    ICE removes Salvadoran MS-13 gang leader wanted for murder, kidnapping

    ALEXANDRIA, La. (News Release) - A Salvadoran MS-13 gang leader illegally present in the United States and wanted in his home country on murder, kidnapping and other charges, was removed from the country Friday by officers with U.S. Immigration and Customs Enforcement's (ICE) Enforcement and Removal Operations (ERO).

    Jonathan Javier Mejia-Ventura, 18, was encountered Aug. 15, 2015, by U.S. Customs and Border Protection near Hebbronville, Texas, after he illegally crossed the border into the United States. On Dec. 18, 2015, an immigration judge ordered him removed from the United States.


    Mejia is charged with seven counts of murder, six counts of conspiracy to commit murder, four counts of kidnapping, and two counts of attempted murder, aggravated robbery and extortion, according to an arrest warrant issued Oct. 27, 2015, by the Attorney General of El Salvador.


    According to Salvadoran officials, Mejia is the leader of an MS-13 gang that operated in Santa Rosa Lima, La Union, El Salvador. Authorities charged him after discovering a secret cemetery where Mejia is alleged to have committed these crimes.


    ERO New Orleans officers removed Mejia Friday via an ICE Air charter flight from Alexandria, La., to San Salvador, El Salvador, where he was then transferred into Salvadoran law enforcement custody.


    "U.S. Immigration and Customs Enforcement will continue to focus its removal resources on violent criminals and other high-priority aliens who pose the greatest threat to our communities," said ERO New Orleans Field Office Director David Rivera.


    Since Oct. 1, 2009, ERO has removed more than 720 foreign fugitives from the United States who were being sought in their native countries for serious crimes, including kidnapping, rape and murder. ERO works with the ICE Homeland Security Investigations (HSI) Office of International Affairs, foreign consular offices in the United States, and Interpol to identify foreign fugitives illegally present in the country.

    NELIO SOTOMAYOR

    Unlawful Flight to Avoid Prosecution - Involuntary Manslaughter, Homicide by Vehicle, Accidents Involving Death or Personal Injury
    struck a vehicle head-on. The female driver of the other vehicle died as a result of the crash.


    Sotomayor was injured and hospitalized, but fled the hospital prior to being arrested.

    On February 25, 2011, a local arrest warrant was issued for Sotomayor in the Commonwealth of Pennsylvania, and he was charged with involuntary manslaughter, homicide by vehicle, and accidents involving death or personal injury. A federal arrest warrant was issued on May 10, 2011, in the United States District Court, Eastern District of Pennsylvania, Philadelphia, Pennsylvania, after Sotomayor was charged with unlawful flight to avoid prosecution.

    Sotomayor is a Peruvian citizen who speaks both English and Spanish. He may have fled to Lima, Peru.




    CESAR MUNGUIA

    Conspiracy to Commit Hobbs Act Robbery; Firearms Offenses

    Cesar Munguia is wanted for his alleged involvement in the armed robbery of the Webster Bank located on McLean Avenue in Yonkers, New York, and the armed robbery of a bodega on Warburton Avenue in Yonkers, New York, both of which occurred on October 14, 2014. Munguia is allegedly an associate of the Cruddy 650, a violent criminal street gang which is allegedly responsible for a pattern of bank robberies and commercial robberies in Yonkers and its surrounding neighborhoods in October and November of 2014. A federal arrest warrant was issued for Munguia on February 17, 2015, after he was indicted by a grand jury in the Southern District of New York, White Plains, New York, for conspiracy to commit Hobbs Act robbery and firearms offenses.
    Munguia speaks Spanish and has ties to Mexico.

    MIGUEL A. ALVARADO

    Unlawful Flight to Avoid Prosecution - Leaving the Scene of a Boating Accident Involving Injury and/or Death, Boating Under the Influence-Manslaughter

    Miguel A. Alvarado is wanted for his alleged involvement in the boating deaths of two men on the Intercoastal waterway in the area of Treasure Island, Florida. On May 26, 2005, Alvarado was operating a 29-foot recreational motorboat when he collided with a personal watercraft operated by the two victim males resulting in their deaths. Alvarado allegedly fled the scene of the accident and stopped only when witnesses informed him that law enforcement authorities had been contacted. Alvarado was escorted to the docks by the United States Coast Guard and was later determined to be intoxicated.

