    A man charged with drunken driving, who doesn't have a driver's license and is in the country illegally, remained in the Putnam County jail last night on a federal detainer warrant after the minivan he was driving hit a car carrying a family of five, injuring a 4-year-old-boy, police said.





    Mario Cardona, 43, of 273 Tonetta Lake Road, Southeast, was arrested by Brewster police Sunday night following the 6:54 p.m. accident at Oak and North Main streets. He rear-ended a Honda four-door sedan stopped at a stop sign and driven by Prabuddha Piya of Fishkill, police said.



    Cardona's blood-alcohol content was 0.17 percent, more than twice the 0.08 percent threshold for driving while intoxicated, police said.



    The 4-year-old, Aibhinav Piya, was taken to Putnam Hospital Center in Carmel with minor injuries, complaining of head and neck pain, said John Del Gardo, officer-in-charge of the Brewster Police Department. Information from the hospital on his condition was unavailable yesterday.



    No one answered the door at the family's Fishkill townhouse yesterday.



    When Brewster Officers Robert Folchetti and Sean Bleakley arrived at the accident scene, Cardona was standing outside the Ford Windstar minivan he had been driving, Del Gardo said. Cardona only had a Guatemalan license, Del Gardo said.



    Field sobriety tests were administered, and Cardona was later given a Breathalyzer test at the state police barracks, Del Gardo said.



    Cardona was charged with driving while intoxicated, a misdemeanor, and issued summonses in connection with licensing and driving too close to a vehicle. He was arraigned yesterday morning before Village Justice Richard O'Rourke.



    He was being held in the county jail on $3,000 cash bail or $5,000 bond, Del Gardo said.



    He is due in Brewster court Aug. 10.



    The minivan was registered to Cardona's brother, Jose Manuel Giron Cardona of Carmel, Del Gardo said. Jose Cardona, who has a North Carolina license, was issued a ticket. He's accused of allowing an unlicensed driver to operate his vehicle, Del Gardo said.




    Jose Cardona was not at home yesterday afternoon. His wife referred to her brother-in-law as Guillermo, not Mario, and said he had borrowed the car Sunday. She said he has lived in the area for at least two years.



    The incident comes in the wake of several drunken driving arrests made in the town and village in recent weeks involving drivers who police say are in the country illegally.



    Federal immigration enforcement efforts appear to have been bolstered following the June 8 crash in which a mother and daughter were killed by a man accused of drunken driving and who police said was unlicensed and in the country illegally.



    Lori Donohue, 37, and her daughter Kayla, 8, were walking out of the child's dance class in Brewster when they were struck by a pickup truck, police said. Zacaria Conses-Garcia was indicted in the crash on two counts of agggravated vehicular homicide. Police said the vehicle Conses-Garcia was driving was registered to a northern Westchester horse trainer.



    Less than a month after the accident that drew calls from the community for greater crackdowns on illegal immigrants, Brewster police arrested Segundo Ordonez-Tanay, 26, of Danbury, Conn. He was charged with DWI after a woman reported seeing a man driving erratically through the village.



    Ordonez-Tanay, who police said was in the country illegally, was driving a truck registered to his employer.



    Immigration agents took Ordonez-Tanay into custody moments after he pleaded guilty to DWI and was walking out of the Brewster court July 13.



    Since then, state police and the Putnam County Sheriff's Office have made at least four drunken driving arrests, the most recent at 3:20 a.m. Sunday involving Romel Atre, 21, identified by the Sheriff's Office as an Ecuadorean living at 52 Morris St., Danbury, Conn.



    Atre was charged with driving while intoxicated, a misdemeanor, after being stopped on Route 6 in Southeast, police said. He was being held in the Putnam County jail with bail set at $5,000.



    U.S. Immigration and Customs Enforcement placed a detainer warrant on Atre as well.



    He is due in Southeast Town Court on Aug. 11.

    Can anyone here provide a link that documents how the state of NY and NYC became sanctuaries for Illegal Aliens? I know that in 1988 Mayor Koch declared that NYC wouldn't apply the 1986 immigration reforms but was there ever a 'Public Referendum' so that the 'People' had a say in the matter?

    I am of the belief that the same 70 to 80% of New Yorkers that were against driver licenses for IAs would also be against these ridiculous 'Sanctuary Policies'. Personally I am for the use of E-Verify when ever a person interacts with our government. It seems to me that IAs are even voting in our elections.
