    If you are keeping a list of impeachable charges against Barack Hussein Obama, you may want to add this one to the list.

    Congress passed a bill and Obama signed it into law. Then Obama defies the law he just signed. The US Immigration and Customs Enforcement (ICE) has had a position of public advocate that works on behalf of illegal aliens facing deportation. In February 2012, Andrew Lorenzen-Strait held that position. Earlier this year, Congress passed HR 933 that eliminated Strait’s position saying they no longer wanted to pay a federal employee to defend illegals. In March 2013, President Obama signed HR 933 which defunded and eliminated the position of public advocate for illegals. But you know how Obama feels about illegals facing deportation don’t you?

    They are Democratic voters, even if they do vote illegally. He can’t have the government deporting his party’s support base.

    In a defiance against Congress and the law that he signed, Obama had the position held by Strait changed to read deputy assistant director of custody programs and community outreach. The job description is basically the same as that of the public advocate and Strait continues to perform the same duties he did before, mostly defending illegals facing deportation.

    Ira Mehlman, Media Director for Federation for American Immigration Reform (FAIR) is pointing the finger at Obama for openly ignoring and defying Congress, saying:

    "Congress had said [it wasn’t] going to pay for somebody in the federal bureaucracy to serve as an advocate for the illegal aliens. Then the administration said, We'll just retitle the position, essentially leave the same job description, and go ahead and do this anyway.”
    “So far they have not run into any serious resistance from Congress – and so they keep doing it."
    "This is really evidence of the fact that even if we pass a bill that includes strong enforcement provisions – which the Senate bill does not; but even if the House were to put [such provisions] in there, there is no guarantee whatever that the administration would actually carry them out.”


    Rep. Diane Black (R-TN) drafted much of the language of HR-933. She says that Obama’s actions concerning the renaming and keeping of the position of public advocate is an example of his abuse of power. She said his actions only help to undermine his credibility with Congress and the American people. Personally, he lost all credibility when he ran for President back in 2008 when nothing but lies poured out from his mouth.

    President Obama only obeys the laws when they suit his need. When they don’t, he has no qualms about disregarding the law as he has never believed that they pertain to him.

    He believes that as president he can pick and choose what laws he wants to uphold and what ones he doesn’t, much like the way many Christian’s treat God’s laws as contained in the Bible.

    Never in the history of the United States has there ever been a more corrupt and lawless president as Barack Hussein Obama. Sadly, Congress is just as guilty for allowing him to get away with it.

    A Republican member of Congress is investigating whether the Obama administration circumvented the law by simply re-naming a position Congress specifically defunded.

    Tennessee Republican Rep. Diane Black is trying to ascertain whether Immigration and Customs Enforcement (ICE) “ignored” the law when the nation’s immigration law enforcement body renamed ICE’s “public advocate” instead of eliminating the position after Congress defunded it.

    In February 2012, Andrew Lorenzen-Strait was appointed ICE’s “first-ever public advocate” to work with groups and those in immigration proceedings to answer questions and respond to recommendations.

    That summer, Black argued the position was a waste of taxpayer money — a position intended to serve as a lobbyist for illegal immigrants — and introduced legislation to defund it.

    “My amendment would deny the Obama administration funding for the illegal alien advocate position at ICE,” she said at the time.

    “Contrary to what the Obama administration seems to think, the Department of Homeland Security was not created to act as a lobbying firm for illegal aliens,” Black continued. “Using taxpayer dollars to fund a position whose primary purpose is to advocate on behalf of individuals who have come into our country illegally is ridiculous and certainly a waste of precious taxpayer dollars.”

    Her legislation passed unopposed by a voice vote in the House as an amendment to a Department of Homeland Security appropriations bill. According to her office, Black was able to get the language added to the Consolidated and Further Continuing Appropriations Act 2013, which President Barack Obama signed into law on March 26, 2013.

    On April 1, 2013, according to Black’s office, Lorenzen-Strait received a title change with no apparent changes to his job function.

    According to documents obtained by Judicial Watch last month, Lorenzen-Strait’s new title is “Deputy Assistant Director Custody Programs and Community Outreach.”

    In a letter to ICE Acting Director John Sandweg Monday, Black demanded to know by Oct. 7 what Lorenzen-Strait’s position between March 26, 2013 and April 1, 2013 was and what ”substantive differences, if any, exist between Mr. Lorenzen-Strait’s current position and his previous one as public advocate.”

