Two More Illegal Aliens Allegedly Try to Get NH Licenses

Francis Villar De La Santos and Rafael Zapata of Boston were arrested this week on numerous charges.

The New Hampshire State Police have arrested more illegal aliens allegedly attempting to obtain New Hampshire licenses fraudulently, according to a press statement.

Arrested on July 1, 2015, were Francis Villar De La Santos, 36, (pictured left) of Roxbury, MA, and Rafael Zapata, 46, of Boston, MA. Santos was charged with unsworn falsification, multiple counts of tampering with public records, and prohibitions. Zapata was charged with falsifying physical evidence, prohibitions, and two counts of possession of a controlled drug.

At around 2 p.m., staffer at the Division of Motor Vehicles in Manchester, alerted New Hampshire State Police – Troop G to the presence of a male subject, who was allegedly using fraudulent documents in an attempt to obtain a New Hampshire driver license, according to a press statement. Troopers requested the Manchester Police Department make contact with a male identifying himself as Javier Perez Pabon, 27, of Manchester, and a second male subject who had acted as an accomplice.


Manchester Police were able to make contact with Pabon and identified the second male subject as Victor Manuel Caraballo Miranda, 50, of Reading, PA.


When troopers arrived, they were able to confirm that the documents that Pabon had provided were fraudulent, according to the report. While troopers were speaking to the two men, Miranda reportedly removed his cell phone and physically damaged it, allegedly in an attempt to destroy evidence.


With the cooperation of U.S. Immigration and Customs Enforcement, officers were able to ultimately identify Pabon as De La Santos. Officers were also able to identify Miranda as Zapata.

Both De La Santos and Zapata were citizens of the Dominican Republic, who allegedly had illegally entered the United States, according to state police.


The New Hampshire State Police – Troop G was assisted by members of the Manchester Police Department, U.S. Immigration and Customs Enforcement, and the New Hampshire Division of Motor Vehicles.
