    ICE wants a detention
    facility in Chicago area
    U.S. Immigration and Customs Enforcement, known as ICE, is gathering information about a possible new or existing building somewhere in the greater Chicago metropolitan area in which it could house more than 700 adult detainees involved in removal proceedings.

    In a Request for Information (RFI) published on Dec. 6, ICE says it wants to hear from potential suppliers of the building, equipment, personnel and services.

    “Interested parties may consider existing facilities, newly constructed facilities, or a combination of the two where one can augment support services, such as: food, maintenance, laundry, utilities, and dental/medical/mental health as a way of minimizing construction costs, build-out time, and operational expenses,” said ICE’s notice.

    The facility should be able to accommodate 660 male detainees, 48 female detainees, and have room for 80 additional individuals in “mental health” and “administrative segregation” units, ICE added.

    The site should have holding rooms and a processing area to support a minimum of 150 aliens, and should offer back-up emergency generators, outdoor and indoor recreational areas, a law library and space for visitations.

    The ideal facility will be located within a 60-minute drive of the ICE Chicago field office, which is located at 101 West Congressional Parkway, Chicago, IL 60605. In addition, the facility should be located within a 30-minute drive of a “general acute care hospital” and a 90-minute drive of an airport that has been approved by ICE’s air operations unit.

    “A key goal of Immigration Detention Reform is to create a civil detention system that is not penal in nature,” explains the ICE RFI.
