An anti-deportation rally shut down a downtown Atlanta street and led to four arrests Monday on Ted Turner Drive.

Protesters chained themselves to ladders, and police worked to cut the chains and take people into custody shortly after noon, according to Channel 2 Action News.

The rally was held to protest the U.S. Supreme Court’s decision to block President Barack Obama’s plan that would have shielded 5 million people from deportation.

According to The Associated Press,
people who would have benefited from Obama’s plan face no imminent threat of deportation because Congress has provided money to deal with only a small percentage of people who live in the country illegally, and the president retains ample discretion to decide whom to deport.

But Obama’s effort to expand that protection to many others was effectively stymied by a 4-4 tie.

Local protesters are blocking the intersection near the Immigration and Customs Enforcement Atlanta field office.
