    BIG BEAR LAKE - A Mexican immigrant suspected of purchasing a counterfeit alien registration and Social Security card, then obtaining employment at a ski resort using the fraudulent information, was behind bars Friday, sheriff's officials said.
    Jose Ocampo-Ayala, 24, had obtained employment at Snow Summit ski resort in Big Bear Lake three years ago under the name Jose Garcia and was a seasonal employee who made snow, sheriff's Sgt. Ken Lutz said.

    His arrest on suspicion of identity theft comes just days before massive walkouts and boycotts are planned on Monday to protest a bill passed by the House of Representatives that would make illegal immigration a felony and criminalize assistance to illegal immigrants.

    On March 28, the real Jose Garcia, of Chino Hills, filed a report with sheriff's officials after he was notified by the Internal Revenue Service that he failed to report income from the ski resort, Lutz said.

    "Mr. Garcia filed his tax returns like he's supposed to every year, then he was contacted by the IRS and told he had $9,300 in unclaimed income from work he's done at Snow Summit, and of course he's never worked for Snow Summit," Lutz said.

    It took a month for the complaint to switch hands from the sheriff's Chino Hills station to the sheriff's Big Bear City station. But when it did, things moved quickly, Lutz said.

    Lutz said he received the complaint Thursday morning, had it assigned about 8 a.m. to a deputy, and by 2 p.m. Thursday, Ocampo-Ayala was in custody.

    Ocampo-Ayala, who remained in custody Friday at the sheriff's Big Bear City jail in lieu of $50,000 bail, had purchased his fraudulent documentation in Los Angeles. It was quality enough to fool Snow Summit staff, Lutz said.

    "At first glance, the employer couldn't tell they were fraudulent," Lutz said.

    Officials at Snow Summit didn't respond to a call seeking comment Friday.

    A Mexican driver's license found in Ocampo-Ayala's possession upon his arrest Thursday positively identified him, Lutz said.

    "We ran it through immigration, and they never show him coming into the U.S. legally," Lutz said.

    It was unclear when and where the real Jose Garcia had his identity stolen.

    Garcia's woes with the IRS may take awhile to iron out, Lutz said.

    "He's filed an affidavit with the IRS and a crime report with Chino Hills sheriff's station," Lutz said. "At least he's now got reports from the sheriff's office that will help in his case with the IRS, but he may have future contact with the IRS due to Mr. Ocampo."

    From 2003 to 2005, identity theft complaints rose more than 18 percent nationwide, according to the Federal Trade Commission.

    I'm afraid the victimized citizen will go through more trying to get his record straight than this illegal that is guilty of forgery, fraud, impersonating a U.S. citizen, perjury ....
