Senate Majority Leader Mitch McConnell (R-KY) predicted on Monday that Congress will avoid a government shutdown, even though President Donald Trump has threatened to shut it down if Congress does not fund his border wall.
McConnell signaled on Monday that he does not think the country will soon face a government shutdown.
“I don’t think we’ll get to that point,” McConnell told the Wall Street Journal CEO Council.
McConnell spoke hours after congressional leaders revealed they will likely vote on a two-week stopgap spending bill to avoid a looming government shutdown fight and allow lawmakers to mourn the death of former President George H.W. Bush.
President Trump has threatened to shut down the government if Congress fails to partially fund his promised border wall at $5 billion.
Senate Minority Leader Chuck Schumer (D-NY) said that Senate Democrats would “support $1.6 billion in border security that was included in a bipartisan Senate bill.”
Some reports have suggested that the funding two-week spending bill will extend to December 21, and reporters have noted that the tight deadline right before Christmas may make it easier for rank-and-file members to cave and accept leadership’s demands on wall funding:
Exit polling for the Federation for American Immigration Reform (FAIR) found that 80 percent of Republican voters and 53 percent of swing voters support President Trump’s campaign promise to build a border wall along America’s southern border.Nate Madden@NateOnTheHill

The closer to Christmas the deadline is, the less scrutiny congressional leaders will expect on whatever they come up with.

And don't just take my work for it. This is from a conservative staffer: "They canceled this week, so two weeks puts us almost to Christmas - this puts pressure on members in that second week to cave and accept what leadership offers in order to get home for Christmas."38

On Monday, President Trump reiterated his threat of a government shutdown if Democrats do not give him wall funding in December.
“We would save Billions of Dollars if the Democrats would give us the votes to build the Wall,” Trump tweeted on Monday. “Either way, people will NOT be allowed into our Country illegally! We will close the entire Southern Border if necessary. Also, STOP THE DRUGS!”

I hope he's right. Way too much stuff going on to have a government shut down. Commerce, one of the agencies affected, is working the China Trade Deal, DHS another one affected is holding over a border invasion, National Park Service is busy with the monuments and DC Christmas Tourists and Sight-Seeing, Labor is busy with fighting unemployment and ensuring legal workers are protected, no one wins in my view from a shut-down.

Democrats Offer a Mere $1.6B for ‘Border Security,’ Not Wall Funding
14 Dec 2018
2:53
Democrats are looking to recreate a deal made earlier this year in an omnibus spending bill that President Trump signed, now saying they will budget $1.6 billion for border security measures that do not actually fund the building of a border wall.
Trump started the year-end border wall funding negotiations by asking for only a fifth of the funds he needs to build the border wall he promised to his supporters. Since that first offer, Democrats are now reducing the funding they will accept to $1.6 billion, with the catch that the money cannot actually fund a wall.
In statements to Roll Call, Sen. Steny Hoyer (D-MD) said he and other Democrats would accept the $1.6 billion so long as the language of the funding makes clear that the money will not be used to build a wall along the U.S.-Mexico border.
“The $1.6 billion … the language is broader than just a wall, so I think that that could probably be agreed upon, which was a figure in the Senate bill,” Hoyer said.
Such a deal on funding would mean Trump receives less than 70 miles of “pedestrian fencing” in the Department of Homeland Security (DHS) funding bill. Full border wall funding would cost $25 billion, a figure that Trump acknowledges is necessary to construct a wall along the southern border, though he has yet to ask Congress for all the funds.
The House version of the DHS funding bill, as Breitbart News reported, includes $5 billion for the border wall but ties the funding to a variety of cheap-labor giveaways to the big business lobby, the outsourcing industry, and the open borders lobby, including:
- A quasi-amnesty for DACA illegal aliens
- A revival of Obama’s catch and release policy
- A right to migrate for all foreign nationals claiming to flee gang violence or domestic abuse
- A green card giveaway for at least 200,000 Indian nationals
- A tripling of the H-2B visa program to further outsource American jobs
- An expansion of the H-2A visa program to allow farmers to import more foreign workers
The House DHS spending bill does not include any additional funding for the Border Patrol to effectively detain illegal aliens without releasing them into the American general public.
The bill also does not provide Trump with the funding for the Immigration and Customs Enforcement (ICE) agency to hire an additional 1,000 ICE agents. Trump has said for more than a year that he wants to increase the number of ICE agents, but the GOP Congress has failed to provide the funding.
Accepting the $1.6 billion in border security funding — not wall funding — would be almost the identical deal that Trump accepted earlier this year where he settled for $1.6 billion in security funding that banned him from building a border wall.
