    London (PTI): Britain on Wednesday further tightened immigration rules by announcing plans to make it mandatory for immigrants who want to become citizens and settle permanently in the UK to pass more tests to "prove their worth" to the country.

    Setting out the plans in the House of Commons, Home Secretary Jacqui Smith said migrants would need to demonstrate their contribution to society beyond simply working and paying taxes.

    Some migrants may also have to pay into a fund to cover some of the extra burden on public services. Foreigners would also have to pass a period of "probationary citizenship".

    She said that future migrants would need to "earn" citizenship. This scraps the current system which allows people to apply for naturalisation on the basis of how long they have lived in the UK.

    The package of new measures includes: Raising visa fees for a special "transitional impact" fund; more English language testing ahead of nationality; requirements to prove integration into communities; and increasing the period to become a British citizen.

    "Our new deal for citizenship is clear and fair. The rights and benefits of citizenship will be available to those who consider who can demonstrate a commitment to our shared values and a willingness to contribute to our community, Smith said.

    The Home Secretary stressed that this is a country of liberty and tolerance, opportunity and diversity. "These values are reinforced by the expectation that all who live here should learn our language, play by the rules, obey the law and contribute to the economy," she said.

    The opposition Conservatives party said the proposals were a "gimmick" and called for an annual limit on immigration instead.

    They should implement both these rules and a limit.

    LONDON: British Government is planning to impose a new "immigrant tax" on foreigners coming to the country to help pay for the public services they use, a media report said on Wednesday.

    "Foreigners will have to pay a special levy on entering the country which will be used to provide extra funding for public services," according to the report in The Daily Telegraph.

    "This follows growing evidence that health, education and social services are coming under increasing strain from immigration, with councils complaining that they need hundreds of millions of pounds more every year to cope," it said.

    Quoting sources, the report said the additional levy could be set at 10 per cent of the visa fee - an additional 20 pounds for the usual 200 pounds visa granted to those wishing to stay in Britain longer than six months.

    This could generate 15 million pounds a year, though Council chiefs say they need 250 million pounds more annually to avoid increased Council tax.

    The most recent figures show that in 2006-07, the UK visas agency raised 190 million pounds from visa fees from 2.7 million applications.

    According to the report, for the first time there will be three "bands" of citizenship to control the unrestricted immigration of recent years. Those hoping to become British will be accorded temporary resident status for five years. They then become probationary citizens for a year, after which - if they pass a test - they have full British status.

    Hard to implement any program like that in this country since our illegal invaders do not show ther faces to any government official until they show up at the welfare office for the first time to collect benefits for the first anchor baby.
