    GET A DRIVER LICENSE

    An initial Learner's Permit is issued to any individual, 16 years of age or older, who has never been licensed to operate a vehicle, a new resident who has never been licensed, or a new resident who has been licensed in another state but whose driver license has been expired longer than 6 months. If you are a new resident to PA, please visit our New Resident information page.

    PROCESS:


    STEP 1:

    Acquire a Pennsylvania Driver's Manual from a local Driver License Center, or on this website: English or Spanish.

    STEP 2:


    Have a physician, physician assistant, certified registered nurse practitioner or chiropractor conduct a physical examination and complete Form DL-180 "Non-Commercial Learner’s Permit Application."

    STEP 3:


    Visit a Driver License Center with:

    • The completed DL-180
    • The completed DL-180TD (if under the age 18 ). This form must be completed by a parent, guardian, or spouse who is 18 years of age or older.
    • Proof of identity, which is listed on reverse side of DL-180. Note: If you are changing your name, you must present original documents supporting name changes such as a marriage certificate, divorce decree or court order.
    • Two acceptable proofs of residency, listed on reverse side of DL-180, if you are 18 years of age or older. Proof of residency is not required if you are age 16 or 17.
    • Your Social Security card.
    • A check or money order payable to PennDOT for the appropriate fee. (Cash is not accepted.)


    STEP 4:


    Take your eye screening and Knowledge Test at a PennDOT Driver License Center. Once passed, you will be issued your Initial Learner's Permit.

    Note:
    Permit holders under the age of 18 are encouraged to schedule their exam at this time for 6 months from the date their initial permit was issued. Leading up to the date of their skills test, if the student does not feel comfortable they may reschedule their exam for a future date.

    STEP 5:


    (Only Applicable For Permit Holders Under 18 )

    You must complete 65 hours of adult-supervised skill building. Except for a motorcycle learners permit, this requirement includes no less than ten hours of nighttime driving and five (5) hours of bad weather driving as well as 6 month waiting period.

    Motorcycle permit holders must take the Basic Rider Course in place of the ten hours of nighttime driving and five (5) hours of bad weather driving. For more information on obtaining a class M license please refer to the Motorcycle Information Center.

    STEP 6:

    Schedule a road test either online or by calling 1-800-423-5542.
    New exams appointments are made available every Wednesday morning that are within 6 weeks and 6 months timeframe.

    Remember:
    When visiting a Driver License Center to take your road test, please be sure to bring the following items with you:

    • Your valid learner's permit
    • Parent or Guardian Certification Form DL-180C, if applicant is under 18 years of age
    • Proof of vehicle insurance
    • Proof of vehicle registration
    • Accompanying driver's valid driver's license
    • Valid Inspection Sticker(s)


    PennDOT uses state-of-the-art facial recognition technology when an individual has their photo taken for their driver's license/identification card renewal.

    All these articles but not one single mention about what is being done to confiscate the illegally issued licenses, apprehend the illegals, or prosecuting them for fraudulently obtaining an illegal license. Heck, we don't even prosecute illegals who pay smugglers to illegally bring their children here. What ICE (or DHS) does is actually participate in the crime by aiding the illegal child to reach their destination. The law is pretty much meaningless when it comes to illegal aliens.

    I feel certain that they cancel all of the licenses and/or arrest the people who buy them as shown in this article.
    The writer of other articles may just be lazy and not follow up on what happens or it just doesn't cross their mind to ask what happens.

    DPS worker accused of taking bribes for driver's licenses

    For college students throughout Texas, getting a fake driver's license has long been a rite of passage, and often the key ingredient for an impromptu Saturday night kegger.
    But for the undocumented, obtaining a phony license is a much more vital matter. And if they can get one that looks realistic because it is real - supplied unwittingly by the state of Texas - they will pay handsomely.

    Jose A. Ytuarte
    , a 53-year-old customer service representative at a driver's license office, allegedly exploited that willingness to supplement his modest salary.


    Working with an associate who would steer people to his office in Hondo, Ytuarte would input false information saying the applicant had been born in the U.S. The two would split anywhere between $1,000 and $5,000 per license, according to a federal indictment unsealed this week.


