    (CNN) -- Civil rights leader Al Sharpton sharply denounced an extensive New York Times report that he and his companies are subject to $4.5 million in current state and federal tax liens.

    The MSNBC host said in a press conference Wednesday that the $4.5 million was the original figure he was ordered to pay back in 2008, but that he has been making regular payments since then and the amount is now less.


    Sharpton did not give the outstanding balance owed by him and his for-profit companies --Raw Talent and Revals Communications.

    Rather, he focused his remarks on how much money his nonprofit group, the National Action Network, has paid back. The liens against that organization, however, were not lumped into the $4.5 million figure reported by the Times.

    The Times reported that Sharpton is still liable for personal federal tax liens of more than $3 million, and state tax liens of $777,657. The companies owe another $717,329 on state and federal tax liens.


    But Sharpton argued that it wasn't possible that he still owed $4.5 million.

    "If we owed $4.5 million in '08 then how could we owe this now, unless you're saying that everybody just went to sleep on this and just gave us a pass, which is ridiculous," he said.

    Sharpton has been a regular face in New York and Washington political circles. The report points out that President Barack Obama has raised money for Sharpton's group, and that Sharpton attended the recent announcement that Loretta Lynch would be the White House's pick to be the next Attorney General.


    Sharpton's former aide Rachel Noerdlinger is also adviser to the wife of New York Mayor Bill de Blasio, Chirlane McCray.


    Sharpton argued that he and the National Action Network could feasibly each pay off their respective balances in one day, but could not yet afford to pay the penalties and interest.


    Still, he said, it is "absolutely inaccurate" that he and his organization collectively owe $4.5 million--which is how much the Times said that he and his for-profit businesses owe.


    His press conference came as his group prepares for the grand jury decision regarding police officer Darren Wilson to be announced in Ferguson, Missouri as soon as this week. Politics, he argued, was at the heart of negative stories about him in the press.


    "Every time there's a Sean Bell or a Ferguson or a Trayvon Martin, we go through my taxes. It's the same agreement y'all. It's the same thing we announced in '09. It is the same thing we've been paying every month," he said.

    The Rev. Al Sharpton, along with his nonprofit National Action Network and two for-profit firms, have $4.7 million in outstanding debt and liens, according to federal and state tax records, the New York Post reported on Sunday.

    Among the debts include $806,875 that Sharpton owes the state, along with $2.6 million in federal liens against him for unpaid personal income taxes, the Post stated.

    Recent filings showed the National Action Network owed $813,576 to the federal government at the end of 2012, and his company Rev-Al Communications owes $447,826 to the state, while the Bo-Spanky Consulting firm has $18.21 in outstanding debt, according to the Post.

    Sharpton told the Post he's paying down the debts according to negotiated agreements.

    "It's significantly less. It's nowhere near the millions of dollars. We have totally lived up to our agreement with them," Sharpton the Post. "It's being paid down."

    In 1987, the controversial preacher stood by then-15-year-old Wappingers Falls resident Tawana Brawley's side after she was found in a trash bag, covered in feces and racial slurs.

    She claimed she was abducted and raped by a group of white men, among them Steven Pagones, who was a prosecutor with the Dutchess County's District Attorney's Office.

    The fact that Sharpton is given any credibility is "despicable," Pagones said to the Poughkeepsie Journal on Sunday evening. "The guy has caused so many problems and so much racial tension in the past. I don't understand how people, politicians can afford him the credibility."

    Lacking physical evidence or eyewitnesses, Sharpton repeatedly identified Pagones as Brawley's attacker, according to Journal archives. A specially impaneled grand jury, called by then-Gov. Mario Cuomo, determined Brawley's story was phony.

    That case brought national media attention and racial tension to Dutchess County.

    Pagones sued Brawley, Sharpton and others for defamation in 1998.

    The jury awarded Pagones $345,000, including $65,000 from Sharpton for making seven defamatory statements. The reverend's friends and supporters like lawyer Johnnie Cochran Jr. and businessman Percy Sutton covered the debt.
    "Without ever requiring him to admit that he created the Brawley hoax and come through with the truth ... I'm not saying he's not carrying a good message in some instances, but how is it that he's the messenger?" Pagones said.

