    PAINESVILLE, Ohio -- Lake County sheriff's deputies learned that Juan Emmanual Razo was in the U.S. illegally from Mexico more than two weeks before his arrest in the death of a 60-year-old Concord Township woman.

    Razo made his first court appearance Tuesday in the death of Margaret Kostelnik where a judge set a $10 million bond. He's also accused in the attempted rape of a 14-year-old girl and the shooting of another woman who survived.

    He pleaded not guilty to a charge of attempted murder, but still faces possible murder and other charges in connection to the other incidents.

    Lake County Sheriff's Det. Brian Butler said during the court hearing that deputies contacted border patrol agents, who advised the sheriff's office not to detain Razo despite his status as an undocumented immigrant.

    Razo, through his Spanish translator, told Lake County Judge Michael Cicconetti at that he has no passport or green card. He has lived in the country for five years and has no local criminal history.

    Razo is accused of shooting and killing Kostelnik Monday. The same day, Razo also tried to rape a 14-year-old girl and shot another woman in the arm, officials said.

    Sheriff’s deputies in Lake County, Ohio were reportedly told by federal immigration authorities on July 7 to release an illegal alien who on Monday murdered a 60-year-old woman, attempted to rape a teenage girl, and tried to kill another woman.

    Juan Emmanual Razo, 35, is being held on $10 million bond in the murder of Margaret Kastelnick, according to the Northeast Ohio Media Group.

    Razo allegedly embarked on a violent crime spree that began Monday morning when he attempted to rape a 14-year-old girl and shot another woman. Razo, who has been in the U.S. for five years, later killed Kastelnick in her home. He was apprehended following a shootout with police.

    But Razo was on law enforcement’s radar three weeks ago. In a press conference held on Tuesday, Lake County Sheriff Daniel Dunlap said that deputies had approached Razo on July 7 because he was in a suspicious looking vehicle. The deputies contacted U.S. Border Patrol and were told that Razo was in the U.S. illegally from Mexico. Nonetheless, the sheriff’s deputies said they were told to release Razo since he had no known criminal history, WKYC reported.

    The Obama administration has de-prioritized the deportation of illegal aliens if they have no prior criminal history.

    The case comes amid widespread public outrage following the July 1 murder of 32-year-old Kate Steinle.

    Juan Francisco Lopez-Sanchez, 45, has admitted to shooting Steinle on Pier 14 in San Francisco. Lopez-Sanchez had been deported from the U.S. five times. He had seven felonies on his record. He was released from federal prison in March and was then handed over to the San Francisco sheriff’s department. That agency released Lopez-Sanchez back onto the streets in April even though Immigration and Customs Enforcement had placed a detainer request with the sheriff’s department so that he could be deported again. The sheriff’s department did not honor the request because of San Francisco’s sanctuary city policies which protect illegal aliens.

    According to Dunlap, the FBI and Department of Homeland Security are working to determine Razo’s immigration status.

    President Obama, an attorney, know that this, the Steinle case, etc. would result from his orders. Now that it is apparent that they are happening to real Americans and that he could be sure that they would happen. tho only same assumption has to be that he took his action purposely to hurt and damage Americans. That is enough bad news, but Boehner and company, aka the republican party endorse it! How much apparent and obvious evidence does America need to realize that never again while only supporting two parties will America's government place Americans at the head of the table. It was obvious in the early '80's and prior to that this was happening, but instead of fighting it. America allowed it.

    Mexican illegal alien Juan Emmanual Razo appeared in a Painesville, Ohio, court on Tuesday after he allegedly went on a violent crime spree: Murdering a 60-year-old woman, attempting to rape a 14-year-old, and shooting another woman in the arm.

    Razo pled not guilty to the murder of Margaret Kostelnick, whom he allegedly killed in her home, through a taxpayer-funded court translator.

    After the alleged murder, he then rampaged through local parks, according to Cleveland.com:

    Rangers at the Lake MetroParks received the first call about Razo about 10:45 a.m. A 14-year-old girl told the rangers that he tried to rape her at Helen Wyman Park in Concord Township.

    Officials searched Razo’s home on Lusard Street in Painesville but didn’t find him. They towed his vehicle.

    As rangers worked to secure an arrest warrant, sheriff’s deputies were called at 2:45 p.m. to the Lake Metroparks Greenway Corridor for a report of gunfire on a bike path. The location of the shooting was less than a mile from Helen Wyman Park.

    Razo fired five shots at a 40-year-old Painesville woman and her two children as they walked along the bike path, police said. One shot struck the woman in the arm, and she was hospitalized with non life-threatening injuries

    Police arrested him after a shootout as he stalked another potential victim:

    Minutes later, a Concord Township resident called the sheriff’s office to report that a man –- later identified as Razo — was standing in his backyard with a rifle.

