    Council urges immigration officials to clearly identify themselves

    City leaders want to make sure that when residents open their door to someone wearing a uniform emblazoned with the word “police,” the person they’re greeting is actually an officer with the Minneapolis Police Department — and not an Immigration and Customs Enforcement (ICE) agent.

    The City Council passed a resolution May 26 strongly urging ICE agents to wear visible identification that clearly distinguishes them as immigration officials. The agents currently wear clothing that says “police” and identify themselves as police. City officials argue that this creates confusion and damages the delicate relationship Minneapolis Police have with members of the immigrant community.

    “If you hear a knock on the door and they say, ‘FBI, open up,’ you know it’s the FBI,” Mayor R.T. Rybak said. “If you hear a knock on the door and they say ‘Police,’ you don’t know whether it’s the police or the immigration officials.”

    This can lead residents to mistrust police officers and can make them afraid to go to the police when they need help or want to report a serious crime, contend Rybak and Interim Police Chief Tim Dolan. It also prevents city police officers from building networks in the community and, therefore, makes all neighborhoods in the city less safe, they said.

    “It is vital, right now, for people to know that the Minneapolis Police are there to protect and serve,” Rybak said.

    Minneapolis has a city ordinance preventing city police from asking about immigration status or enforcing federal immigration laws. City officials want to make sure immigration officials identifying themselves as police don’t undermine that law, which was designed to garner the trust of immigrant communities.

    “We have a population of immigrants who are more scared, less trustful, more cynical of our authority than you can ever imagine,” said Councilmember Don Samuels (5th Ward). “When we say police will not become [ICE] officers and will not execute federal mandates against illegal immigrants, it takes so many years for people to believe that.”

    It also takes empirical evidence, Samuels said. He emphasized that members of the immigrant community need to hear from family and friends that the police treated them well before they will fully trust officers. Samuels, a Jamaican immigrant who has lived in the United States for more than two decades, also said he can remember how confusing it once was to for him to figure out the role various types of law-enforcement officers — from city police to the sheriff to parking enforcement officers — play within the community. Ensuring that the immigrant community is fully aware that Minneapolis Police and immigration officials do not share the same role will be crucial to the city’s delicate relationship with its immigrant communities, he said.

    “We have nurtured it as a fragile thing,” Samuels said. “And all it takes is a half-dozen police-jacketed raids on this population, and all we have created will be destroyed.”

    Why is there one set of rules for illegal aliens, and another set of rules for citizens and LEGAL immigrants?

    And when we get the border secured we'll next need to stop federal funds from going to these outlaw communities.
    How can outlaw illegal alien sanctuaries be eligible for any Homeland Security funds all citizens pay for?

    Everyone hates parking enforcement officers. In an effort to heighten their self esteem, we should eliminate their positions and convert them to immigration enforcement officers. No need to change the uniform since many illegals will not notice the difference.
