    Fox calls Senate bill reward for Mexicans
    Critics question the propriety of of some remarks

    LOS ANGELES, CALIF. - The Senate's passage on Thursday of an immigration bill that would allow most illegal immigrants to earn U.S. citizenship was a reward for Mexicans in the United States who have recently pressed for such reforms, Mexican President Vicente Fox said in a speech to California business leaders on Friday.

    "They fought for it," Fox said at a breakfast meeting in Sacramento with the California Chamber of Commerce and the Sacramento Hispanic Chamber of Commerce. "They earned what they got yesterday" in the Senate.

    Later in the day, Fox traveled to Los Angeles and met with Mayor Antonio Villaraigosa at the Getty Museum Center, where the Mexican president said in a speech that immigrants from his country have demonstrated their organization and affirmed their "commitment to both countries."

    The Mexican president's remarks came on the last day of his trip through the American West that began on Tuesday and included stops in Utah, Washington, and California and meetings with the governors of all three states.

    The tour's timing coincided with the roiling debate over immigration reform in the United States and found Fox offering his opinion on several aspects of the issue.

    He said, among other things, that he opposes border fences, believes border control is a shared responsibility between Mexico and the United States and will look into developing a law that would make it a felony to dig a border tunnel.

    His commentary was met with a mixed reaction.

    "He put emphasis on the fact that Mexico is a partner and a friend to this country," said Gregorio Luke, director of the Museum of Latin American Art in Long Beach, Calif.

    Fox showed that immigration "is not just a U.S. issue," said Luke, who was one of about 70 community leaders at a downtown hotel on Friday afternoon to meet with Fox. "Mexico is part of the debate. It is ... a dialogue."

    On the other hand, when Fox addressed the California Legislature on Thursday, several Republican state lawmakers either boycotted the joint session or voiced their dismay with the Mexican president's comments.

    "I'm not sure how appropriate it is for him to give advice to our country," said GOP Assemblyman Roger Niello, who represents Sacramento. "I'd rather see deeds than words," adding that Fox has not done enough to stem the tide of immigrants attempting to illegally enter the United States.

    Fox was elected in 2000. His term is up in December.

    The Senate's bill must now be reconciled with a much narrower measure that only addresses enforcement of border security, which the House passed in December. It is unclear when the two chambers will meet to hash out their differences.

    Uh...I think they WROTE what the senate gave 'em! But possession is half of ownership.

    Earned my butt! Maybe I ought to rob a bank....protest a bit and have the government GIVE me what I stole back AND the money in the other branches.....heck I'd have EARNED IT!!!!

    The "propriety" of Fox's remarks??? There is NOTHING acceptable about what that bloviating piece of refried beans has to say.

    I'm surprised he wasn't brazen enough to call it a victory!

    makes you wonder if those military incursions were escorting drug dealers or criminals across the border

    Mamie,

    I think I read somewhere that at least one incursion was to escort drug dealers across. Can't remember where I read it but it seemed a credible source.

    if it was Jerry Seper with the Washington Times, it was a VERY credible source
