    Illegal immigrant held for Lynn hit-&-run, fourth OUI offense

    An illegal immigrant was ordered held without bail and faces deportation after being arrested for his fourth drunken driving offense after a hit-and-run Monday morning.

    Lisardo Barrios, alias Oscar Morales, 33, of 784 Western Ave. #1, was arrested and charged with operating under the influence of liquor, fourth offense, leaving the scene of property damage, driving with a revoked/suspended license, failure to stop or yield and furnishing a false/fictitious name and social security number when arrested on Monday at 3:24 a.m.

    Judge Albert Conlon ordered Barrios held without bail at his arraignment in Lynn District Court later that morning. Conlon also revoked $1,000 bail for several charges, including drunken-driving, that Barrios faces in Salem District Court, and ordered Barrios not to drive without a valid Massachusetts license, according to court documents.

    Immigrations and Customs Enforcement (ICE) has filed an order of deportation, according to court documents.

    Police responded to a report of a minor car accident at Liberty Street and Central Avenue at 1:34 a.m. Monday, according to an incident report and crash report by Officer Michael Crosby Jr. of the Lynn Police Department.

    “Operator of motor vehicle two stated that he was traveling down Central Avenue and about to turn onto Sutton (Street) when motor vehicle one came up Central Avenue the wrong way and struck him,” the report says. The driver of the second car told police he followed the other car until it stopped and the driver and a passenger exited the vehicle. When police responded to the scene, the driver and the passenger were still on the sidewalk, but started to walk away as police turned to question them.

    “The two appeared unsteady on their feet as they zigzagged and stumbled about in their respective directions,” the report noted. Both men were stopped and officers noted they both “reeked of an odor of intoxicating liquor,” and their eyes were “red and glassy,” according to the report.

    Barrios identified himself at booking as Oscar Deleon Morales, according to the report, which came up as an alias for Barrios.

    Police learned Barrios’ driver’s license had been revoked and his record included four arraignments for operating under the influence of liquor. One of the charges was dismissed, two resulted in convictions, and a third offense in October 2010 “appeared to have no disposition,” according to the police report.

    The next month, Barios was charged with alien inadmissibility by ICE.

    Barrios is scheduled for a dangerousness hearing on Thursday in Lynn District Court.
