    Obama immigration policies could protect 238K in New York City

    New policies that provide work permits and driver’s licenses to undocumented immigrants could help immigrant families and the local economy, a new report claims.

    An estimated 238,000 immigrants living illegally in New York City could get protection from deportation through President Obama's programs, according to a report released Thursday.


    The new policies give work permits and driver’s licenses to immigrants who came to the U.S. illegally or overstayed visas as children and to the undocumented parents of U.S. citizens.

    The initiatives have come under fire in the House of Representatives, which voted this week to overturn them, despite a White House veto threat.


    If a large share of eligible New Yorkers applies, the work permits could be a boon to the city’s economy, said Randy Capps, research director at the Migration Policy Institute, which analyzed the counties across America with the largest populations of immigrants here illegally.


    “Particularly the higher educated will be able to get jobs that use their skills. That’s going to be beneficial to the economy.

    They are going to earn more, and be better matched to their skills,” Capps said. “Odds are that there will be some boost in wages, and for some individuals quite a big boost.”

    It will be easier for undocumented immigrants to find work under Obama’s policies.


    Kids whose parents get work permits and protection from deportation will also benefit, said Betsy Plum, director of special projects at the New York Immigration Coalition.

    "Having a parent that is in a legalized status, that can legally work, that can come out of the shadows, is not afraid, is an incredibly transformational element in the life of the child," Plum said.


    Obama’s program for young immigrants who came here illegally as kids has been in place since 2012, but his latest move — benefitting parents of U.S. citizen children — won’t go into effect until later this year.


    Queens could see the biggest impact, with an estimated 91,000 of the borough's undocumented immigrants eligible to apply for both programs, according to the institute. In Brooklyn, an estimated 71,000 undocumented immigrants could qualify, followed by the Bronx at 43,000, Manhattan at 25,000 and Staten Island at 8,000.

    Undocumented immigrants are being offered more protections by the Obama administration.


    In total, 37% of New York City’s undocumented population of 643,000 is eligible, the think tank, which analyzed data from the American Community Survey and Penn State’s Population Research Institute, found.


    That’s lower than in cities like Los Angeles (48%) and Chicago (49%) — places with greater numbers of undocumented parents, Capps said. New York, especially Manhattan, has a higher share of single immigrants.


    Also Thursday, Mexican consulates in the U.S. began issuing birth certificates, making it easier for undocumented Mexican immigrants to apply for the programs. Previously, Mexican citizens could only get birth certificates at government offices in their home country.
