    SAN LUIS RIO COLORADO, Son. — Business people here say they will seal a border crossing, preventing the flow of commercial traffic between the two countries, to pressure Mexico’s government to lower tariffs and reduce restrictions on importations of used cars from the United States.

    They said both U.S.- and Mexico-bound traffic at the San Luis II commercial port of entry on the east side of San Luis, Ariz., will be blocked as protesters gather in the lanes between the two countries starting Monday at 11 a.m.

    The threatened blockade by the Federation of United Businessmen of the Border follows months of fruitless talks with officials of Mexico’s Ministry of Finance and Public Credit aimed at easing rules designed to curb illegal auto imports and to protect Mexico’s domestic car industry.

    In September the government hiked tariffs and slashed the number of permits issued to importers, granting only one permit for the region encompassing San Luis Rio Colorado and Mexicali, Baja Calif., and creating what protesters call a monopoly.

    The new restrictions, say protesters, have cost jobs in the ranks of used car dealers and businesses that relied on the imports, such as auto upholsters, detailers and auto parts sellers.

    “It’s been almost five months without work and thousands of families hurt all along the border region,” said Edgardo Silva, a federation representative, at a news conference Friday in San Luis Rio Colorado as the blockade was announced.

    “We have exhausted all means of dialogue with the federal government, and unfortunately (government officials) have not paid due attention to such a huge problem that affects the most marginalized classes.”

    The blockade at San Luis II will be one of a number taking place along the border, from Tijuana to Nuevo Laredo, across from Laredo, Texas, said Silva, “and we are not going to lift it until they tell us that they are going to accept our requests. We are not going to accept another invitation for talks (with government officials) in Mexico City.”

    San Luis II, opened in 2010, serves as the gateway for tractor-trailers and other commercial vehicles traveling between the United States and Mexico. In recent months San Luis, Ariz., officials have been lobbying the U.S. government to open it to private vehicles as well, as a way to reduce long wait times at the San Luis I crossing located next to the Arizona border city’s downtown.

    In December, protesters previously staged blockades of less than a day at San Luis I in efforts to pressure the Mexican government to amend the import restrictions.

    Silva said that appeals made by the federation as late as Wednesday have fallen on deaf ears.

    Silva conceded the blockade could hurt exporters and importers of other goods, but that “we have not found another way for the government to meet with us and attend to us. We don’t see any other way to get the attention of the government.”

    Martin Valtierra, a used car dealer in San Luis Rio Colorado, called on the public to back the blockade as a protest against restrictions that hurt not only people in industry but Mexicans who cannot afford to buy a new car.

    “Used cars are a basic necessity for the community. This activity creates jobs directly and indirectly, and it’s all part of an industry that has been hurt since September, all along the border.”

    Protest in Mexico Shuts Down One Lane at Border Crossing

    A protest on the Mexico side of the border has led to the closure of the southbound State Route 905 commercial truck lane at the border crossing.


    The California Highway Patrol closed the commercial truck lane at the Otay Mesa Border Crossing Monday.

    Protest closes Otay commercial traffic

    TIJUANA — For the second time in less than two months, demonstrators in Tijuana Monday blocked southbound commercial vehicle traffic through the Otay Mesa commercial port of entry.

    Just as in December, the protesters were opposing Mexican federal regulations on the importation of used vehicles. Similar demonstrations were also taking place at other commercial crossings along the border, including Mexicali, the Baja California capital.

    “It’s totally stopping southbound operations,” Alfonso Esquer, head of the Tijuana branch of Mexico’s trucking chamber, Canacar, said in an interview at noon. The traffic was reopened shortly afterward, and the protesters withdrew without incident.

    The head of the Mexican federal customs office in Tijuana was not immediately available for comment.

    San Diego police officers handling traffic control at the crossing shut down southbound commercial vehicle traffic around 10:45 a.m., said San Diego police Officer Humberto Hernandez.

    While the demonstration took place, Tijuana’s municipal police department recommended that drivers avoid Bellas Artes Boulevard near the commercial crossing where the southbound trucks enter the city.

    The protest did not affect non-commercial vehicles heading into Mexico at the Otay Mesa crossing, said California Highway Patrol Officer Robert Catano.

    A similar protest in December blocked southbound truck traffic into Mexico for seven hours through Otay Mesa, the third busiest commercial crossing on the U.S.-Mexico border.

    According to Canacar, around 3,000 southbound trucks cross daily through Otay Mesa; of those 2,000 are loaded trucks and 1,000 cross empty to pick up products in Mexico and return to San Diego.
