Gov. Rick Perry deploying up to 1,000 National Guard troops to border

    By Rebecca Kaplan

    July 21, 2014, 4:34 PM

Gov. Rick Perry, R-Texas, announced Monday that he is activating up to 1,000 National Guard troops to the U.S.-Mexico border as he accuses the federal government of offering "lip service" on border security.

The announcement comes as the Obama administration is still struggling to deal with the influx of more than 50,000 unaccompanied minors, most from Central America, who have crossed into the United States in the past year. The additional resources are not aimed at the children themselves, Perry said, describing them instead as a "force multiplier" to help the Texas Department of Public Safety (DPS) "combat the brutal Mexican drug cartels that are preying upon our communities."

"I will not stand idly by while our citizens are under assault and little children from Central America are detained in squalor. We are too good of a country," Perry said.

The troops could detain people if asked, Texas Adjutant General John Nichols said at the press conference with Perry, but they are planning to play a "referring and deterring" role by deterring cartels with their visible presence and referring any immigrants suspected of being in the country illegally to DPS.

Perry argued that the elevated response at the border by DPS personnel has already has already acted as a deterrent force and reduced apprehensions. That operation comes at a cost of $1.3 million per week. A state memo obtained by the McAllen Monitor, which first reported Perry's plan to deploy the National Guard, indicated the new efforts will cost the state of Texas $12 million per month.

Perry said he expects the federal government to eventually reimburse the state of Texas for the costs it has incurred protecting the southern border.

White House Press Secretary Josh Earnest said prior to Perry's announcement that the administration has not yet received the formal request from Perry to activate the troops, but he downplayed it as a merely a symbolic measure.

"What we're hopeful is that Governor Perry will not just take these kinds of steps that are generating the kind of headlines I suspect he intended, but will actually take the kinds of steps that will be constructive to solving the problem over the long term," Earnest told reporters. "To be specific that means that we hope that Governor Perry will support the supplemental appropriations request that this administration put forward a few weeks ago and that that Governor Perry will use his influence with congressional Republicans in Congress an urge them to stop blocking comprehensive bipartisan legislation in the House of Representatives."

He added that National Guard troops would be best deployed in coordination with a broader request for $3.7 billion in emergency appropriations the administration has requested to deal with the crisis.

But the White House is already seeking to claim at least a small victory in the immigration crisis. Earnest announced that the president would meet with his Homeland Security Council - including Vice President Joe Biden and the secretaries of the Departments of Homeland Security, Defense, and Health and Human Services - to discuss what they say is a reduction in border crossings.

Preliminary data shows that Customs and Border Patrol (CBP) apprehensions have dropped from around 355 children a day last month to 150 children or less per day in recent weeks. CBP did not return a CBS News request to confirm those figures.

"While the reasons for the reduction and the number of unaccompanied children and adults traveling with children apprehended by CBP cannot be attributed to any one factor, we do believe that the administration's response and efforts to work with Central American leaders to publicize the dangers of the journey and reinforce that apprehended migrants are ultimately returned to their home countries in keeping with the law, as well as seasonal flows, have all played a part," Earnest said.

Texas Governor Deploys 1,000 Guard Troops; Democrats Blast Perry for ‘Militarizing the Border’

By Top Right News on July 21, 2014

by Gina Cassini | Top Right News
UPDATE: Video of Gov. Perry’s press conference, via UStream, included below

Texas Gov. Rick Perry (R) on Monday announced he is deploying 1,000 Texas National Guard to the U.S. border with Mexico, saying he can not idly sit by while “our citizens are under siege.” As TRN has reported, Perry said that “unaccompanied minors” make up only 20 percent of those being apprehended illegally crossing the border, with thousands of adults, cartel thugs and gang members streaming in while border agents are distracted changing diapers and processing illegal alien kids for Obama’s executive amnesty.
Perry pointed out the tools these criminal aliens have inflicted on his citizens:
Since 2008, more than 203,000 criminal aliens have been booked into Texas county jails….These individuals have committed over 640,000 crimes…and that is in the state of Texas alone. This includes more than 3000 homicides. All because the Federal government has paid only lip service to this crisis.
Perry said he can no longer wait for the president to act as gang members and drug cartels flood into Texas, causing crime to skyrocket. Perry pointed out how the current surge was directly caused by President Obama’s 2012 “DACA” executive order that has motivated hundreds of thousands in Central America to send their kids to the U.S., knowing they will he permitted to stay.
Perry criticized Obama for refusing to even visit the border, calling his refusal Obama’s “Katrina,” moment.
Democrats blasted Perry for “militarizing” the border instead of welcoming the “children” crossing en masse.
Rep. Joaquín Castro (D) said Perry is “militarizing our border” with his reported decision to deploy state National Guard troops there.
We should be sending the Red Cross to the border not the National Guard to deal with this humanitarian crisis,” the Democratic congressman said in an email. “I remain hopeful that our state can provide a more helpful response than to send armed soldiers to greet children seeking refuge from violence.”
Greet them? Should Perry put out welcome mats in Spanish and Mayan languages instead?
Castro also regurgitated the Democrat lie that these “kids” are escaping unprecedented violence in their home countries. Data clearly proves that the economies are improved and crime rates lower in 2014 than during the recession of 2009-10, when there was no such mass “escape from violence”.
As TRN reported yesterday, Oklahoma Gov. Mary Fallin reported that, along with hundreds of illegal alien kids from Central America, Obama dumped 90 children from India in her state, for “processing.”
So are children from India also suffering from an “unprecedented level of gang violence, rape, murder and human trafficking”too? Of course not. People around the world are sending children to the U.S. to partake in Obama’s mass amnesty decree — the sole reason for the current border crisis.
Gov. Perry has had enough. But 1,000 troops is not enough. And Texas cannot be the only border state to deploy troops. Arizona must step up as well, and both states must be willing to defy Federal oversight to defend their own sovereignty instead of just being bryanstars to Obama’s lawless tyranny.

