Illegal Immigrant Accused of Rape in Kansas City, MO Arrested by Task Force in Greensboro
March 18, 2016
Greensboro, NC - On March 14, 2016, at approximately 4:30 PM, Esmin Flores-Rodriguez, a 19 year old male, was arrested by the U.S. Marshals Joint Fugitive Task Force (JFTF) out of Greensboro, NC and Homeland Security Immigration and Customs Enforcement (ICE).
On March 14, 2016, the assistance of the JFTF was requested by the U.S. Marshals Service in Missouri on behalf of the Kansas City Police Department in the apprehension of an unknown suspect who was involved in the brutal rape of a woman that occurred on January 9, 2016. During that incident, two suspects kidnapped and brutally raped the female victim at gun point. After the rape, the suspects drove the victim back to the vicinity of the initial kidnapping. It was at this time that a female friend of the victim attempted to assist the victim as she escaped. The suspects then fired shots in their direction, but did not strike either of the victims. The rape victim was transported to a hospital in Kansas City where she was treated for her injuries.
The United States Marshals Service in Kansas City adopted the case without knowing the identity of the subject which effectively had the Kansas City Police Department at a standstill. The U.S. Marshals Service in Kansas City worked in conjunction with the Kansas City Police Department, the U.S. Marshals Service in Baltimore and the U.S. Marshals Service in Greensboro. Information was passed to the JFTF that the suspect may have traveled from Missouri to the Greensboro, North Carolina area and was to be considered armed and dangerous.
A break in the case occurred when the investigative efforts of the JFTF revealed the identity of Flores-Rodriguez and found that he was working in the Greensboro area. On March 14, 2016, the JFTF conducted surveillance in the vicinity of the 2100 block of Lafayette Drive in Greensboro. Their efforts paid off when the JFTF positively identified Flores-Rodriguez and took him into custody without incident based on his immigration status. He was transported to the Forsyth County Jail and held administratively by ICE.
Flores-Rodriguez was officially charged on March 15, 2016 with rape in the 1st degree inflicting serious injury while displaying a dangerous weapon, two counts of sodomy in the 1st degree inflicting serious injury while displaying a dangerous weapon, kidnapping facilitating a felony while inflicting serious injury/terrorizing, assault in the 1st degree and tampering with a motor vehicle in the 1st degree.
The U.S. Marshals Joint Fugitive Task Force for the Middle District of North Carolina is comprised of investigators from the U.S. Marshals Service, Chapel Hill Police Department, Durham Police Department, Greensboro Police Department, High Point Police Department, Winston-Salem Police Department, Alamance County Sheriff’s Office, the North Carolina State Highway Patrol and the North Carolina Department of Public Safety, Department of Community Corrections – Probation & Parole.

We must get these people out of our country and keep them out.