    Alvarado was charged with leaving the scene of a boating accident involving injury and/or death (two counts), and boating under the influence-manslaughter (two counts), by the Circuit Court for the Sixth Judicial Circuit of Florida in and for Pinellas County, and state warrants were issued for his arrest on December 7, 2005. A federal arrest warrant was issued by the United States District Court, Middle District of Florida, Tampa Division, on January 24, 2006, after Alvarado was charged federally with unlawful flight to avoid prosecution.

    Alvarado may be residing in Venezuela and has family ties in Argentina and Florida. He may travel to different locations in South America for business purposes, and he is known to have been in Colombia from approximately 2006 through 2007.

    Roberto Ignacio Solis, a convicted felon, is wanted for his alleged involvement in the October 1, 1993, theft of an armored car in Las Vegas, Nevada. After the armored car arrived at a casino, two messenger guards left the vehicle to service the casino's ATMs. Solis' female accomplice, who was employed as the driver of the armored car and who has since been convicted and served time, then drove away with approximately 3,100,000 dollars. Using a variety of disguises and identities, the couple fled to Colorado, and then Florida, before leaving the United States.

    On February 17, 1994, a federal warrant was issued for Solis' arrest by the United States District Court, District of Nevada, after he was charged federally with bank larceny, aiding and abetting, conspiracy, false statement in application for a passport, interstate transportation of stolen property, flight to avoid prosecution, bank fraud, use of a firearm during and in relation to a crime of violence, transport of a firearm in interstate commerce, and fraud and related activity in connection with identification documents.

    Solis enjoys writing poetry. He may wear glasses and/or colored contact lenses and may suffer from bulging eyes and light sensitivity due to an injury.

    REWARD: The FBI is offering a reward of up to $15,000 for information leading directly to the capture of Julio Cesar Guevara-Mejia.

    Julio Cesar Guevara-Mejia is wanted for allegedly luring a female victim with whom he had a prior relationship from Sacramento, California, to a hotel in Davis, California, where he had rented a room. When the 19-year-old victim arrived at the hotel on November 10, 2007, Guevara-Mejia allegedly attempted to force her into the room. A bystander heard the victim scream for help and attempted to intervene on her behalf. At that time, Guevara-Mejia allegedly pulled out a handgun and fired a shot at the bystander, who was not injured. Guevara-Mejia then succeeded in forcing the victim into the hotel room where he allegedly forced her onto the bed and shot her in her right foot and then the left foot. He then allegedly aimed the weapon at her chest and fired at least three more rounds into her torso. The victim survived her injuries.

    On November 13, 2007, a local arrest warrant was issued for Guevara-Mejia by the Superior Court of California, Davis, California, charging him with attempted murder, false imprisonment, assault with a deadly weapon, and possession of deadly weapon. On January 22, 2008, a federal arrest warrant was issued in the United States District Court, Eastern District of California, Sacramento, California, and Guevara-Mejia was charged with unlawful flight to avoid prosecution.

    Guevara-Mejia may have ties to the Palm Springs, California, and Houston, Texas, areas. He may travel to Mexico or Honduras.

    On September 6, 2011, Ulises Omar Felix and his male accomplice allegedly participated in a violent home invasion robbery in San Miguel County, Colorado. The subjects were heavily armed and allegedly stole numerous items from the home. During the robbery, the victims were assaulted and held hostage for 12 hours. Felix’s accomplice during the crime has since been incarcerated.

    A state arrest warrant was issued on September 30, 2011, for Felix’s arrest by the County and District Courts of the 7th Judicial District, San Miguel County, Colorado. Felix was charged with the following crimes: aggravated robbery of a controlled substance; aggravated robbery; first degree burglary; theft; false imprisonment; and use of stun guns. Felix was charged federally with unlawful flight to avoid prosecution by the District of Colorado. A federal warrant was issued for his arrest on February 15, 2013.

    Felix and his common-law wife, Ashley Cynthia Montalvo, may have fled to Arizona or Mexico with their two young boys. Montalvo is also considered a fugitive with a current federal unlawful flight to avoid prosecution warrant.

    Miguel Angel Morales Orozco is wanted for his alleged involvement in the attempted murder of a man in Newhall, California, on September 13, 1998. Morales Orozco allegedly stabbed a man several times, causing serious injuries, after an altercation that occurred in the victim's apartment.

