Man charged in deputy constable's shooting

01:40 PM CST on Friday, March 3, 2006
By KIMBERLY DURNAN / Staff Writer

A 26-year-old Dallas man has been charged with attempted capital murder in connection with the shooting of a deputy constable outside a nightclub in northwest Dallas.

Flavio Sarinana was one of four people Dallas police were questioning late Thursday, hours after Alonso “Art” Lizcano, 35, was shot in the abdomen outside the Chicas Bonitas nightclub at 11044 Harry Hines Blvd. around 2:30 a.m.

Sarinana was being held Friday at the Lew Sterrett Justice Center. Bond has been set at $500,000 on the attempted capital murder charge, but the suspected illegal immigrant also was being held on behalf of U.S. Immigration and Customs Enforcement, according to Dallas County Sheriff’s Department records.

Lizcano was working an off-duty security job, but he was wearing his uniform and was clearly identifiable as a deputy constable, said his boss, District 5 Constable Mike Dupree.

“It doesn’t matter whether you are on duty or not, you are still considered a peace officer,” said Dallas police Senior Cpl. Jamie Kimbrough in explaining why Sarinana was charged with attempted capital murder.

Lizcano was in stable but critical condition Friday at Parkland Memorial Hospital, where he was scheduled for surgery to repair damage to his bowel area, Dupree said.

Lizcano had approached a pickup that was blocking a driveway, when a suspect rolled down the window and fired several times, Kimbrough said.

Acting on a tip, Dallas police and county constables set up surveillance about 4:45 p.m. outside a mattress warehouse in the 10000 block of Stemmons Freeway. Two men were detained when they approached a pickup matching the description of the one used in the shooting. Two other men were also detained when they later approached the truck.

The three others who were questioned have been released, but detectives are keeping in contact with them, Kimbrough said.

    Off-duty officer shot outside club

    By BILL MILLER

A Dallas County deputy constable was critically wounded early Thursday while working an off-duty security job at a north Dallas nightclub.

Deputy Constable Alonzo Lizcano, 35, of DeSoto underwent an operation at Parkland Memorial Hospital after the shooting at 2:16 a.m. outside Chicas Bonitas at 11044 Harry Hines Blvd., said Senior Cpl. Jamie Kimbrough, a police spokeswoman.

She said police were looking for the driver of a white Chevrolet pickup who witnesses said fired several shots at Lizcano. The deputy was approaching the driver to ask him to move the truck, which was blocking a driveway, Kimbrough said.

Lizcano is assigned to the office of Precinct 5 Constable Mike Dupree, who was contacted on his cellphone as he awaited word about his deputy. He said sheriff's deputies and police officers were at the hospital, supporting the family of Lizcano, who has a wife and four children.

"His condition is critical but stable," Dupree said. "There was an entry wound and an exit wound, but no vital organs were struck."

Dupree described Lizcano as "one of my best officers." He said that the deputy is assigned to traffic duties and that he also represents the constable's office in joint operations with Dallas police. Dupree urged people to pray for Lizcano and his family.

"Some people in the criminal element just don't have a conscience," Dupree said. "Shooting a law enforcement officer to them is probably just like stepping on an ant.

"But in my opinion, if someone would shoot a law enforcement officer, there is no telling what he would do to a citizen in the general public."

Kimbrough said Schepps Dairy has offered a $10,000 reward for information leading to the arrest of the man who shot Lizcano. For information, call Dallas police at (214) 671-3584.

Deputy constable shot at Dallas club

12:17 PM CST on Thursday, March 2, 2006
    By CYNTHIA VEGA / WFAA-TV

A Dallas County deputy constable was in critical but stable condition Thursday morning after an overnight shooting.

Police said the deputy was working off-duty security in the parking lot of the Chica Bonita nightclub at Harry Hines Blvd. and Walnut Hill Blvd. when he approached a white pickup truck that was blocking the driveway at closing time.

"At that time, the suspect rolled down the window and shot multiple times at the constable," said Dallas police Senior Cpl. Jamie Kimbrough.

The deputy, identified as Alonzo Lizcano, 37, was struck once in the lower abdomen in the 2:30 a.m. shooting.

The victim was rushed to Parkland Memorial Hospital, where he was reported in critical condition early Thursday following surgery.

Lizcano did not return fire. The gunman fled the scene. Police were reviewing security tapes in an effort to identify the vehicle.

Lizcano becomes the fifth North Texas law enforcement officer to be shot in the last month. "This just better not be an indication this is open season on law enforcement out here," said Precinct 5 Constable Mike Dupree, who went to the hospital to comfort Lizcano and his family.

"This is a wakeup call to all police officers," Dupree added. "Use caution; don't be complacent, don't be too relaxed out here on the street."

Lizcano, who was expected to recover from his injuries, was scheduled for further surgery on Friday.

Schepps Dairy has offered a $10,000 reward for information leading to an arrest related to the shooting.

Man held in shooting of Dallas constable

    By BILL MILLER
    Star-Telegram Staff Writer

A 26-year-old man accused of shooting a Dallas County constable was in custody Friday after police found him at a mattress warehouse in Dallas.

Flavio Sarinana was at the Lew Sterrett Justice Center facing a charge of attempted capital murder, said Senior Cpl. Jamie Kimbrough, a Dallas police spokeswoman. Bond was set at $500,000.

Immigration officials are also checking to determine whether he is in the country illegally, officials said.

Officers acting on a tip arrested Sarinana early Thursday evening outside the warehouse in the 10000 block of North Stemmons Freeway.

Deputy Constable Alonzo Lizcano, 35, was in critical but stable condition Friday at Parkland Memorial Hospital.

Pct. 5 Constable Mike Dupree said the deputy was being kept sedated and was scheduled for more surgery.

Lizcano was shot about 2:16 a.m. Thursday outside Chicas Bonitas at 11044 Harry Hines Blvd., where he was working an off-duty security job, police said.

According to witnesses, he approached the driver of a white pickup to ask him to move the vehicle because it was blocking a driveway.

Witnesses told police that the driver rolled down his window, shot Lizcano, and drove away.

Kimbrough said Friday that Dupree's office received a tip that a white pickup similar to the one involved in the shooting was parked outside the mattress warehouse.

Police and deputy constables set up a stakeout, Kimbrough said. Two groups of people were stopped as they left the warehouse and approached the truck.

Four people, including Sarinana, were taken to police headquarters for questioning.

He was arrested and the other three were released, Kimbrough said.

Sgt. Don Peritz, Dallas County sheriff's spokesman, said the suspect was also being held on warrants for traffic tickets totaling $2,190.

Peritz indicated that, although bond was set for the attempted capital murder charge, Sarinana would likely stay in jail, even if he could come up with the money.

Sarinana is also being held for the U.S. Immigration and Customs Enforcement, which is checking to see if he is in the country illegally, and no bond is allowed for that, Peritz said.

Dupree asked the public to keep praying for Lizcano. He credited Dallas police for the quick response in the arrest.

``This is a good example of how joint efforts and joint communications between police and deputies accomplishes a mission,'' Dupree said.

Members of the public have offered to set up a fund for Lizcano, who is married and has four children, but details had not yet been worked out Friday morning.
