Rep. Barletta backs report claiming Obama inflating deportation numbers

A report released Wednesday by an immigration think tank shows that the Obama administration is artificially inflating deportation statistics to set the stage for its latest push for amnesty, Congressman Lou Barletta said.

Barletta participated in a panel discussion hosted by the Center for Immigration Studies (CIS) in Washington, D.C., on Wednesday about internal Department of Homeland Security and federal Immigration and Customs Enforcement immigration and deportation statistics.

The CIS also released a report, titled "Deportation Numbers Unwrapped," that disputes Obama administration claims that federal officials have deported a record number of illegal immigrants when compared with previous administrations, Barletta said.

The CIS report found that federal officials were counting "turn-aways," or people who are stopped the border, among deportation statistics and are subsequently padding those numbers to give the impression that the administration has experienced unprecedented success with immigration enforcement, the congressman said.

"Turn-aways" would not have been counted among removals in prior years, he said.

"They knowingly inflated the numbers and the president himself has verified they have done this," Barletta said. "I think they are just setting the stage to give the perception that the borders are secure. They are setting the stage for amnesty."

The CIS report, meanwhile, found that the number of deportations resulting from "actual interior enforcement by ICE has fallen steadily" or by 19 percent from 2011 to 2012 and by 22 percent by the end of 2013, Barletta said.

"This (CIS) report is very important, it pokes holes in their claim that, 'The borders are more secure and we can go forward now with the comprehensive immigration reform,'" Barletta said. "The things I've been hearing the most - and you have to pay close attention - is we've been told by the administration, 'If you like your health care coverage, you can keep it,' and 'The borders are more secure now more than ever.' Neither one are true."

Barletta, who serves on the Homeland Security Committee and a subcommittee on border security, said both groups have questioned the administration's calculations of deportations and removals.

The congressman also asked how the administration could produce statistics that indicate America's borders are secure when former ICE Director John Morton issued directives in 2010 and 2011 under what was coined as "prosecutorial discretion" that dropped cases against illegal immigrants who were not convicted of a criminal or terrorist threat and bars the agency from prosecuting or investigating the validity of claims made by minors who are in the country illegally but say they've been brought here as a child.

"This disputes their claim that they are enforcing the laws and deporting more people than ever," he said.

If talks progress about a Pathway to Citizenship or amnesty plan, Barletta's concerned that legislation introduced in the House would result in a conference with the Senate over an immigration bill, S. 744, which was introduced by the "Gang of Eight" and has been criticized for providing legalization without securing the borders.

"If the House passes any immigration bill, because there's a bill in the Senate, it means it will go to conference and something will come out of there that I believe will include a 'Pathway to Citizenship,'" he said. "So, even a border security bill in the house, I believe, would be used as a tool just to get the conference."

Amnesty would be "devastating" to the estimated 22 million Americans who are out of work and will threaten national security, Barletta said.

"A 'Pathway to Citizenship' will push more Americans out of work and keep people on welfare who are unable to find a job," Barletta said. "I believe the reason for (amnesty) is cheap labor."

Barletta believes Washington must enforce existing laws, particularly those that address people who overstay visas.

"Until we get 100 percent operational control of our borders, including our airports and sea ports, we should not go forward with any type of immigration reform," he said.