ALIPAC NOTE: Big thanks to all the American protesters that took to the streets in more than 300 locations this past weekend that helped push Perry to finally act. While 1,000 guard troops are not nearly enough and they will do no good unless they are ordered to repel the invasion, we are hopeful this is a step in the right direction!

It's good that they are sending the National Guard.
But they might as well sent the Boy Scouts
because the National Guard will not have the power of arrest.
Some National Guard troops already participate in counter-drug operations on the border, though they don't have arrest powers . . .

They can not detain anyone who wants to walk away from them.
They will have weapons but they can't fire at anyone who runs away from them.
They will be able to help people cross the street safely.

The whole thing is to get TV time for Perry
because he want's to run for president.

Yes, JohnDoe2, what you have stated is true, that cannot be disputed. I see it as a symbol sent to Washington that Americans are fed up with what is/has been the American way since Nov.1986. I also hope that that symbol displays that we are ready for the military to take charge of our border until the world has received our message, "The back door has been slammed shut to all alien invaders. Henceforth you will be received not as a welcome guest, but as the enemy invasion!"

Border Expert: National Guard Provides False Sense of Security

    Posted: Jul 21, 2014 6:37 PM
    Updated: Jul 21, 2014 6:38 PM

BROWNSVILLE - A University of Texas at Brownsville border security expert says deploying National Guard troops to the region may not have the impact many are expecting.

Gov. Rick Perry on Monday ordered the deployment of 1,000 National Guard troops to the border.

Guadalupe Correa Cabrera said the National Guard may bring a false sense of security to many residents.

"The National Guard doesn't do much to solve a problem on the ground. They are not qualified to do many things, especially in regards to immigration," the UTB border security expert said.

President Obama deployed 1,200 National Guard troops to the border in 2010. The troops worked in intelligence-gathering and administrative duties.

"It's a perception of security. Institutionally speaking, the functions that they can accomplish are very minimal," Correa Cabrera said.

Only Border Patrol agents can make direct contact with people crossing illegally.

The National Guard will assist the Border Patrol in ways similar to what Texas Department of Public Safety troopers are doing now.

RGV reacts to National Guard surge

MCALLEN—Residents of the Rio GrandeValley will start to see Texas Gov. Rick Perry’s “boots on the ground” in the form of 1,000 Texas National Guard over the next few weeks.

But some call the governor’s actions ‘gratuitous’ at the expense of the Texas taxpayer.

“It’s a waste of money and a waste of time,” said Gary Mounce who holds a Ph.D. in political science and is an associate professor at the University of Texas Pan American. “It’s using cannon to swat a fly.”

Mounce said housing the swath of military personnel will put an even bigger strain on housing options as the immigrant surge overloads existing facilities and said the move is likely a political ploy.
“It will only heighten the appearance of militarization in the Valley — a lot of people already see us as a warzone, but our local leaders know that’s not true,” he added.

State Sen. Juan “Chuy” Hinojosa, who says he opposes the National Guard deployment, agreed the emphasis should be on bolstering local efforts.

“We need more resources to hire more police officers, law enforcement, DPS troopers and Border Patrol. This is a civil matter, not a military matter.”

Meanwhile, Texas Republican gubernatorial candidate Greg Abbott lauded Perry’s decision and said that the attorney general’s office will be closely monitoring the legal aspects of the National Guard deployment and supports the move.

But State Sen. Wendy Davis, the Democratic nominee for governor, who called for an emergency legislative session before the military decision was announced, said the answer is not the National Guard but more deputy sheriffs on the U.S.-Mexico border alongside the Texas Department of Public Safety, which is already deployed.

The Texas branch of the American Civil Liberties Union condemned the order. “Increasing, yet again, the number of law enforcement personnel patrolling our border communities will only escalate the potential for interactions that violate border residents’ constitutional rights and degrade the quality of life for everyone at the border,” said Adriana Piñon, senior staff attorney for the ACLU of Texas.

Likewise, the Texas Democrats, said the decision to use more military force ignores local efforts and was a political stunt.

“While those in the Valley are working hard to care for thousands of children in need and demanding we fix our broken immigration system, Governor Perry is continuing his routine of photo-op politics to further his Presidential aspirations,” said Texas Democratic Party Communications Director, Emmanuel Garcia in an email statement.

As for what the National Guard situation will look like as it unfurls in the Valley, the logistical details remain unclear.

“I think that the local people will not have to worry about military walking through their streets with rifles, just increased security at the border,” said Robert Sievert, senior lecturer and director of the Certificate in Advanced International Affairs Program at the Bush School of Government and Public Service, at TexasA&MUniversity. But Sievert said the surge will be noticeable. “I think 1,000 troops is a significant number, it will definitely multiply the capabilities of the officials who are now at the border,” he added.

Like I've been saying. Won't do a damn thing unless the NG can arrest, kick back, and even shoot those who try and escape... maybe those beanbag shells that are non lethal would be good. But whats to stop illegals if there is no serious risk at stake. Same thing with any criminal, why obey the law when the punishment is a slap on the hand.

I think the plan is to have the national guard throw water balloons at the illegal aliens and yell at them in hopes that they will go home on their own.