    Over the years, Sharpton endured tax evasion charges; disclosures of his work as an FBI informant; and allegations that his rhetoric about "white interlopers" incited an arson attack on a white-owned Harlem business that left eight people dead, according to Poughkeepsie Journal archives.

    The Post reported that Sharpton's recent Federal Election Commission filing shows an outstanding balance of $208,000 with the Federal Election Commission for improperly taking campaign money and government matching funds during his 2004 presidential bid.

    PAGE ONE -- 8 Killed In Harlem -- Arson / Gunman among dead

    1995-12-09 04:00:00 PDT New York -- Eight people in a Harlem clothing store were killed yesterday in a fierce blaze that police believe was deliberately set as part of bitter landlord-tenant dispute that led to angry protests in the neighborhood.
    Among the dead was a man police suspect set fire to the store.

    The fire consumed the building on Harlem's main thoroughfare, 125th Street, shortly after a tall gunman, waving a revolver, burst into Freddie's Fashion Mart across the street from the storied Apollo Theater.

    Police said last night they believed the gunman was one of a group of demonstrators who had picketed the store in recent weeks in a dispute over the threatened eviction of a subtenant, the Record Shack, a neighborhood institution.

    Police say the gunman, whom they did not identify, was found dead with a revolver in his hand, reeking of accelerant, a flammable liquid. Beside him was a white container that officials believe held the accelerant. Four other people were shot in the incident and escaped from the store before the fire enveloped it.

    According to officials and residents of the neighborhood, the fire followed a months-long dispute that involved the owner of the building, a black Baptist congregation called the United House of Prayer; the owner of the clothing store, Fred Harari; and Sikhulu Shange, owner of the neighboring Record Shack.

    Shange, a South African black whose shop has specialized in blues, Motown, African and Caribbean music for more than 20 years, was being evicted as a subtenant of Harari, apparently at the instigation of the church, according to Mayor Rudolph Giuliani.

    BOYCOTT CAMPAIGN

    In the past several weeks, there have been a dozen or so pickets outside Freddie's, urging a boycott of the store because they believed it did not employ blacks and was behind the eviction of Shange's business.

    The commander of the 28th Precinct, Deputy Inspector Joyce Stephen, said the Police Department, in addition to sending uniformed officers to monitor the pickets, had opened a racial bias investigation of an incident that arose during the protesting November 29.

    Stephen said a security guard told the police that one of the demonstrators had said, "We're going to burn and loot the Jews."
    Giuliani and Police Commissioner William Bratton rushed to the scene yesterday. The mayor, while saying that the investigation focused on the protests against the clothing store, also urged New Yorkers not to rush to judgments about the case.

    SHARPTON CRITICAL

    At the same time, the Rev. Al Sharpton, who helped to sponsor the protests against the clothing store, criticized the investigators for quickly linking the conflagration to the protests.

    Because of the intensity of the fire, it took more than two hours before firefighters could reach the inside of the gutted store.
    Besides the gunman, they found three bodies huddled together in a back room on the first floor and four more bodies clustered together in the basement.

    The police and Medical Examiner's office said seven victims apparently died of smoke inhalation. But it was unclear whether the gunman died of smoke inhalation or the single bullet wound he suffered.

    In the early moments of the confrontation, police say, the gunman fired on two police officers who arrived on the scene, but Bratton said a preliminary check of the weapons of the police officers on the scene indicated that their guns had not been fired.
    Of the four people wounded in the gunfire, the police said three of them were listed in critical condition.

    POSSIBLY FALSE ID

    The police said the gunman was carrying an identification card with the name Aboudima Moulika, and an address on Mount Morris Park West. But they are not sure whether that is his true identity. Detectives went to the address and said residents there had never heard of him and did not recognize the person in the photograph.

    "We're confident he was not known at that location," said a detective involved in the investigation.

    The day began like any other for the dozen or so workers in Freddie's. There were construction crews working on a store expansion and a $5 million renovation of the church.

