    In-state tuition laws may change
    Children of illegal immigrants eligible under proposed bill

    Illegal immigrants across the country could receive in-state tuition through a provision to the Senate Democrat immigration bill allowing states to grant benefits that Texas, along with a handful of other states including California, New York and Oklahoma, already provides its students.

    "This is for students who are children of illegal immigrants," said Steve Forde, spokesman for the House Committee on Education and the Workforce. "If they went to a state high school for four years and graduated, they would then qualify for in-state tuition."

    Committee Chairman Howard P. McKeon, R-Calif., announced last week that the committee intends to examine key aspects of the proposed changes. During July and August, a series of hearings at both the full and subcommittee level, will take place in various locations, including Capitol Hill.

    "There are some troubling provisions in the Senate Democrat immigration bill, and as a member from a state in which illegal immigration is a vital concern, I believe it's imperative that we don't restrict our discussions within the walls of the Capitol," McKeon said in a written statement. "We need to travel the nation and hear firsthand from employers, workers, students, policy-makers and concerned citizens about what steps are necessary and aren't necessary to craft strong immigration laws that reflect the new realities of a 21st century economy."

    A federal law enacted in 1996 prohibits illegal immigrants from receiving in-state tuition.

    Texas, however, found a way around it. Gov. Rick Perry approved in June 2005 a law allowing any undocumented student who graduated from a high school in Texas, or received a GED, and has lived in the state for three years prior to graduation to qualify for in-state tuition. The student then must sign an affidavit saying they will apply for permanent residency when they are eligible to do so.

    This state law makes it possible for students who have lived their entire lives in Texas to afford college tuition and avoid the high costs of out-of-state tuition, said Teri Albrecht, director of UT International Student and Scholar Services.

    "It allows them the opportunity to get a higher education," Albrecht said.

    The process students go through to receive the benefits is not easy, and these students represent some of the best students in the state, said Chris Rubio, a mathematics senior and student assistant at the Multicultural Information Center.

    "These students are hard workers," Rubio said.

    Allowing students across the country to enjoy these benefits means more students can receive an education and not be limited because of the high price of tuition, Albrecht said.

    "We need to make it affordable for any student," she said.

    Not on my dime!! I'm sure they can get good tuition assistance in Mexico if they are such gifted students!

    That's not exactly what it means. It means some illegal immigrant children will be replacing our children in the universities and colleges!

    got the year wrong. more like 2001. and you guys do know that those in CA that want to go to Alabama must pay outstate? but i waste my time, must do other things.

    Well SAILOR, you're right on the money, LOL.

    How will Mexico EVER improve their hell hole if they export all their "gifted" people? It's time for the "gifted" Mexicans to head home and begin improving their own government for their people. The only way for any country to build and prosper is to bring up each generation to lead for the future and educate & inspire the next generation.
