    Secure borders likely would have stopped the shooting deaths of two California sheriff's deputies on Friday because the suspect would not have been allowed into the country, Maricopa County, Arizona, Sheriff Joe Arpaio told Fox News Channel.

    Sacramento County sheriff's deputies Danny Oliver and Michael David Davis Jr. died in a shootout with Luis Enrique Monroy-Bracamonte. Bracamonte, 34, was deported to his native Mexico in 1997 after a drug conviction, and was sent back across the border again in 2001 after another arrest.

    Arpaio told Fox News Channel's "Your World with Neil Cavuto" that the suspect was released from jail at least one other time.

    "That's just what we know of," Arpaio said. "Where's this guy been in the past years? I hope they try to track it down, and why is he back in the country, and why did he do this vicious attack on our deputy sheriffs?"

    Sacramento County Sheriff Scott Jones told The Sacramento Bee on Sunday that Bracamonte may have lived under multiple identities and may have had run-ins with the law under another name. He initially told authorities his name was Marcelo Marquez when he was arrested.

    "We're not convinced we have a full picture of his identity," Jones told the newspaper. "Immigration has come up with one identity. We are not entirely convinced that is his only identity."

    Mauro Marquez, his father-in-law, told the Los Angeles Times that he always knew him as Luis Monroy, and said his son-in-law worked as a house painter. He said the couple moved to Utah a couple of years after marrying about 14 years ago in Arizona.

    The Associated Press reported that Bracamonte avoided jobs that would have exposed his true identity.

    A hearing is to be held Tuesday to decide whether Bracamonte will be tried in the United States or will be deported for a third time.

    Arpaio, who has long advocated for tighter border controls, said he wouldn't be surprised if more officers were killed by illegal immigrants returning to the country undetected.

    He told Cavuto his office arrested 4,000 illegal immigrants for state crimes in the last eight months and turned them over to U.S. Immigration and Customs Enforcement. He said 36 percent of them returned.

    "Last month a guy came back 25 times," Arpaio said. "Either the border is really unsecure or they're letting these guys out in the streets of Maricopa County."

    It's time that we start putting pressure on these criminals' host countries. Let them know that when we deport a criminal, we want that sucker jailed. Nothing else is acceptable, if they want us to do business with them.

    "Anthony Holmes is a strong guy, and he's not gonna let a guy take his car," friend Tyrone Murphy told the local CBS News affiliate.

    Holmes was shot twice in an attempted carjacking when he refused to let Monroy-Bracamonte steal his car. Monroy-Bracamonte was in the midst of his sudden crime spree: he had just killed Sacramento sheriff’s Deputy Danny Oliver and would later kill Detective Michael Davis, Jr. and wound Deputy Jeff Davis.

    Monroy-Bracamonte allegedly maintained multiple identities and had a tattoo of a Mexican national symbol on his belly.

    Cop-killer: Mexican criminal alien deported twice, released by Obama

    After government stonewalling and "misinformation" about the alleged cop-killer in Sacramento, California, last week, federal officials conceded that the arrested shooter is not only an illegal alien from Mexico, but he was also deported twice by the U.S. government and he reentered twice, according to officials on Saturday.

    The Examiner also discovered that the suspected cop-killer may be one of the illegal alien detainees released by immigration authorities under orders from the Obama White House, as described in a previous Examiner news story. The 34-year-old suspect, who told arresting officers that his name is Marcello Marquez, claimed he was a resident of Salt Lake City, Utah. Police say he killed two sheriff's deputies and wounded a third when he went on a killing spree.

    When first arrested, reporters and journalists were told that the suspect was not believed to be an illegal alien, in spite of a source telling Examiner that he was not only an unlawful resident of the U.S. but he benefited from the controversial early release program initiated by President Barack Obama in order to appease those activists who are pushing for amnesty for the more than 11 million "undocumented immigrants."

    The suspected shooter who called himself Marcello Marquez after being booked and processed, was actually identified as Luis Enrique Monroy-Bracamonte by U.S. Immigration and Customs Enforcement (ICE). Monroy-Bracamonte was first deported in 1997 following his conviction for narcotics possession and sale in Arizona. He was also arrested and deported back to Mexico in 2001.

    "This cop-killer was not guilty of a misdemeanor as is always claimed by Obama and his minions when an illegal alien is captured. Reentering the U.S. after being deported is a felony punishable by up to 20-years in prison. That's hardly a misdemeaner," said former police detective and chairman of a police organization David Linden. "Once again we find the Obama administration lying to Americans: they told us that those released from detention were non-violent offenders who did not commit serious felonies," LInden added.

    The suspect and his wife were both arrested. Her name is believed to be Janelle Marquez Monroy, and she was charged with attempted murder and carjacking after the attack on Friday that left two deputies dead. "In the name of acquiring more Democratic voters, this government is allowing American citizens to be butchered, raped and murdered by illegal aliens. And these [government] officials have most of the news organizations onboard with the Obama agenda," said political strategist Michael Barker.