    Suddenly, their ordinary world exploded into chaos and confusion, gunfire, flames and death. A man walked into the store, kicked over a table, sloshed the flammable liquid around, shouted for people to get out, and then began shooting.
    At 10:12 a.m., Bratton said, a passer-by on 125th Street told two officers from the 28th Precinct who were walking a regular patrol beat that a tall man with a gun had gone into the store.

    OFFICER TRAPPED

    As they raced into the store, the man was shooting. Three wounded people were helped out of the store, but one of the officers was pinned down, trapped inside. More police, some from the neighboring 25th Precinct, responded to the call for backup, and they got the officer out unhurt, the commissioner said.

    At St. Luke's Hospital, where the three badly wounded victims, all men, were taken, Dr. Kevin V. Sanborn, the associate director of anesthesiology, said that one of them had said that "a man came into the store and started the fire right away and as people tried to escape, the man started to fire at them."

    Across the street, Thomas Pierre, a voter registration worker, glanced out his third-floor office window when he heard sirens and shots, and he saw police rushing up and man dressed like a construction worker staggering out of the building in pain.
    "Suddenly the whole front went up in flames," Pierre said. "It started just like that."

    The Rev. Al Sharpton apparently referred to the Jewish owner of Freddy's Fashion M art as a "white interloper" in a rally three months before the Harlem massacre, newly revealed tapes show. Speaking at a separate rally, Morris Powell, who later led the protest against the W. 125th St. store, specifically mentioned Freddy's, saying he would not let a "Jewish person" drive black businesses out of Harlem and vowed, "We are going to make that white cracker suffer.

    " The tapes, recorded off radio station WWRL by the Jewish Action Alliance, were at odds with statements made by the men in the wake of Friday's massacre, in which seven innocent victims and the gunman-arsonist died. Sharpton, who also was video-taped meeting with protesters Dec. 2, has said he was a mediator in the dispute over a black church's plans to evict the black-owned Record Shack so Freddy's could expand. He also has said he was unaware of any racial or anti-Semitic statements made in the dispute, which he has characterized simply as an argument over a lease. Powell has denied claims by clothing store owner Fred Harari and a black Freddy's employe killed in the massacre that he and other protesters made anti-Semitic remarks and threats in front of the clothing store. Yet in a tape of a broadcast from a Sept. 9 rally, Sharpton said, "I want to make it clear to the radio and audience and to you here that we will not stand by and allow them to move this brother so that some white interloper can expand his business on 125th St.


    " Sharpton does not name Freddy's but mentions the lease dispute and calls his audience's attention to "brother Sikhulu," referring to the Record Shack owner, Sikhulu Shange. In a tape recorded at an Aug. 19 rally, Powell said, "We are not going to stand idly by and let a Jewish person come in black Harlem and methodically drive black people out of business up and down 125th St. If we stand for that, we will stand for anything.

    " In a tape of a Sept. 23 broadcast rally, both men specifically call for a boycott and protest of Freddy's, according to the tapes. Sharpton and Powell did not respond to repeated attempts to reach them last night. The tapes emerged as Manhattan District Attorney Robert Morgenthau empaneled a grand jury to probe the massacre. While gunman Roland Smith, 51, remains the sole suspect, Morgenthau said yesterday that a "complete and thorough investigation is mandated" because of the large loss of life. At a City Hall news conference with Mayor Giuliani and Police Commissioner William Bratton,
    Morgenthau said the grand jury has begun subpoenaing records, though he did not offer details. "If others are involved, they should be prosecuted," he said. "If he acted alone, then the public ought to know that also.

    " According to affidavits filed by Harari and other store employes, the tragedy followed increasingly strident protests and death threats. Harari said his Christmas business had been cut in half by the protesters, who became more threatening when police were not on the scene. The nature of the protests has sparked questions about Sharpton and the boycott leaders. In a thinly veiled swipe at Sharpton, Giuliani suggested unnamed "others from the outside" may have helped incite the violence. The mayor said the dispute over Freddy's should have "remained a community issue.

    " "There has to be a full investigation of any others who might have complicity in bringing this tragedy about," Giuliani said. He added: "If others from the outside had not tried to use it to move their own agenda, it may very well be that this tragedy, or a tragedy of this dimension, never would have occurred.

