    Three people, including an aide to California Attorney General Kamala Harris, were arrested after allegedly creating and running a “fictitious” police force, complete with fake badges, weapons, uniforms and police-type vehicles, the Los Angeles County Sheriff’s Department announced Tuesday.

    An investigation of the group began in late January when various law enforcement agencies received letters from the “Masonic Fraternal Police Department” via U.S. mail advising that David Henry had been elected the MFPD’s chief, according to a Sheriff’s Department’s news release.


    The letters “immediately created suspicion and confusion within the law enforcement community,” the release said.


    A short time after the letters arrived, law enforcement began getting calls from someone identifying himself as “Chief Deputy Director Brandon Kiel” who asked to meet with the head of the department, the release stated.


    The Santa Clarita Valley Sheriff’s Station began investigating the group after members met with Captain Roosevelt Johnson and could not answer his questions about MFPD’s mission and jurisdiction, according to the release.


    The group, which claimed to be descendants of the “Knights Templar,” told Roosevelt their police agency had been in existence for 3000 years and had sovereign jurisdiction in 33 states and in Mexico.


    The first Masonic Fraternal Police Department was founded in 1100 B.C., according to a site identifying itself as the organization’s official website. The current organization is located in Santa Clarita.


    Describing how it is different from other police departments, the website stated: “We were here first! We are born into this Organization our bloodlines go deeper then (sic) an application. This is more then (sic) a job it is an obligation.”


    After determining that MFPD was not a “legitimate” police agency, search warrants were issued in two separate locations in Santa Clarita where investigators recovered fake badges, uniforms, ID cards,
    weapons, police-type cars and other equipment, sheriff’s officials stated.


    Three individuals were subsequently arrested. They have been identified by the department as Brandon Kiel, David Henry and Tonette Hayes.


    Kiel, who resides in Los Angeles, faced charges of impersonating a peace officer and misuse of a government identification. Originally, the Sheriff’s Department stated he was 36 years old but his jail record showed his age was 31.


    The Los Angeles Times reported that Kiel was an aide to Harris
    and worked as the deputy director of community affairs at the state’s Department of Justice. He was on administrative leave, a spokesman for the office told the Times.


    Henry, a 46-year-old Santa Clarita resident, was arrested on charges of perjury under oath and impersonating a peace officer.


    He is identified on the organization’s website as the department’s police chief.


    Hayes, also of Santa Clarita, was arrested on suspicion of impersonating a peace officer. Although the Sheriff’s Department stated in the release that she was 56, her inmate record she was 59 years old.


    All three were released from jail on April 30, the same day of they were arrested and booked, according to inmate records.


    Investigators also believe there are other people associated with the group. According to the website, there are roughly 500,000 members in the U.S.


    The case remains under investigation and detectives have asked anyone with information about the organization to call Detective Amalia Hernandez of L.A. County Sheriff’s Department’s Emergency Operations Bureau – Sheriff’s Intelligence Unit at 323-980-2211.

    Are there more people out there wearing police uniforms, calling themselves officers and saying they work for a Masonic police force with connections to the Knights Templar?

    The Los Angeles County Sheriff’s Department is trying to find out, following a bizarre encounter a captain in the Santa Clarita station had with two such individuals in February.


    “It was an odd meeting,” said Capt. Roosevelt Johnson. “It just raised my suspicion level.”

    Investigators say that in early February, three people — two of them dressed in police uniforms Johnson didn't recognize — strolled into the Santa Clarita station.

    One man introduced himself as chief of the Masonic Fraternal Police Department and told Johnson this was a courtesy call to let him know the agency was setting up shop in the area.

    They met for 45 minutes, Johnson said, but he was left confused and suspicious — so much so that he immediately ordered deputies to pull station surveillance video so they would have images of the visitors. He also assigned detectives to check them out.


    This week, the three people were charged with impersonating police officers. They are David Henry, who told Johnson he was the police chief, Tonette Hayes and Brandon Kiel, an aide to state Atty. Gen. Kamala Harris.

    It turns out Henry, Hayes and Kiel had allegedly introduced themselves to police agencies across the state, though it is unclear why. A website claiming to represent their force cites connections to the Knights Templars that they say go back 3,000 years. The site also said that the department had jurisdiction in 33 states and Mexico.

    “When asked what is the difference between the Masonic Fraternal Police Department and other police departments, the answer is simple for us. We were here first!” the website said.