    In reaction to news that the killer of two Sacramento, California, sheriff's deputies is an illegal alien who had been deported twice, Fox News Channel invited Arizona's controversial Sheriff Joe Arpaio to appear on "Your World with Neil Cavuto" on Monday afternoon. Arpaio, the veteran sheriff of Maricopa County, Arizona, that's considered one of most active in the nation, reported that the prime suspect in the killing of two cops is not only an illegal aliens whom he jailed twice and twice turned him over to Immigration and Customs Enforcement ICE), but that the suspect has used several identities.

    When first arrested, California authorities said the suspect's name was Marcello Marquez. After fingerprinting and other processing it was discovered that the killer's real name is Luis Bracamonte, who was supposedly deported two times by ICE, according to a breaking story in the Examiner..

    According to the Maricopa County Sheriff's Office (MCSO), Sheriff Arpaio is familiar with Bracamonte having arrested him in the past. "[T]he controversy surrounding an illegal alien who has been charged with killing two California sheriff’s deputies and wounding another has taken on fresh urgency as Sheriff Joe Arpaio [revealed] the details of his prior four arrests by Maricopa County local law enforcement" said a department spokesman.

    Sheriff Arpaio during his FNC appearance told news anchor Neil Cavuto that the "history surrounding this one illegal alien exposes the inherent dishonesty and ineptitude surrounding the federal government approach to illegal immigration."

    Sheriff Arpaio asserted his detention facilities constitute the third largest jail system in the United States, and he personally demanded that the Department of Homeland Security's ICE officials explain why they continue to release illegal aliens convicted of crimes -- some considered serious and violent -- back onto the streets of Maricopa County, which is located only 30 miles from the U.S.-Mexico border.

    Arpaio said that he has written to Homeland Security Secretary Jeh Johnson, the top ICE officials, and even the DHS Inspector General about the dangers posed by such a federal policy. The sheriff lamented that he has never received an adequate response from Secretary Johnson and his underlings.

    “I am calling for a congressional hearing,” Arpaio said, “to find out why illegal aliens arrested by my deputies and other police officers for often serious crimes are handed over to ICE, only to end up back in my jail, arrested again on more charges. EitherICE is letting these individuals go out the back door, free to commit more crimes, or is the border so open that even though they’re being deported they turn around and immediately return?”

    Arpaio released his statistics for the past 9 months: "[Of] the approximately 4,000 ICE detainers [sic]placing on incoming criminal offenders arrested by local police and Sheriff’s deputies in Maricopa County, a stunning 1,382, translating to 38% of the total, were repeat offenders. Nor were these necessarily minor crimes, but encompass the full range of criminal offenses, including kidnapping, aggravated assault with a deadly weapon, armed robbery, child molestation, sexual abuse, conspiracy, dangerous drugs, and more."

    “Now this situation,” Arpaio said, “which has always been intolerable, has resulted in tragedy, with two sheriff’s deputies dead and a third wounded. Now, maybe, I will get the answers I have been calling for month after month. Now, maybe, ICE and the federal government will be called to account for their actions.”

    Sheriff Joe is one in a million, he never stops doing his job no matter how much this admin tries to undermine or stop his work of enforcing the law. God bless and protect him.

    How many dangerous illegals are running around this country organizing gangs, I am sure thousands....deportation does not worry them at all...they will come back and Obama will give them amnesty and they will commit murder and mayhem just like they did in their home country.... the truth is frightening and people better wake up...it could be them or a loved one of theirs that is senselessly murdered next. If things continue as they are at this time, I shudder to think what the future holds for us, our children and grandchildren.

    A man reported to be the gunman in a shooting spree in California that ended with the death of two sheriff's deputies had been arrested in Utah nearly 10 years ago and released, in spite of previous criminal convictions and deportations.
    Police in West Valley City, Utah, said they took a fingerprint from a man using the name Marcelo Marquez during a misdemeanor hit-and-run arrest in 2003.
    However, Utah authorities say fingerprints from such suspects are not regularly entered into a database that would flag other arrests in the US or deportations.

    Marquez flew under the radar until he and his wife were arrested Friday after the deadly California shootings.
    Immigration authorities say the fingerprints have been matched to biometric records showing the suspect's real name is Luis Enrique Monroy-Bracamonte, and he had been living in the US illegally after being convicted in Arizona for selling drugs in 1997 and deported to Mexico twice.
    He appeared to be living quietly with his wife in a suburb of Salt Lake City until his arrest in California. Investigators were trying to determine how he avoided scrutiny.




    Monroy-Bracamonte and his wife, Janelle Marquez Monroy, 38, are accused of leading authorities on a six-hour chase that began after Sacramento County sheriff's Deputy Danny Oliver, 47, was shot in the forehead as he checked out a suspicious car in a motel parking lot.
    Monroy's father said his daughter was trying to talk to Oliver in California before he was shot and killed.
    The couple were arguing loudly in their parked car when they were approached by Oliver and his partner, Mauro Marquez told The Sacramento Bee in an interview in Spanish from his home in Phoenix.