    " He refused even to utter Sharpton's name, though he tweaked the New Jersey resident as being "from another state.
    " Sharpton accused the mayor of "playing to cheap-seat elements.

    " "He has played the race card every time he could," said Sharpton. Giuliani's comments also were condemned by Rep. Charles Rangel (D-Harlem). "Let's get on with the investigation," he said. Any implication that Sharpton helped cause the massacre, he said, "is just not fair, but more importantly could be jeopardizing his life.

    " Yesterday, the Record Shack's Shange denied threatening Harari and denied acting jubilant moments after Smith began his deadly rampage. Freddy's manager Harry Latchana told police and the Daily News that on Dec. 7, the day before the massacre, Shange said, "Freddy's dead, and tomorrow I'm going to put a casket in front of the bus stop.

    " Another employe, Steve Brodski, said in an affidavit that on Dec. 2 Shange and Powell called the church an "Uncle Tom, and they will burn with Freddy's.

    " Terrick Waiters, a Freddy's guard who ran out of the store as Smith began his rampage, told The News he encountered a smiling Shange. " 'That's my voodoo magic working,' those were the exact words that he said," Waiters told The News. Shange offered a differing version: "He [Waiters] said 'You know, they're going to blame it on you,' and I said, 'What are they going to say? That it was my voodoo?

    ' " "There is a systemic and methodical strategy to eliminate our people from doing business on 125th St. It started with the vendors . . . Now they are going to the actual merchants . . . We are asking the black community to go down there and do what is necessary to let them know that we are not going to stand by and let them turn 125th St. over to outsiders . . . We should not under any circumstances sit by and allow this to happen without a major reaction and major protest from us . . . It is clear that there is the intention of the Giuliani administration to change the color of New York.

    On Friday, December 8, at 10:12 a.m., Roland James Smith, Jr., 51, a Harlem resident with a criminal record going back 30 years, walked into Freddy's Fashion Mart, a Jewish-owned clothing store at 272 West 125th Street, pulled out a gun, ordered all the black customers to leave, spilled paint thinner on several bins of clothing and set them on fire -- a fire that resulted in killing 8 people including Smith.

    Smith had been part of a group of picketers, led by Al Sharpton , head of the National Action Network and Morris Powell , leader of the 125th Street Vendor's Association, who had been protesting the eviction of Sikhulu Shange, owner of the Record Shack who was subletting from Fred Harari, the Jewish owner of Freddy's.

    The picketing, which had gone on for months, had led Harari to seek relief with the State Supreme Court. In papers filed just one day before the fire, he said, "Recently, the protesters have made motions of striking a match and throwing it on outside clothing displays or in the doorway of the store." An affidavit by Kareem Brunner, a black security guard killed in the blaze, said that he had been called a "cracker lover" and "would get mine as a traitor [to the black race]." Brunner, was the only black that Smith did not order out of the store before setting it afire.

    Besides Smith and Brunner, all the other victims of the fire were Hispanic and Guyanese. Store manager, Steve Brodsky, described how a particularly vicious demonstrator called Shabazz would force his way into the store, pushing Brodsky aside and shout "I will be back to burn the Jew store down -- burn, burn, burn." It has been reported that there is evidence that Shabazz worked for Mr. Shange.

    Ironically, although the picketers had characterized the conflict as a racial, almost all the issues involved were economic -- and indirectly caused by federal intervention to improve Harlem! Last year when Harlem was included as part of a new Federal Empowerment Zone, more than $300 million in Federal, state and city funds was slated to flow into Harlem. To prepare for this expansion, the city removed scores of illegal street vendors to side streets, saying they clogged the sidewalks. Morris Powell, head of the 125th Street Vendor's Association, and Roland Smith, one of the street vendors, bitterly opposed the move. Mr. Shange, the owner of the Record Shack, was not involved in the protests -- in fact, he had been known to threaten with a machete street vendors who sold bootlegged tapes, saying that they were hurting his business.

