. Mary's hospital trauma director James Murray told KCAL-TV that the injured agent had multiple gunshot wounds, but he didn't give details. The victim's vital signs were "good for now," Murray said.

The names of the dead gunman, the victim and the agent who fired the final rounds were not released.

The shooting happened just before 6 p.m. Thursday on the seventh floor of the Glenn M. Anderson Federal Building in Long Beach, about 20 miles south of downtown Los Angeles.

It was described by the FBI's Steven Martinez as a case of "workplace violence involving two federal agents in their office space." He offered no other details about what led to the initial shooting
However, a person familiar with the case told The Associated Press on Friday that the shooting was over a disciplinary matter. The person, who didn't elaborate, requested anonymity because the investigation is ongoing.

The Los Angeles Times, citing multiple law enforcement sources, reported Friday that the initial shots were fired by an agent at his supervisor during an unspecified dispute.

"Another agent, working nearby, intervened and fired his weapon to prevent additional rounds being fired at the victim," said Martinez, the assistant director in charge of the FBI's Los Angeles office.

There were conflicting early reports about the number of people shot, with local authorities saying two were dead and one wounded, while ICE said one was dead and one wounded.

The Long Beach federal building houses ICE, the Internal Revenue Service and the U.S. Probation and Parole Office.

"At times like this, words honestly seem inadequate. When something like this happens in our offices, it's incomprehensible," Arnold said.
Along with the FBI, the shooting was being investigated by ICE's Office of Professional Responsibility and Long Beach police.

ICE gunman fired during job counseling

By AMY TAXIN and GREG RISLING | Associated Press – 13 mins ago...

LONG BEACH, Calif. (AP) — The FBI says a fatal shooting in a Southern California Immigration and Customs Enforcement office occurred as an agent was being counseled on his performance by a high-ranking ICE official.

Federal officials on Friday identified the gunman as 45-year-old supervisory special agent Ezequiel Garcia and the victim as 51-year-old Kevin Kozak, deputy special agent in charge of the Los Angeles area.

The officials say Kozak is in stable condition, recovering from six gunshot wounds. He is described as alert and talking.

Officials say Garcia was fatally shot by a third agent who intervened. That agent is on administrative leave and his identity is being withheld.

After a meeting at work, ICE agent never came home

Ezequiel Garcia, a longtime immigration agent, had told his wife of problems at work. But when she called him at the office, everything seemed normal. An exchange with a supervisor grew heated, however, and he did the unthinkable: He turned his weapon on a fellow agent.

By Victoria Kim and Paloma Esquivel, Los Angeles Times

    February 18, 2012

Ezequiel Garcia, a longtime federal immigration agent, had told his wife of problems at work.

But when she called him at the office Thursday, everything seemed normal. They talked about having Korean barbecue for dinner. Before he could go home, however, he had to meet with a high-ranking supervisor about his job performance.

The exchange grew heated, and Garcia did the unthinkable: He turned his weapon on a fellow agent. He fired at least six shots at the supervisor before another quick-acting agent intervened and shot him dead.

The shooting, which left a second-in-command of the Immigration and Customs Enforcement in Los Angeles riddled with gunshot wounds, was the latest blow to an embattled office that has been plagued by scandals involving several of its top officials.

Authorities said Garcia, 45, who supervised a Document and Benefit Fraud Task force, shot Deputy Special Agent in Charge Kevin Kozak, 51, in his upper torso, legs and hands before being shot and killed. Kozak, a 30-year veteran agent who previously served as acting head of ICE's Los Angeles operations, remains hospitalized but is in stable condition, and is alert and talking, federal officials said at a news conference.

Officials did not identify the third supervisor, who has been placed on leave, citing "concern for his privacy."

"Kozak is alive today because of the heroic action of another ICE supervisor," Special Agent in Charge Claude Arnold said at a news conference. "This is the first time anything of this nature has occurred within ICE. And we're doing everything humanly possible to make sure it doesn't happen again."

One police source who was present at the scene said a group of Los Angeles Police Department detectives and officers who happened to be in the building rushed over to the office, responding to a call for medical help over the PA system.

Amid a thick smell of gunpowder and smoke, they saw Garcia lying on his side, apparently dead, recalled the source, who requested anonymity because he was not authorized to discuss the case. The ICE agent who shot him stood stunned, and the supervisor lay on the floor cursing in anger and saying that his stomach felt like it was burning, he said.

"This guy's a fighter," he said. "He was awake, and lucid."

The seventh floor of the federal building in Long Beach, where the shooting took place, remained cordoned off Friday as a crime scene. Agents were given the option of taking the day off.

ICE Director John Morton flew into Los Angeles to meet with the agents involved.

"Events like this test us as an agency, and it will take time for us to heal," he said.

The shooting follows a troubled few years for the agency's Los Angeles field office. A high-ranking official and his wife, an intelligence analyst, have been indicted and are on trial in federal court for defrauding the government. Another official, suspected of doctoring his college diploma, has been on leave for more than a year while a grand jury investigates the matter.

According to court files, two other ranking supervisors were internally investigated and disciplined for an extramarital affair and related professional misconduct.

In a brief phone interview Friday, Garcia's wife, Balbina, said tearfully that the couple were going through a divorce after 14 years of marriage but were trying to work things out.

"He never made it home," she said.

At the couple's Murrieta home near Interstate 15, relatives had gathered but said they weren't ready to comment. A man who identified himself as Garcia's brother but declined to give his name said only that Garcia was a "hard-working guy with two young kids."

Our illegal immigration problem was not nearly as damaging when it was simply the Border Patrol and the handling of these matters under one roof.

Is it any wonder there is so much corruption, and especially in the 'City of Angels' where there is a Special Order 40 that won't even allow ICE agents to arrest illegal aliens.