    Three officers arrived and located the man. Razo pointed his gun at the officers and appeared to fire a shot, Dunlap said. The officers returned fire, missing Razo as he hid behind a boulder

    Local authorities had the perfect opportunity to detain him—but were told to stand down by border patrol, said Lake County Sheriff Daniel Dunlap. On July 7, Razo was found to be in the country illegally during a traffic stop. While mass immigration advocates complain that illegal aliens shouldn’t be deported for traffic violations, it’s obvious that had Razo been detained and removed from the country, this crime spree would not have happened.

    Bond is set at $10 million.

    The Department of Homeland Security is seeking to shift blame for the failure to detain an illegal alien who was briefly apprehended by sheriff’s deputies in Ohio three weeks ago and is now accused of murdering a 60-year-old woman during a crime spree on Monday.

    On Wednesday, a spokeswoman for DHS told The Daily Caller that Lake County sheriff’s deputies had declined an offer to personally interview the illegal alien, 35-year-old Juan Emmanuel Razo-Ramirez, during a suspicious person stop on July 7.

    But the federal agency’s claim comes a day after Lake County sheriff Daniel Dunlap said in a press conference that Border Patrol told his deputies during that stop three weeks ago not to take Razo-Ramirez, a Mexican national, into custody.

    The competing claims offered by the two agencies is reminiscent of the discordance between U.S. Immigration and Customs Enforcement (ICE) and the San Francisco sheriff’s department over the detainment of Juan Francisco Lopez-Sanchez, the five times-deported illegal alien who fatally shot Kate Steinle in San Francisco on July 1. Lopez-Sanchez was released by the sheriff’s department despite ICE’s detainer request because San Francisco is a sanctuary city.

    Razo-Ramirez reportedly admitted to shooting Margaret Kostelnik in her home on Monday. The killing came hours after Razo-Ramirez allegedly tried to rape his niece, a 14-year-old girl, and then shot a 40-year-old woman in the shoulder in a park near Kostelnik’s house. After killing Kostelnik, who worked for 27 years as the assistant to the mayor of nearby Willoughby, Razo-Ramirez was apprehended following a brief standoff with police.

    In a press conference Tuesday, Sheriff Dunlap said that Razo-Ramirez was stopped July 7 by deputies because he was acting suspicious. According to a police report from the encounter, Razo-Ramirez admitted to the deputies that he was in the U.S. illegally. But Razo-Ramirez was eventually let go after a brief phone interview with a Border Patrol agent. According to the deputies’ report, Border Patrol “decided not to respond to take Emmanuel Razo into custody.”

    But DHS provided a statement to The Daily Caller on Wednesday that seemed to dispute the Lake County sheriff’s department’s version of events.

    “Border Patrol agents interviewed this individual via telephone at the request of the Lake County Sheriff’s Office on July 7, 2015,” DHS spokeswoman Marsha Catron told TheDC in a statement.

    “During that interview, Razo was uncooperative and the agents were unable to determine his immigration status. Without such a determination, the agents had no legal basis to file a detainer to hold the subject,” she added.

    “Although the agents offered to meet with the deputies on site and interview the subject in person, the offer was declined and the subject was released.”

    As a policy matter, federal immigration agencies require more than admission from an individual that they are in the U.S. illegally before detaining them for immigration violations. Biographic and biometric information must be obtained in order to establish an identity.

    The question of who declined the request to have Razo-Ramirez meet with Border Patrol in person — Border Patrol or the Lake County sheriff’s department deputies — was left unanswered Wednesday.

    Catron did not respond to those follow-up questions on the matter. The Lake County sheriff’s department did not respond to an email sent on Wednesday. And an assistant for Sheriff Dunlap told TheDC that the officials who could speak about the case had already left the office for the day. That was at 4:30 p.m. local time.

    It is unlikely, given the Obama administration’s weak immigration laws, that Razo-Ramirez would have stayed in federal immigration custody for long even if Border Patrol agents had showed up to interview him. Razo-Ramirez reportedly had no prior criminal history. Because of that he is a very low priority in the Obama administration’s new Priority Enforcement Program.

    That program, which Obama announced in November, focuses on “apprehending and removing convicted criminals, gang members, recent border crossers, and the most significant threats to public safety and national security.”

    Initial reports stated that Razo-Ramirez had been in the U.S. illegally for five years. But a local Latino activist said on Wednesday that Roza-Ramirez had been in the U.S. much longer than that.

