    Calif borrows $40M a day to pay unemployment

    With one in every eight workers unemployed and empty state coffers, California is borrowing billions of dollars from the federal government to pay unemployment insurance.

    The Los Angeles Times reports that the state owes $8.6 billion already, and will have to come up with a $362-million payment to Washington by the end of next September.

    The continued borrowing means federal unemployment insurance taxes are going to increase, upping the annual payroll costs $21 a year per worker.

    California tops the list of 32 states that have borrowed a total of $41 billion to pay claims.

    The state took out its first loan from the federal government early last year, to deal with rising payment of benefits and number of claims.

    A listener on my radio show last week supported my guest’s contention that California cannot be saved from its sinking into the morass of another Mexico City. Los Angeles Mayor Antonio Villaraigosa carries his La Raza and Mecha cards closer to his heart than the U.S. Constitution. Additionally he flies the Mexican flag in his office. Under his guidance, Mexico City’s ugly reality created another horrible reality in Los Angeles.

    The listener, Dean, said, “Your guest tonight covered a little of the news about how serious the illegal alien problem is in California. I lived in and around Los Angeles and Orange County areas for many years: 1943 to 1993. The dreadful destruction of the beautiful citrus groves and lush farm fields during the suffocating increase in population after WWII is not easy to describe in words that are graphic enough to convey the reality.


    A spokesman for the LAPD told National Public Radio recently that the LAPD had been overwhelmed by the rapidly growing street gangs. These gangs were, in years past, predominately the Negro outfits like the BLOODS and CRIPS. But, as the Mestizo illegals started coming in larger numbers, the Mestizo gangs muscled out the Negroes. Now, a new twist to the developing "civil war two" as predicted by Thomas Chittum in his book. The other ethnic factions are beginning to contend with the Mexican Mestizo gangs for control of the "turf" in Long Beach and the South Coast Los Angeles harbor districts.

    “Samoans, Guamanians, Cambodians, Loatians, and Vietnamese gangs are asserting themselves. After the Rodney King riots in Los Angeles and Long Beach, the police have been forced to retreat into a defensive mode as the gangs gained more strength and territory. The violence has invaded formerly safe neighborhoods as law enforcement waned. I have long believed that the subversive outfits like La Raza have been involved in promoting the Mestizo outfits. “The amount of spray paint used in their graffiti "tagging" activities is staggering. A four mile long section of the noise barrier walls built along the Long Beach Freeway near Firestone Blvd is covered with an incredible smear of gang designs and slogans spray painted over every square foot of the barrier walls which are approximately 10 feet in height. Overhead freeway direction signs over much of the Los Angeles freeway system are unreadable due to the multiple coats of graffiti on them.

    “Before I left the area, the vandalism was spreading to the freeway signs in formerly "safe" Orange County. Unsolved hit-and-run shootings on the streets and freeways run into many, many cases. There were several cases occurring very near my place of employment near Wilmington and Supulveda Avenues in the Carson district. On the 4th of July and New Years eve, police vacate the streets and police helicopters don't fly. Why?
    “Because of bullets from small arms fire! The LAPD will not serve a warrant in certain areas of Los Angeles without backup by a SWAT team. California is another IRAQ just waiting to happen as the ethnic factions become more aggressive.

    The new amnesty bill by McCain-Kennedy legalizes 20 million illegal aliens with this kind of attitude while it allows chain migration and two million legal immigrants annually that will pack this country with 70 million immigrants from Mexico, Central and South America by 2040. If you think what you’re seeing in Los Angeles disturbs you, wait until Chicago, New York City, Miami, Houston, San Francisco, Atlanta and other cities tip toward majority foreign populations.     What you can do for a better future for your country: A republican form of government is not a spectator sport. It means you must jump in, roll up you sleeves and take personal and collective action.     Illegals

    THen why do we allow legal immigrants enter our country each year (over 3 million and refugees). If the United States is in such a bad condition (financially), why then do we have this nonsense visas? Not to mention illegal immigration. Well what we have to do is stop illegal immigration (illegals keep getting free health care and that increase our health insurance premiums). Also, illegals go to school for free, illegals get free food stamps, etc.. We have to stop this. And we have to reduce legal immigration. Otherwise, the United States will not survive.

    This will come to Fklorida soon as well. We are on the way of becoming another California. Jobs Americans won't do is full is just a lame excuse and is really businesses who want to increase their profits. I am witnessing that first hand in my condo complex. We are undergoing a 40 year recertification and having work done to bring the condos up to code. We had crumbling concrete and cracks in the exterior where water was coming into units when it rained heavily. When they started the work you saw a diverse group of employees working on it and English was spoken. Now we have illegals doing the work as they are overbudget. I overheard the contractor talking about it and then saw the different employees. They were taking the screening and railings off the belconies and caused many unit owners grief. Some of us had our cable cut including me and on Friday I lost electricity in one area as they plugged their power tool into my plug on the belcony. Thank goodness it was only a breaker that went. I had to leave and just left it as is so they would have to use someone else's electricity.

    The opening post is right. Take a look at Sanctuary City aka California.