    “[I]t appears that Mr. Lorenzen-Strait was retained and assigned a new title with no substantive changes to his job function,” she wrote. “If true, this represents a serious violation of the public trust. ICE has a moral and legal responsibility to comply with the law and the will of Congress.”

    “The sudden creation of a new position within your agency for Mr. Lorenzen-Strait casts further doubt on the idea that ICE has acted in good faith to comply with the law,” she added.

    Earlier this month, ICE defended Lorenzen-Strait’s position to Fox News, explaining that “community outreach remains a necessary function at ICE in order to explain the agency’s mission and to be responsive to the needs of the public.”

    ICE further praised Lorenzen-Strait to Fox News as “a career civil servant who serves as deputy assistant director of custody programs and community outreach, has helped lead the agency’s public engagement and detention reform portfolio since being hired by U.S. Immigration and Customs Enforcement in 2008 during the previous Administration.”

    An angry Republican representative is investigating whether the Obama Administration hoodwinked Congress by merely renaming the role of “Public Advocate” for illegal immigrants rather than eliminating the position after it was defunded.

    Rep. Diane Black, R-Tenn., wants to know if U.S. Immigration and Customs Enforcement (ICE) circumvented the law by changing the title of the agency official who was named as the agency’s “public advocate” while keeping him on the job.

    In February 2012, Andrew Lorenzen-Strait was named to be Immigration and Customs Enforcement’s first Public Advocate, but he now serves as Deputy Assistant Director of Custody Programs and Community Outreach after Congress defunded the position in March.

    Black is investigating whether Lorenzen-Strait is actually still serving as public advocate even though it is no longer his official role. According to her office and Judicial Watch, a non-profit government watchdog group which originally uncovered the advocacy position under ICE, the description of his role remains the same despite the name change.

    Black sent a letter to ICE Acting Director John Sandweg on Tuesday and is asking the agency to answer questions as to why the position, which has been defunded, appears to be continuing under a different name.

    “I write with serious concern that U.S. Immigration and Customs Enforcement (ICE) has ignored current law that prohibits your agency from funding the position of Public Advocate,” said Black. “Additionally, it appears that Mr. Lorenzen-Strait was retained and assigned a new title with no substantive changes to his job function. If true, this represents a serious violation of the public trust. ICE has a moral and legal responsibility to comply with the law and the will of Congress.The sudden creation of a new position within your agency for Mr. Lorenzen-Strait casts further doubt on the idea that ICE has acted in good faith to comply with the law.”

    ICE spokeswoman Barbara Gonzalez told The Blaze that Lorenzen-Strait, a career civil servant “has helped lead the agency’s public engagement and detention reform portfolio” since being hired by ICE in 2008, “during the previous Administration.”

    Gonzalez said community outreach remains a necessary function at ICE in order to explain the agency’s mission and to be responsive to the needs of the public. “ICE’s detention reform efforts, initiated in 2009, prioritize the health and safety of detainees in ICE custody as well as the security of ICE employees and staff, while increasing federal oversight and conditions of confinement within the system,” she said.

    However, Tom Flanagin, spokesman for Black’s office told TheBlaze “it took us two weeks to get ICE to tell us when they changed the name on the position.”

    He said ICE officials eventually told them the position title was officially changed on April 1.

    “Not sure if it was an April fools joke or what,” he said. “What we want to know as well is whether the five days in between the time they changed the name, were they still paying this position.”

    The “public advocate” position was created in February 2012, but the role is contrary to the law enforcement policies dictated by ICE, said an DHS employee, who is familiar with the position. The official spoke on condition that they not be named because they were not authorized to speak on the matter.

    “This is the biggest joke,” the DHS official said. “We know that many times public advocate means the illegals are getting all the information they need to circumvent our laws and stay in the country. So basically we have a position in the department that works against the ICE officers who are trying to do their jobs.”

    In the letter Black is asking ICE to answer several direct questions that need to be answered by Oct. 7,”to better understand how ICE is working to follow the law and the will of the American people.”

    “What was the employment status of Andrew Lorenzen-Strait between March 26, 2013 and April 1, 2013,” she asks. “What substantive differences, if any, exist between Mr. Lorenzen-Strait’s current position and his previous one as Public Advocate?”