    Another effect of the anticipated improvement in Harlem was the dislocation of many long-established stores by landlords looking to replace their tenants whose leases had expired with higher-paying tenants. The property at 276 West 125th Street, next door to Freddy's, was rented for over 30 years by Windsor Drugs, owned by Irving Katz. Mr. Katz, who had a 10-year lease with the United House of Prayer for All People church, was told in July 1993 that his lease would not be renewed and he had to leave in 60 days. The church is a black Pentecostal church based in Washington, and founded by Bishop C. M. ("Sweet Daddy") Grace in the 1920's, is one of the largest landlords on 125th Street.

    The New York Times reported that at first Mr. Katz thought that the decision was racially motivated, since he is white, but that he concluded that "it was just a question of money" since the church had refused to renew the leases for the black-owned Pace shoe-repair shop and a tennis clinic. Mr. Katz said that it's ironic that Mr. Shange went to the Vendor's Association for help since, "Shange was well known to tip over the peddlers' tables and to refuse to let them set up in front of his store." Mr. Katz said Shange's troubles went far beyond his dispute with Freddy's. "The record store across the street, Bobby's Record World [which is black-owned], had been taking away all of his business." Newspaper reports describe Mr. Shange's store as dusty and very poor-looking.

    The church also owns 272 West 125th Street, site of the fire. It recently began a $4.5 million renovation of the building. Mr. Katz said "They were looking to kick out any businesses that were in the way of the renovation, that looked crummy, or that weren't paying as much rent as they felt could be earned. Kentucky Fried Chicken -- a high-rent-payer -- was forced out so they could build an entrance facing 125th Street. The Jewish-owned meat market lost their lease, and their space was given to Freddy's." Mr. Katz said that "Shange was in our store every day" and had always been outwardly polite. He said that the "real villain here was the church's real-estate broker, Malcolm Barksdale [who is black]. I can imagine how he must have pressured Shange. I was a good tenant. I paid my rent on the first of the month, every month for 30 years. Yet, when Barksdale came to see me about terminating my lease, he was very arrogant and rude. He treated me like ape-s---, and you can quote me on that."

    Although all the protests revolved around the role of Freddy's in Mr. Shange's eviction, none of the protesters focused on the fact that Freddy's was not the landlord, but was a tenant of the church was just subletting to Mr. Shange. Mr. Shange was reported to be paying rent of $2,500 a month, well below the market rate in a location where rents have recently been soaring. After much negotiation, Mr. Barksdale offered him a lease with a rent of $5,000. Mr. Shange turned it down because he felt the rent was exorbitant and, more importantly, because it had a clause which allowed the landlord to cancel the lease and evict him at will for the first year. The New York Times reported that Mr. Shange, who never mentioned the church in his speeches, felt that church had "double-crossed" him.

    When the tragedy occurred, Al Sharpton denied all responsibility and said "People are trying to put me in the middle of this. I only came one time. I met with the people from the church. ... I was only there a matter of minutes. I was not the leader of this. I was only in support of Shange."

    However, the Jewish Action Alliance released copies of a tape containing speeches broadcast on black radio stations WWRL, WLIB and KISS attacking Freddy's, made by Sharpton and others during rallies going back to August 19, 1995. The tape was presented by Beth Gilinsky to the police and to the media, including the Jewish Post. Short excerpts from these tapes were printed in the New York Times, New York Post and Daily News. (This reporter has transcribed the complete tape. All the relevant material on it has been reproduced on page 4.)

    The transcript contains demagogic language: Fred Harari is called a "cracker" by Mr. Powell and a "white interloper" by Rev. Sharpton. It contains threats: Mr. Powell says of Fred Harari, "We gonna see that this cracker suffer." Mr. Shange says he "had to tell the lawyer for Freddy, ... Jeff Sutton, that you are tampering with something which you will be so sorry, that you open up a can of worms which you can never close any more."

    Mostly, however, it contains evasions or outright lies. The "vendors" (unlicensed peddlers) are mourned -- but Mr. Shange's role as one of their strongest persecutors is forgotten. No reference is made to the actual landlord, a black church, or the church's black real-estate broker, Mr. Barksdale [who is black]. Mr. Powell says "... these people [Freddy's] haven't been there no more than a year and a half, because they bought the lease off of the meat market that was in the same place". In other words, he's sorry that the "old" stores, like the meat market, have been replaced by a new store owned by a Jew.