    Los Angeles County prosecutors said the whole effort was a ruse, though for what purpose remains unclear. The investigation is continuing.


    Authorities are asking if anyone has encountered more people posing as officers or has information on the group – officials say that multiple agencies are involved in the investigation and received letters from the organization – to call Det. Amalia Hernandez at (323) 980-2211.

    In an interview with The Times, Johnson said Kiel did most of the talking during their meeting. Kiel said in addition to his police position, he worked for Harris. When Kiel departed, Johnson said, he left his card from the state Department of Justice.

    David Beltran, a spokesman for the state Department of Justice, said Kiel was placed on paid leave April 30 — the date he was arrested. He is paid $67,416 annually as deputy director of community affairs.


    Harris has received regular briefings on the case since it began.


    “The attorney general has been concerned about these serious allegations from the point she was first briefed on this investigation,” Beltran said. “Our office has been cooperating with investigators from the beginning and will continue to do so.”


    Friends of Kiel rushed to his defense.


    “I was in total disbelief. I still don't believe it,” Los Angeles businesswoman Ingrid Fields said. “This is not the Brandon that I or dozens of people know.”

    Fields said she has known Kiel since he was a 6-year-old neighbor and was friends with Fields' daughter.


    While Fields said she didn't know about the police connection, those who knew Henry said the 46-year-old was very open about his role.


    Employees at the Backwoods Inn restaurant in Santa Clarita remember a day about a month ago when Henry — a regular customer — walked in with a swagger.


    He wore a dark blue police uniform with badges and insignia on both arms. He told the staff at the country western-themed eatery off the Sierra Highway he was a police chief and handed out his business card with pride.


    It read Masonic Fraternal Police Department in capital letters and identified Henry as Chief Henry 33.


    “He was very big on saying ‘I'm the chief, I'm the chief,'” said one server who talked to him when he stopped by two or three times a week. She spoke on the condition that her name not be used.


    “He carried himself like a cop, his uniform was spot on to a regular cop uniform, we all thought he was a legit cop,” said a chef at the restaurant. Henry regularly brought in his children.


    Employees said Henry told them the department had set up offices in a strip mall next to a storefront church in Santa Clarita.


    Henry was charged with multiple misdemeanors and three counts of felony perjury. He is scheduled to be arraigned May 21.


    Kiel is charged with six counts of impersonating an officer and unlawful use of a state ID. Hayes was charged with four counts of impersonating an officer. Both have been bailed out of jail and no court date has been set.


    The three were members of a religious philanthropy group that does work in South Los Angeles. Their work put them in contact with various politicians and community leaders. A spokesman for Rep. Maxine Waters (D-Los Angeles) confirmed that the group gave her an award in 2012. A photo shows Waters with Kiel and Henry.


    The exact structure of the purported police department was unclear. But on the website, Henry is referred to as “Absolute Supreme Sovereign Grandmaster.”

    Brandon Kiel, aide to California Attorney General Kamala Harris, was arrested with two accomplices last week for running a fake police force that claimed its authority was granted by the ancient Knights Templar.

    The Los Angeles County Sheriff’s Department announced Tuesday that Kiel, 36, along with Santa Clarita residents Tonette Hayes, 56, and David Henry, 46, arranged a recent meeting with Capt. Roosevelt Johnson of Santa Clarita Valley Sheriff’s Station.

    Henry informed Johnson that he was the newly elected chief of the "Masonic Fraternal Police Department" (MFPD), reported KTLA-TV.

    "During Captain Johnson’s meeting with members of MFPD, his suspicions were aroused when they could not answer basic questions about MFPD’s jurisdiction and overall department mission," said a press release from the sheriff's department.

    "The group claimed that they were descendants of the 'Knights Templar' and that their police agency had been in existence for 3,000 years. Additionally, they claimed that MFPD had sovereign jurisdiction in 33 states and across the border in Mexico."

    The meeting came after the sheriff's department and other local law enforcement agencies received several letters from the MFPD informing them of Henry's election.

    The department soon obtained search and arrest warrants, and raided the houses of the three suspects. They found badges, identification cards, weapons, uniforms, police type vehicles, and other law enforcement equipment that apparently belonged to the three.

    All three were charged with impersonating a police officer, as well as other offenses such as perjury under oath.

    Police also uncovered a website, MasonicFraternalPoliceDepartment.org, that appears to represent the MFPD.

