The State of California implemented strict regulations on refrigerated trucks back in 2004.
Last April, a federal court agreed California could enforce these rules even though the US Environmental Protection Agency (EPA) had less-stringent standards.
The upgrades to the transportation refrigerated units (TRUs) mandated by California and approved by the EPA will cost businesses $2,000 to $5,000 per unit
Once California got their waiver to implement the stricter regulations in December 2009, they started enforcement efforts.
In January and February of 2010 the California Air Resources Board issued citations totaling more than $180,000 in penalties for failing to register equipment and failing to meet emissions requirements".....

:roll: :roll: Just how much more of Mexico's @$$ is Obama going to kiss :?: its not right to make the taxpayers of this country to upgrade these Mexican trucks. and if congress just sits by and let this happen, then they all need to be without a job come election time when their terms are up :!: imagine Obama spending the taxpayers money in this manner. IMO this man is past being corrupt and, I can honestly say that I hate the sight of him.

U.S. taxpayers foot the bill to upgrade Mexican truck emissions

Now that the Obama Administration has okayed the Mexican trucking industries to do business in America, pesky environmentalists want those trucks to operate within U.S. standards. Lucky for the Mexican truckers, the U.S. taxpayer will pick up the tab to upgrade foreign-owned trucks ensuring their emissions meet environmental standards.
According to air-quality regulators, state or federal agencies cannot force trucks purchased and manufactured in Mexico to operate within the much-higher air-quality standards inside the U.S.
So clearly another problem with the North American Free Trade Agreement (NAFTA) presented itself. However, the folks at the Arizona Department of Environmental Quality (ADEQ) decided to implement a new program.
They decided to approach Mexican truck drivers with a compromise, the U.S. taxpayer will pay the approximately $1,600 to install a new catalytic converter that will reduce the harmful diesel emissions by 30 percent and the Mexican truck drivers can drive in the U.S. knowing they are not unnecessarily polluting the environment.
The environmental agency in Arizona simply went to the federal government (who is flush with borrowed cash) and created a new federal grant program. Problem solved- no need to have the Mexican government pay to have the trucks upgraded in order to travel and trade freely in the U.S., nope the taxpayer is happy to pick up the bill.

Steve Bridges imitated George Bush on the Jay Leno Show during the entire eight years he was president. He was made up
to look and act almost exactly like Bush. He has now started imitating Obama and REALLY does it right.
The Administration has tried to put a stop to Bridges' act because Obama has made it known that he is deeply offended.