    However, he neglects to mention that old meat market (evicted by the church, not "bought off" by Mr. Harari) was also owned by a Jew. If Mr. Morris is sentimental about old stores, then why is his Buy Black Community Mass Action Network currently subjecting the Bargain World -- which has been in Harlem for over 40 years -- to the same vicious, extortionate picketing he perfected at Freddy's? The impression the tape gives it that there are hardly any black-owned stores in Harlem. However, according to The 125th Street BID -- Business Improvement District -- 158 of the 322 stores on 125th Street are black-owned.

    Questions remain. Why hadn't Mr. Shange opened his store at his usual time that day? Was Shabazz being paid by Mr. Shange? Do the language and activities used by the organizers of these actions merit an indictment on a charge of incitement to violence? Civil rights or RICO violations? Mayor Giuliani has promised a thorough investigation of the Harlem Massacre by the city, and the Jewish Action Alliance has called upon the Justice Department to determine if any Federal laws were broken.

    Police Investigate Threats Against White and Korean Store Owners

    At least 10 white or Korean store owners in Harlem have received racially charged threats since the arson attack on Freddy's clothing store that left eight people dead, police officials said yesterday.

    Though officials say they do not know whether the threats are dangerous or merely harassing, police officers have been posted outside several stores on West 125th Street, the police said.

    In one incident, a caller telephoned the Sneaker City shoe store on Wednesday and asked if the store was Korean-owned, said Christopher Walker, a store clerk. When Mr. Walker replied that the shoe store was indeed owned by a Korean, the caller said: " 'You see what happened at Freddy's -- your store is next,' " said Mr. Walker, who began working at the store more than a month ago.

    In another case, said a law enforcement official who spoke on the condition of anonymity, a black man walked into the Electronic Outlet at 200 West 125th Street and said, "This store sells used merchandise and we're watching you." The man also complained that the business, owned by David Betesh, who is white, was not hiring black employees.

    Mr. Betesh's brother, Stephen, who owns another electronics store called Kiss, at 230 West 125th Street, received an anonymous letter making ethnic slurs and threats to physically harm the owner and the store, said Tom Kelly, deputy police commissioner for public information.

    The postmark shows that the anonymous letter was mailed on Dec. 9, a day after Roland J. Smith opened fire inside the nearby Freddy's clothing store, set the building ablaze and then shot himself in the chest; killing seven store employees and himself. Mr. Kelly would not detail the slurs enclosed in the letter.

    A third case involved Bargain Land, a discount store on West 145th Street, which the law enforcement official said had also received anonymous telephone threats.

    Mr. Kelly said that detectives were investigating whether the various incidents were related, and whether they were serious threats or pranks. But given the charged atmosphere, he said, the police were not taking any chances.

    "This thing kind of feeds on itself," Mr. Kelly said. "We're investigating them all. You take them all seriously."

    Mr. Smith had been among a group of protesters who had picketed Freddy's, complaining that the Jewish-owned clothing store was trying to evict a black-owned record store from the building. While protest leaders have contended that the dispute was economic, not racial, workers at Freddy's said the protesters frequently used racial slurs and threats.

    Law enforcement officials are still investigating whether anyone else knew of Mr. Smith's attack or helped him plan it. A high-ranking official in the Manhattan District Attorney's office said investigators were also aware of the subsequent threats to other stores, but said there was no evidence at this point that they were linked to the earlier deadly blaze.

    Michael A. Hardy, a lawyer representing Morris Powell, one of the leaders of the protests at Freddy's, said that he knew nothing of the reported threats and that the police had not questioned his client about them.

    In investigating the arson and deaths at Freddy's, the police have reviewed videotapes of the protests, identifying demonstrators. Officials have even begun an inquiry into the performance of the 28th Precinct to determine whether the precinct responded aggressively enough.

    One of the regular protesters, Tracy Ligon, known by the street name of Shabazz, had been accused in court papers of making several threatening gestures toward the clothing store and its customers and employees during the weeks preceding the fatal fire.