    Ytuarte and Azeez Mistry, 44, of San Antonio were charged with six felony counts in connection with the fraudulently issued licenses from May 2013 to July. Both have been released on bail pending trial.


    The indictment follows a similar operation in Dallas, where Gloria Adame used her position as a state driver's license technician to supply seemingly real licenses to immigrants in the country illegally.

    Acting on her own, she was accused of approaching numerous potential customers and arranging for the issuance of at least 28 licenses, beginning in 2011.


    Adame pleaded guilty in August and was sentenced to 15 months in federal prison.


    The lure of what must seem like easy money also has been seen in other states with a significant immigrant population. In Kansas, for example, a Department of Revenue driver's license examiner, Samantha Moore, allegedly helped supply fraudulently obtained licenses beginning in 2011. Moore, 28, faces 51 various counts in an ongoing investigation.

    At least 33 arrests have been made of people with the real-but-fake licenses.

    Similar charges were levied earlier this summer against California Department of Motor Vehicles employees earlier, and in 2013 a Florida state employee was found to be selling driver's licenses to undocumented applicants who, as in the Texas case, had been steered to her by an associate.


    An even bigger phony license scam in Las Vegas was broken up several years ago, but not before 187 illegal licenses had been issued.

    San Antonio man admits bribing to get driver’s licenses for undocumented immigrants

    A San Antonio man pleaded guilty Monday to charges that he bribed a former Texas Department of Public Safety employee to get driver’s licenses for undocumented immigrants.

    Azeez Mistry, 45, would charge between $1,000 to $5,000 to immigrants for the licenses, but he paid an average of $700 per license, bribing Jose A. Ytuarte, 54, who worked as a DPS customer service representative in Hondo, according to court records and statements in court.

    The total that immigrants paid Mistry between May 2013 and July 2015 didn’t exceed $40,000, court records said.

    As part of a plea deal, Mistry pleaded guilty to a single count of use of a facility of interstate commerce with the intent to carry out unlawful activity-bribery. Other charges are to be dismissed when he’s sentenced Dec. 7 by U.S. District Judge Xavier Rodriguez.

    Rodriguez sentenced Ytuarte last week to 18 months in federal prison for his role.

    The FBI and DPS investigated the case after the FBI received a tip, Mistry’s plea deal shows. And, according to statements from a prosecutor in court Monday, it appears the agencies still don’t know the full names of all the immigrants who got the licenses.

    In Texas, foreigners — such as those with visas — can get a driver’s license only for the period of their authorized stay and must show proof of their lawful immigration status, the plea deal said. When an immigrant applies for a license, DPS runs a check with the U.S. Homeland Security Department to verify the legal status.

    Ytuarte bypassed the system by fraudulently documenting that the immigrants had U.S. birth certificates, Mistry’s plea deal said.
    “They would wait until lunch to conduct the transactions so that other DPS clerks would be away,” Mistry’s plea deal said.

    When U.S. Magistrate Judge John Primomo pressed for details, Assistant U.S. Attorney Christina Playton said that on one occasion, in February 2014, Mistry took an immigrant from India, who had paid him $3,000, to the Hondo DPS office and Ytuarte entered fraudulent information that enabled the immigrant to receive a license through the mail.

    The immigrant was identified only as Asad Ali, but the first name was unknown, according to information Playton read into the record.
    Mistry’s lawyer, Albert Flores, declined comment other than to stress that the case has no ties to terrorism. Court records show agents jumped on this case and a similar one to make sure no one with terrorism ties got driver’s licenses.

    In the other case, Linda Ann Perez, a clerk at the DPS office on South Gen. McMullen Drive on San Antonio’s West Side, was sentenced in July to 47 months in prison for taking $215,000 in bribes in exchange for entering fraudulent information into DPS computers so undocumented immigrants could get driver’s licenses.

    Illegals are driving all @ Pennsylvania - no matter what the Pa DMV states online. The only ones that should have a dl are those here on visas/work permits.

    Many of the food delivery trucks to their stores are from out of state and mostly mexican names. The driver has a dl? How do they get them - loop holes in many states' systems. Because the gov't wants them here doing business, taking jobs, taking over food supply chains etc.

    Nothing to do with bribes here and many other places, the system is flawed ON PURPOSE. There are cases also of transferring an acquired dl from another state.
