    Almost 50 percent of all California driver’s licenses issued in 2015 went to illegal immigrants, according to recent state reports, wrapping up the first year of a state-wide program designed to provide Department of Motor Vehicle services to those without citizenship.

    In total, California issued 605,000 driver’s licenses to illegals a year after the program started Jan 2, 2015, which is far more than the anticipated number, the Orange County Register reports. The program is expected to cost the state $141 million over a period of three years.

    There have been 830,000 applications from illegals, based on numbers from Dec. 31, 2015.

    The program, one of the biggest in the DMV’s history, was created by Assembly Bill 60 in 2013 and courted massive opposition at the time from groups angry at the suggestion illegals should have the same rights as citizens.

    Part of the push for the bill came from those who argued that the roads would be safer with more licensed drivers. There is not enough data yet available to assess whether or not that is true. Unlike normal driver’s licenses, these special illegal immigrant licenses cannot be used as federal identification.

    “DMV committed to successfully implementing this new law to increase safety on California’s roads by putting licensed drivers behind the steering wheel,” said DMV Director Jean Shiomoto. “One year after AB 60 implementation there are 605,000 more drivers on the road who have passed all testing re
    quirements and demonstrated their knowledge of California’s rules of the road.”

    Estimates place the number of illegals in California at 2.4 million, meaning that the driver’s license program captured an incredibly large portion of that population.

    The DMV went out of its way to hire 1,000 new employees to handle the surge in applications. The agency also opened four new centers and made office hours more flexible.

    Still, despite the agency’s best efforts, processing centers ground to a halt at the flood of illegals looking for driver’s licenses.

    Ann Coil, Santa Ana Tea Party Patriots coordinator told the Orange County Register that “There is concern in this country, and it’s reflected in this election, that there’s more compassion for people who are not citizens than those who are.”

    Longer wait times particularly impacted the senior population, as those over 70 must appear in person to renew their licenses. These seniors have had to wait in lines for hours and hours.

    I have a legal question concerning this. I did get a response from an attorney with FAIR's legal arm, but I am still not wholly convinced. And it is: why International Treaty protocol should not be observed:

    Just about every country has signed international protocols which stipulate: 1. You have a license from home ( such as state, province, county,) 2. You obtain an International Driving Permit from a recognized agency. US citizens would definitely do this if they wanted to drive in other countries (excepting Canada and Mexico). We get ours from Triple AAA (http://www.aaa.com/Vacation/idpf.html) Everyone else knows this, too; or at least they find out before going to another country and driving there. This is just the way the whole system works.

    Now, we keep getting told that International Treaties (when ratified and not unconstitutional) supersede state laws. So how can a state, like California, go beyond treaty protocol and award driver licenses, when there is already a regulated provision that would allow those persons to drive, based upon obtaining a license from the country that they have legality in?? (No matter how much their advocate claim they are "residents" here, they are not; they have no legal address)

    The FAIR Lawyer told me that the treaty was only to make sure that there was some provision for foreign citizens to drive in the US. And that if an individual state wanted to, it could adopt less restrictive standards. By that token, If we were driving in Panama, one provincia might say that they would issue a license to us, but the next one would say "No go back to the US, and get your license and an IDP.In the meantime you are fined for driving without permission." This would be chaotic. What if they're federal governments did not want their lesser jurisdictions to do that? It seems like this opens a lot of questions.

    But that is what California is doing. Plus other states. How do they get past the treaty requirements? And once they obtain a license in California, or Maryland, etc. certainly they will be driving in other states based upon that license. A patrolman would not be able to prove that such a person did not have residence there and was just visiting; unless the driver perhaps had a record in the other state that was just recent. So if there were a way to stop these state policies by federal lawsuits it seems like it would be very productive.

    A permit accompanying their mexican license sounds proper if they have a visa to be here
    ...but they DON'T, they're SNEAKERS. And that is 50% of California.

    If they had a mexican license with a permit to drive in the USA, they might have to show other papers, a passport with LEGAL entry date noted. They can't do that, they are here illegally. Besides, this is part of their takeover agenda - laws do not apply to them. It is mexico to them, not the USA & they feel they own it. And the gov't has given it to them right down to criminals protected in sanctuary cites and states.

    New law offers licenses to immigrants in country illegally

    Immigrants in the country illegally received 605,000 California drivers licenses in the first year of a program making the cards available.

    The program has proved hugely popular so far, exceeding the Department of Motor Vehicle’s projections and demolishing fears that an immigrant population fearful of public exposure would not take advantage of the new licenses. The DMV said at the outset it expected to distribute 1.4 million of the licenses over the program’s first three years.

    Much of the DMV’s activity in 2015 encompassed the new licenses. Of the roughly 1,396,000 licenses the department issued in 2015, 43 percent went to undocumented immigrants.

    As is the case for traditional drivers licenses, undocumented immigrants must still pass written and road tests. The licenses bear distinctive features distinguishing them from the type of identification available to legal residents.

    Colorado probes scam as demand for driver’s licenses by illegal immigrants outstrips predictions

    DENVER — The Colorado attorney general’s office announced Thursday that it has launched an investigation into a suspected black market in which scammers sell appointment times to illegal immigrants seeking driver’s licenses for up to $1,000.

    State Attorney General Cynthia H. Coffman said in a statement that the Division of Motor Vehicles reports “a number of people were hoarding appointment times and then selling those appointments at prices that range from $50 to as high as $1,000.”

    The racket illustrates the overwhelming demand and unforeseen consequences facing states as more move to offer driver’s licenses to illegal immigrants.

    In California, illegal immigrants received 605,000 driver’s licenses last year, or 43 percent of the 1.39 million licenses issued in the first year of the program. The demand far surpassed the state’s initial project that 1.4 million licenses would be issued in the first three years, according to the Sacramento Bee.

    Twelve states and the District of Columbia now offer driver’s licenses to those in the country illegally. The licenses are distinct in appearance from those provided to citizens and residents, and cannot be used as valid federal identification.

    Still, the program remains controversial in many states. In 2014, Oregon voters overturned by 67 to 33 percent a law allowing illegal immigrants to obtain driver’s license law passed by the state legislature in 2013.

    Two months ago, a group of illegal immigrants sued, arguing that Measure 88 “arbitrarily” denied licenses to a “disfavored minority group.”

    In Colorado, such licenses may only be obtained at three DMV offices, one each in Denver, Colorado Springs and Grand Junction. The division schedules appointments out 90 days, meaning that applicants may wait months to obtain licenses.

    “We’ve created an environment that is facilitating scams and rip-off artists,” Democratic state Sen. Pat Steadman, told the Denver Post.

    Democrats have called for expanding the program to meet the greater-than-expected demand, while Republicans have held the line on additional funding. Opponents also accuse supporters of deliberately lowballing estimates during debate over the 2013 legislation on how many of Colorado’s roughly 150,000 illegal immigrants would apply for licenses.

    The state legislature is expected to consider additional legislation to address the long waits in this year’s session.

    Ms. Coffman stressed that such appointment times are free and encouraged those who have paid for them to contact investigators.

    “We need people who have been victimized to come forward so we can identify these unscrupulous individuals and businesses who are profiting from a free government service,” Ms. Coffman said. “Anyone engaged in this scam should cease their activity and immediately cancel any scheduled appointments they’ve reserved.”

    Bunch of crap!

    Within last 12 month's, I was rear-ended in Los Angeles by illegal aliens with a drivers license and no insurance.

    I drive a 2015 Porsche and not 1 illegal alien paid so much as a $0.01 to fix damage.
