    DOES THE PENCE PLAN DISCRIMINATE?

    THE GOOD NEIGHBOR SAFE VISA AND ELLIS ISLAND CENTERS


    When the border has been declared secure, the Good Neighbor SAFE (Secure Authorized Foreign Employee) Visa will begin. This program offers noncitizens opportunities to fill nobs that employers attest to not being able to fill with American at market wage.


    Under my plan, the estimated 12 million people currently residing illegally in America can come out of the shadows and earn a fair living by returning to their home countries to apply for a Good Neighbor SAFE Visa. This does not give amnesty to those currently in our country illegally.

    My plan would accomplish this by setting up a system of private employment placement agencies outside the United States (called "Ellis Island Centers"), licensed by the federal government, to match willing temporary workers with jobs that employer cannot fill with American workers. The private agencies would also perform health screenings, fingerprint the guest workers and provide that information for federal background checks.

    Successful applicants for the Good Neighbor SAFE Visa could enter America legally provided they meet the visa requirements.

    I call it a "Good Neighbor" SAFE Visa because the program would be limited to countries that currently enjoy a postive trade relationship with the United States in our hemisphere. Only residents of NAFTA and CAFTA-DR countries will be eligible to participate in this program.


    Is this a plan that discriminates against most OTM'S? This would mean that the only ones that would qualify are from Mexico, Canada or Latin America? So will they only allow neighbors to come back in, this is a Mexico plan, the senate bill is a Mexico plan. It sounds like there will be very few illegals that will become legal other than Mexicans. I could be wrong but this sounds like La Raza,"the race" everything for the latino race and nothing for any other race plan.

    This plan would be consistent with the Bush agenda to further the North American Union which includes opening the border with Mexico.

    Do you really think that all of the illegals would go home and then come back in through these centers? I don't think so. Some of the illegals if not all would cry that they can't afford it and the criminal or sick would not do it. Then there are those that would use the race card and say that it's racist for them to be processed through these centers. The ACLU would have a field day. It will never happen.

    That is big time discrimination anyway you look at it Sawdust. What was he thinking? Something like Bush?

    The plan also had no limits as to numbers so the entire population of Mexico is eligible.

    The Pence Plan was just a try at a run around version of S.2611 by a guy that used to be a conservative. Apparently Pence conservatism has lot of strettttccchhh in it. The 80,000 criminal aliens in the country are not likely to comply with the "Mexico vacation" provision either.

    Bad plan. Stuff it!
