    FAIR Unveils Seven Point Strategy for 'Encouraged Reverse Migration' of Illegal Aliens


    WASHINGTON, May 10 /PRNewswire/ -- President Bush and leading congressional supporters of an illegal alien amnesty have repeatedly touted legalization as the most practical approach to dealing with illegal aliens living in the U.S. because, in the president's words, "We can't deport 12 million people." Deportation has been turned into the unpopular straw man alternative to the White House's unpopular amnesty proposal.
    Polls indicate that Americans oppose both mass deportation and mass amnesty, but overwhelmingly favor a sensible immigration enforcement strategy that, over time, will encourage many if not most illegal aliens to leave voluntarily. Despite the constant repetition by the Bush Administration and other amnesty backers, mass deportation has never been suggested as a viable solution to the current illegal alien crisis gripping the U.S. The alternative to amnesty has always been a comprehensive enforcement strategy that makes it clear to illegal aliens that they will not benefit by remaining here.

    To refute the idea that the alternative to an illegal alien amnesty is mass deportation, FAIR has produced A Seven Step Attrition Plan for Promoting the Outbound Flow of Illegal Immigration. The seven step approach includes:

    • 1. Secure the borders
      2. Apply strong and serious worksite enforcement
      3. Eliminate document fraud
      4. Reform unwitting accomplices: SSA and IRS
      5. Encourage state and local law enforcement to enforce immigration laws
      6. Eliminate state and local benefits to illegal aliens
      7. Provide necessary resources to DHS and DoJ.


    The only current legislation to fully incorporate the elements necessary for Encouraged Reverse Migration is H.R. 4313, The TRUE Enforcement and Border Security Act of 2005.]

    "The strategy for dealing with our illegal immigration crisis can be summarized in one word: attrition," said Dan Stein, president of FAIR. "The American people are angry and frustrated by decades of neglect of our immigration laws and want action. But they are also realistic. Twelve millions people did not arrive illegally last night and nobody expects that they will all leave tomorrow. If we implement a comprehensive enforcement strategy that systematically removes all the incentives for violating our immigration laws and increases the likelihood of apprehension, over the next several years millions of illegal aliens will get discouraged and essentially self-deport.

    "Nobody is seriously suggesting mass deportation, but amnesty is both morally objectionable and a prescription for chaos," continued Stein. "Amnesty is simply unworkable from a practical standpoint. It would result in a bureaucratic and national security nightmare, future immigration backlogs farther as the eye can see, and staggering unfunded social costs, while doing absolutely nothing to curtail the next wave of illegal immigration. A comprehensive enforcement strategy, such as the one being proposed by FAIR, on the other hand, offers a realistic long-term approach to dealing with what everyone agrees is a national crisis. It is not a miracle cure, but it is a viable, sensible plan that would have overwhelming public support," said Stein.




    Encouraged Reverse Migration

    A Sensible Seven-Step Strategy for Promoting the Outbound Flow
    of Illegal Immigration

    The current dialogue on illegal immigration paints a bleak picture for a real solution to this national crisis. Supporters of amnesty say there are only two options to deal with the 12 million plus illegal aliens already inside the U.S.: mass deportations or amnesty. This straw man argument purposefully ignores the third option -- the sensible option: Encouraged Reverse Migration.

    The following is an outline of a seven-step strategy that, when combined with current deportation efforts will cause the attrition (self-deportation) of the majority of those here illegally and greatly restrict the inbound illegal flow. We believe Encouraged Reverse Migration is the most viable strategy available to the U.S. government and one that will work over a short time horizon.

    • Step 1
      Secure the Borders
    • Extend fencing and increase border security on both borders

    • Increase manpower (Border Patrol Agents, CBP Agents)

    • Substantially increase detention space (end Catch-and-Release)

    • Uniformly apply expedited removal of illegal entrants

    • Expeditiously implement comprehensive entry-exit (US-VISIT) system

      Step 2
      Apply Strong and Serious Worksite Enforcement

    • Implement mandatory Electronic Eligibility Verification System

    • Reduce number of documents permitted to show work authorization

    • Increase and consistently apply civil and criminal penalties against

    • Dramatically increase the number of Worksite Enforcement Agents

    • Permit civil actions for employers against other employers who fail to
      verify work eligibility of their employees

      to impose stricter penalties)

      Step 3
      Eliminate Document Fraud

    • Rapidly increase and implement use of biometrics in immigration
      documents

    • Secure the Social Security card (counterfeit and tamper-resistant,
      laminated like a driver's license)

      immigration officials in detection of document fraud

      Step 4
      Reform the Unwitting Accomplices: the SSA and IRS

    • Reform tax laws so employers cannot use employment of illegal aliens to
      their advantage (i.e. deduction of wages and benefits)

    • Provide increased resources for IRS to investigate and apply sanctions

    • Restrict use of ITINs (Individual Tax Identification Numbers) to only

    • Require SSA to share information with DHS on issuance of no-match
      letters to employers

      Step 5
      Encourage State and Local Law Enforcement Authorities to Enforce
      Immigration Laws

    • Require federal reimbursement for state and local law enforcement
      expenses directly related to illegal immigration except where local

      Eliminate State and Local Benefits

      aliens

      Step 7
      Give DHS and DOJ Resources Necessary to do its job; improve efficiency

    I'd bet we could export all the illegal aliens from here in less time than we bring democracy to Iraq. Bring the troops home.