    Marquez said his daughter told him from her jail cell that she had wanted to leave Monroy-Bracamonte 'because of the madness he had and drugs.'
    After Oliver was gunned down, a motorist who resisted surrendering his car keys was shot in the face. Two deputies who approached the couple on a road were shot with an AR-15-type assault weapon, police said.
    Homicide Detective Michael David Davis Jr, 42, died at a hospital.
    Monroy-Bracamonte was being held on suspicion of two counts of murder, two counts of attempted murder and two counts of carjacking. Monroy was being held on suspicion of attempted murder and carjacking. They were scheduled to make their court appearance Tuesday, and officials said they would announce formal charges. No attorneys were listed for either suspect in jail records.
    Immigration officials say Monroy-Bracamonte was last deported in 2001 — and that his fingerprints match those of the man held in the California rampage.
    Two years after the deportation, court records show, Marcelo Marquez was arrested on April 21, 2003, in West Valley City for misdemeanor hit-and-run and making a false police report. He pleaded guilty, received a year of probation and was fined about $500.
    Police spokeswoman Roxanne Vainuku said an index finger print of the suspect was taken and sent to state authorities.
    In Utah, fingerprint data is entered into a biometric database for all suspects booked into jail. But for those who are cited and released, police take a print from a single finger that's kept in state criminal records.
    But unless there's a request from an investigator, the print is not run against the biometric database to determine whether the person has a prior record outside Utah or is using an alias, said Alice Moffat, director of the Bureau of Criminal Identification.

    'We get hundreds of those misdemeanor citations every day,' she said.
    Records show Marquez obtained a driving privilege card for persons without proof of legal immigration status in June 2011 — the month before the state began requiring fingerprints for the cards. When the identification card expired the following year, he didn't renew it, said Utah Department of Public Safety spokesman Dwayne Baird.


    Sacramento County sheriff's spokeswoman Sgt. Lisa Bowman said her department still has been unable to confirm information released by US Immigration and Customs Enforcement that Marquez is really Monroy-Bracamonte.

    'We understand Marquez has many aliases,' Bowman said in an email, without confirming any alternate identities. 'People do this every day with false birth records, false identifications, scams with Social Security numbers. It could have been a number of any of these but I cannot confirm at this time; it is part of this case investigation.'
    Investigators still have not been unable to unearth a motive for the shootings, nor why the couple was in Sacramento, Bowman said.

    SAN DIEGO (AP) – Luis Enrique Monroy-Bracamonte had a lot to hide. He was living in the United States illegally, had been convicted in Arizona for selling drugs and twice deported to Mexico.
    How he escaped detection was a mystery on Sunday.


    His background would have almost certainly flagged him to be expelled from the country again, but he stayed under the radar until his arrest Friday on suspicion of murder, attempted murder and carjacking in the deaths of two sheriff’s deputies during a shooting rampage in Northern California.


    More than 2 million deportations have occurred under the watch of President Barack Obama, whose administration has laid out three priorities for people to be deported: Anyone who poses a public safety threat; anyone with a serious immigration history; and recent border crossers. Monroy-Bracamonte would appear to be a prime candidate on the first two counts.


    The suspected shooter told investigators that he was 34-year-old Marcelo Marquez of Salt Lake City, but his fingerprints matched biometric records of Monroy-Bracamonte in a federal database, said U.S. Immigration and Customs Enforcement spokeswoman Virginia Kice. He was first removed from the country in 1997 after a conviction for possession of drugs for sale in Arizona, then arrested and repatriated to Mexico again in 2001.

    A search of Utah court records for Marcelo Marquez shows a history of about 10 tickets and misdemeanor traffic offenses between 2003 and 2009, which typically don’t trigger a fingerprint check against immigration records. The records list one speeding ticket in 2009 and three small claims filings attempting to collect outstanding debts.


    Monroy-Bracamonte appears to have avoided work for government contractors or other employers that might have exposed him to extra scrutiny.


    Krista Sorenson of Salt Lake City said he and his brother mowed her lawn and fixed her sprinklers about four years ago, describing them as “just super nice, decent hard-working, trying to figure out how to make a living.” They distributed handbills that said Brothers Landscaping.


    Sacramento County sheriff’s Deputy Danny Oliver, 47, was shot in the forehead with an assault rifle at close range as he checked out a suspicious car in a motel parking lot.


    Two deputies who approached the pickup while it was parked alongside a road were shot with an AR-15-type assault weapon, police said. Homicide Detective Michael David Davis Jr., 42, died at a hospital.


    Peter Nunez, a former U.S. attorney in San Diego and chairman of the Center for Immigration Studies, which advocates for tighter immigration policies, said the incident exposes shortcomings in border security and interior enforcement. He questioned how the suspect was apparently able to assume another identify.
