Arizona, Mexican state to boost border security
Governors' plans to tackle problems launch latest salvo in conflict between the two countries

MEXICO CITY - Critical of their federal government's attempts to control smuggling and crime along the U.S.-Mexico border, the governors of Arizona and Sonora state Friday announced plans for their own police buildup.