    Morales Orozco was charged with one count of attempted murder by the Los Angeles County, California Superior Court. On October 28, 1998, a state warrant was issued for his arrest. A federal arrest warrant was issued by the United States District Court, Central District of California, on March 27, 2000, after Morales Orozco was charged federally with unlawful flight to avoid prosecution.

    At the time of the incident, Morales Orozco had short hair and a mustache. His last known residence was in Newhall, California. Morales Orozco has ties to Mexico, and may currently be living there.

    Unlawful Flight to Avoid Prosecution - First Degree Assault, Attempted First Degree Assault, Prohibited Use of a Weapon, and Third Degree Assault

    Francisco Molina-Neave is being sought for assault and the prohibited use of a weapon. Reports in this case allege the following: On July 5, 1997, Francisco Molina-Neave and his girlfriend attended a holiday party in the Denver Metro area. While driving home from the party, Molina-Neave, who was seated in the front passenger seat, began punching his girlfriend as she was driving. She stopped the car and pulled over. Molina-Neave got out and walked around to the driver’s side of the car where he continued to beat his girlfriend.

    The assault continued until a passer-by showed up and ran over to the girlfriend. Molina-Neave then fled the area. The passer-by flagged down a vehicle occupied by additional witnesses who reportedly saw the beating. The passer-by asked the witnesses in the car to attempt to locate the suspect. They agreed to help and spotted Molina-Neave a short distance away. They told Molina-Neave to stop and that they had called the police. The suspect fled down an alley as police arrived. While setting up the perimeter the police heard two gunshots fired from the alley where the suspect was last seen. The gunshots were fired by two different guns. The officers observed the witness vehicle speed out of the alley. The witnesses were screaming that the same suspect, along with another Hispanic male, had allegedly shot at them and their vehicle. One of the occupants in the vehicle was screaming that she had been shot as well.

    On January 21, 1999, a jury found Francisco Molina-Neave guilty on charges of first degree assault, attempted first degree assault, prohibited use of a weapon, and third degree assault. Molina-Neave fled from the courtroom as the verdict was read. A warrant was then issued for his arrest. On May 17, 2006, Francisco Molina-Neave was arrested on the warrant from Denver in San Antonio, Texas. He refused extradition, and a Texas court allowed him to post bond pending his extradition appeal. The suspect failed to appear and was arrested in mid-May of 2007. The Texas court set his bond for one million dollars. Molina-Neave posted the bond and was released. His appeal was denied on October 4, 2007, and he fled again. On March 13, 2008, a federal arrest warrant was issued for Molina-Neave, and he was charged with unlawful flight to avoid prosecution.

    Molina-Neave, who was born in Mexico, has told people he was born in El Paso, Texas, where he attended elementary and junior high schools. The fugitive has ties to Colorado, Texas, California, and Mexico. Molina-Neave should be considered dangerous and an escape risk.

    REWARD: The FBI is offering a reward for information leading directly to the arrest of Jose Luis Trapala.

    On December 19, 1999, Jose Luis Trapala was allegedly driving his vehicle on the wrong side of the road in Atlanta, Georgia, when he hit another vehicle. This vehicle rolled, causing the passenger to be ejected. The vehicle then landed on the passenger, killing her. Trapala, who may have been injured in the accident, attempted to flee the scene in his vehicle, but it was inoperable. Trapala then fled the scene on foot. After being charged locally with vehicular homicide, a federal arrest warrant was issued on December 27, 1999, charging Trapala with unlawful flight to avoid prosecution.

    Trapala may wear his hair in a waist-length ponytail. He has ties to Mexico and may be living in the United States illegally.

    Unlawful Flight to Avoid Prosecution - Extortion

    Raul Pina-Ruiz is wanted for allegedly extorting a man by threatening to kill members of his family unless he came up with $200,000. Pina-Ruiz made several anonymous phone calls to the victim claiming to be associated with a drug cartel in Mexico and making demands for payment. On March 31, 2010, Pina-Ruiz was indicted on two counts of extortion. On September 5, 2013, an arrest warrant was issued by the United States District Court, District of Maryland, for Pina-Ruiz.

    Pina-Ruiz may have fled to Guanajato, Mexico.