    According to WKYC, Veronica Dahlberg, the executive director of the group HOLA Ohio, said that Razo-Ramirez’s father, who is a U.S. citizen, “filed documents for his children over a decade ago and Juan Razo was a beneficiary with an approved petition who has been ‘standing in line’ for his green card for over 12 years.”

    She also asserted that Razo-Ramirez “was not a random illegal alien.” She also said that his actions do not highlight problems with illegal immigration in the U.S. She said Razo-Ramirez “has grappled with his serious mental issues for many years.”

    During an interview on Fox News on Wednesday, Michael Cicconetti, the Painesville municipal court judge who arraigned Razo-Ramirez on $10 million bond on Tuesday, wondered how the illegal alien fell through the cracks after encountering local and federal law enforcement three weeks ago.

    “If you are stopped, at that point, whether it be by law enforcement or you make your first court appearance, at that point we have to have some kind of identifier on him,” Cicconetti told Fox.

    Conservative author and columnist Ann Coulter joined Fox News host Megyn Kelly on Wednesday to explore the bizarre case of a Mexican man suspected of killing an Ohio woman after he’d been arrested July 7 by local deputies for being in the country illegally.

    Juan Emmanuel Razo was released after Border Patrol refused to take him into custody because he had not committed any crime, other than being an illegal immigrant.

    Razo is accused of then going on a “horrifying” crime spree, killing 60-year-old Peggy Kostelnik of Painesville, attempting to kill another woman and attempting to rape his own 14-year-old niece.

    For Coulter, it was just another example of the criminal element among illegals.

    “Wouldn’t it be great if we had a wall on the border?” Coulter asked, adding that there’s been a call for a wall along the U.S.-Mexico border for 30 years.

    Coulter got into a spirited exchange with liberal panelist Alan Colmes over whether illegal immigrants in the country are violent or not, before she brought the focus back to women.

    “Now, we have a real war on women because all these peasant cultures are being dumped on the country to give the Democrats more votes,” she said. “The kind of cultures where child rape is common, and that is what we’re getting, and that is what we’re seeing.”

    A war you can be sure the media will have limited interest in.

I've been listening to you for years and I usually can figure things out by, you know, deciphering things that you say and taking your advice and stuff, but there's something I can't figure out for the life of me. There's a huge story in Cleveland right now, and I'm not hearing any coverage in any of the national media. It's on the front page of Drudge, and I haven't heard anybody talk about it. And I cannot figure out for the life of me why it's not getting any coverage, and I thought maybe you, with your wisdom, would be able to shed some light on that.

    PAINESVILLE, Ohio -- An undocumented Mexican immigrant accused in a string of crimes last summer that shook a small Lake County community has been indicted.

    Juan Razo, 35, faces 16 charges in connection with a violent crime spree on July 27, according to an indictment handed down Thursday by a grand jury in the Lake County Court of Common Pleas.

    Razo faces three counts of kidnapping; two counts each of aggravated murder, aggravated robbery, attempted murder, aggravated burglary, attempted rape and felonious assault; and one count of rape.

    He is being held in Lake County jail without bond.

    Razo is accused of killing 60-year-old Margaret Kostelnik in her Ravenna Road home. Earlier that day, he attempted to rape a 14-year-old girl and then shot a woman who was with her children in a nearby park, police said.

    An illegal alien named Juan Manuel Razo Ramirez was indicted in Ohio on 16 counts for a string of crimes he is accused of in Lake County–including murder.

    The suspect, also know as Juan Razo, was arrested last July and accused of the murder of Margaret “Peggy” Kostelnik. But that isn’t all he was accused of. In fact, Ramirez is accused of going on a crime spree that included the sexual assaulting of his own 14-year-old niece as well as the shooting and wounding of a woman walking on the street.

    Upon apprehending the man, police discovered that Ramirez was in the country illegally.

    Now the illegal immigrant has been officially indicted on 16 counts.

    Aside from an indictment for the murder of the 60-year-old Kostelnik, Ramirez was indicted on several other counts including raping the dead victim, the attempted rape of a minor, the attempted murder of Mary Kable as well as the attempted murder of three Ohio peace officers.

    As the case developed last year it was discovered that Ramirez had been arrested by local police only a few weeks before his crime spree but due to changes in immigration policy instituted by the Obama administration, police had to release him instead of remanding him to federal authorities for deportation.

    According to ABC 5, despite his admission that he was an illegal immigrant, federal authorities refused to take custody of Ramirez from Lake County police after the suspect was arrested during a traffic stop.

    Because of the new federal policy, Lake County police released Ramirez only three weeks before he murdered Margaret Kostelnik.