    California is hopelessly drowning due to the tsunami of illegal aliens who could not keep up with the other citizens in their own country and so have come here and undercut our wages and also took away the jobs our people now beg for.....and I am not talking about the field workers!

    Mexico has their successful people (teachers, doctors, business men, land lords, gas station owners, super market owners, clerks, and etc.) who know how to take care of themselves with a decent lifestyle, and then there are many of the uneducated needy ones who come here. Too bad our government is on the side of the illegal aliens who are LITTERLY using up OUR CHILDREN"S FUTURE!

    Illegal aliens in the USA are a win, win, for President Calderon. He gets rid of his needy citizens and his dangerous criminals, and when they get here they use our free subsides, which enables them to send President Calderon some money. That is why he gets so upset with the people here who want our borders enforced, and want his citizens to go home to Mexico so he can be responsible for them.

    Here is some information about how much the illegal aliens cost us due to their crimes. This is just a drop in the bucket. Think about how much their poor victims cost our insurance companies, not to mention how much the victims cost our health care system if they have no insurance.

    The Department of Justice annually awards millions of dollars in grants to local governments to compensate for the cost of jailing illegal aliens, even when those governments have policies obstructing immigration law enforcement or encouraging illegal settlement. In 2010, the grant program, known as the State Criminal Alien Assistance Program (SCAAP), doled out a total of roughly $400 million to about 850 cities, counties, and states.1 Among them were 27 jurisdictions widely considered to be sanctuary jurisdictions, which together received more than $62.6 million, or 15.6 percent of the total (see Table 1). For example, the 2010 SCAAP grantees include some jurisdictions — such as San Francisco, Chicago, Santa Clara County, Calif., and Arlington, Va. — that are trying to opt-out of Secure Communities, the program that automatically flags criminal aliens for Immigration and Customs Enforcement (ICE) attention at the time they are booked into jail.2


    This is a nonsensical situation. These jurisdictions, some of which are home to the largest concentrations of illegal aliens in their state, have policies in place designed to impede federal immigration law enforcement — and yet year after year they ask the federal government to reimburse them for costs associated with a problem that their own policies make worse. And the Department of Justice, the nation’s chief law enforcement agency, is making cash grants to jurisdictions that deliberately inhibit a sister agency, ICE, from doing its top-priority job of finding and removing illegal alien criminals. Since the total amount of grant funding is limited, this practice of subsidizing sanctuary jurisdictions reduces the amount of money available to those jurisdictions that are helping ICE find criminal aliens. As Table 2 illustrates, five of the top 10 SCAAP grants to localities and two of the top ten grants to states went to jurisdictions that are considered sanctuaries.



    There is an easy fix. Congress should restrict eligibility for SCAAP funding to those jurisdictions that actively participate in immigration law enforcement programs such as Secure Communities, the Criminal Alien Program, or the 287(g) program. These three programs enable ICE, or designated specially trained local officials, to identify and process illegal aliens who have committed local crimes, thus ensuring that at least criminal aliens are not shielded by the local sanctuary policy. Language to this effect has been proposed several times over the years, but was never enacted.3 It was most recently included in a new bill introduced by Sen. Orrin Hatch (R-Utah).4 Such a restriction might deter some jurisdictions from opting out of ICE programs, or at least prevent the sanctuaries from grabbing a share of scarce SCAAP funding with one hand while blocking ICE access to criminal aliens with the other.

    Background. The SCAAP program was launched in 1994 as a provision of the Violent Crime Control and Law Enforcement Act (PL 103-322). The goal is to help offset one of the significant fiscal costs that illegal immigration imposes on local governments — the cost of jailing illegal aliens who commit crimes. ICE estimates that there are 300,000-450,000 removable aliens incarcerated in local jails and prisons each year.5 According to ICE data, roughly 10 percent of all inmates who have been screened under the new Secure Communities program were potentially removable aliens.6

    SCAAP grants reimburse states and localities for a portion of the correctional costs associated with illegal alien criminals — specifically, correctional officers’ salaries. Law enforcement agencies apply for the grants on an annual basis, providing lists of illegal aliens who were convicted of a felony or two misdemeanors and who were incarcerated for at least four consecutive days. Reimbursement is provided according to a formula that calculates the number of illegal aliens reported (and verified by immigration records), the duration of their incarceration, and the cost of incarceration and then divides the funding proportionately among all those jurisdictions that apply.

    Congress has authorized funding for the SCAAP program through FY 2011, which ends September 30, 2011.7 The Obama Administration has proposed a budget of $330 million for the program in 2011, a decrease of about $70 million from the previous year. During its tenure, the Bush Administration sought to end SCAAP, but Congress restored it to the budget every year.

    Costs vary by jurisdiction, but it is generally agreed that the grants reimburse only a fraction of the actual costs of incarcerating illegal alien criminals. The number of applicants has been growing each year, even as the appropriations have remained level. Senator Diane Feinstein of California, the state that receives the largest share of SCAAP funding (and has the most sanctuary jurisdictions), has introduced a reauthorization bill to provide $950 million per year through 2015.8

    I wonder how high Florida would have been on that list if most of the county jails are now involved with ICE'S Secure Communities Program.