    According to the website, the organization claims describes its authority thus: "We were here first! We are born into this Organization our bloodlines go deeper then [sic] an application. This is more then [sic] a job it is an obligation."

    Police believe that the three arrested were not the only ones involved in the fake police force, and said their investigation is ongoing.

    The office of Kamala Harris said it could not comment on personnel issues, as Kiel's case is still open. Before working for Harris, Kiel was the deputy director of community affairs at the state’s Department of Justice.

    The fictitious police force gained national attention, partly owing to Kiel's employment under state Atty. Gen. Kamala D. Harris, along with the group's website and social media accounts that referred to ties to secret societies like the Freemasons and Illuminati.


    David Beltran, a spokesman for the state Department of Justice, said Kiel was placed on paid leave April 30, the date he was arrested. He is paid $67,416 annually as deputy director of community affairs.


    Harris has received regular briefings on the case since it began.

    “Our office has been cooperating with investigators from the beginning and will continue to do so,” Beltran said last month.

    Hayes joined Henry for his first court appearance last month.

    Outside the courtroom, Hayes declined to comment. Henry, wearing a gold-plated necklace with Masonic imagery, grinned when asked to discuss the criminal charges against him, saying, "I can't talk."


    Kiel has not responded to several requests for comment.


    Henry’s attorney, Andrew Altholz, has previously declined to comment on the case. In a prior court proceeding, he objected to media reports about his client.


    "I find it to be prejudicial," Altholz told Judge David Walgren, "the way the coverage has gone so far."

    The trio accused of running a so-called Masonic police department created the agency in an attempt to improve relations between African Americans and law enforcement, said a lawyer for one of the three defendants.

    Attorney Gary Casselman said that the trio believed they were doing things above board and had filed paperwork to carry weapons, applied for the type of vehicle license plates used by government agencies and sent letters introducing themselves to police departments.

    "It was supposed to be somewhere where people who didn't trust the regular police could go and make their reports of misconduct known and then these folks, the Masonics, would take it to recognized police," Casselman said. "They would be a go-between."

    Casselman's description this week marked the first public explanation for why Kiel, Tonette Hayes and David Henry set up a faux police force they called the Masonic Fraternal Police Department.


    Casselman said to his knowledge the trio never performed any "police functions."


    "I think the phraseology got ahead of the actions," he said.

    The three face misdemeanor charges of falsely representing themselves as police officers, according to the criminal complaint filed by Los Angeles County prosecutors.

    They told sheriff’s Capt. Roosevelt Johnson that they were conducting a courtesy call to inform him that their police force was setting up shop in the area. Johnson grew suspicious and started an investigation.

    Henry and Hayes have declined to comment on the case, but in a video posted on YouTube last month Henry said the police department was in "the beginning stages" when the three people were charged.


    In the video, Henry said the police department was created with the intent of "protecting our communities." The video included images from protests after the fatal shooting of Ezell Ford by Los Angeles Police Department officers last year.


    "It is people in this jurisdiction, my jurisdiction, that go out there on the front line and fight for young black men, young black women being gunned down by law enforcement," he said in the video, a masonic police badge logo superimposed next to his face.

    Henry, wearing a gold-plated necklace with Masonic imagery, accused local law enforcement agencies of cracking down on the police force in a "plot to destroy the California Atty. Gen. Kamala Harris’ campaign” for U.S. Senate in 2016.


    Henry criticized the intense media coverage given to the trio's arrest and said the Sherrif's Department was "feeding" The Times information that other media outlets then duplicated.


    Henry’s attorney, Andrew Altholz, has previously declined to comment on the case and did not immediately respond to request for comment on the video.


    Kiel, deputy director of community affairs for the state Justice Department, was placed on paid leave April 30, the date he was arrested, said David Beltran, a department spokesman.


    The faux police department appears to have had a precursor in the Masonic Investigative Bureau, created by Hayes and Henry in 2010 to "investigate potential candidates for the Masonic Fraternal Order," according to filings with the secretary of state.


    Both were also state-licensed security guards, records show.


    The duo launched their own masonic lodge in Santa Clarita in 2011 and in 2013 added Kiel as the lodge's new chief financial officer, according to California Secretary of State records.


    In November 2014, a website that claimed to be the Masonic Fraternal Police Department's official site was registered online. In late January, the group mailed letters to police chiefs across California announcing Henry's role as the head of the police force.
