Italy Loosens Their Gun Laws, Legalizes AR-15 Rifles

    November 8, 2018

This past September, Italy loosened their gun laws and are now allowing purchasing and ownership of AR-15 rifles.
Italians have been increasingly questioning of their tough guns laws. In Italy, the right to complete self-defense is not recognized. In order to own a gun at all in Italy, you have to a get a gun license first. All guns must be registered to their new owners within 72 hours at the nearest police station. Most of the guns available for purchase must be “common guns” as defined here. Most of the “common guns” are handguns. Even the amount of ammo you can purchase is limited: 200 handgun rounds and 1500 hunting rounds.
The amount of guns one is able to own is dependent on which license you have. (3 “common guns” and 6 “sporting guns”[with sporting license]) Police have specific regulations on the storage of the firearm that everyone must comply with. Having the permit allowing you to own the gun is separate from the permit required to carry the gun outside of your home.
How many guns do Italians own? We don’t know. Even with all of these regulations, the Italian government has not released any statistics since 2007, which at that time was around 7 million. That was about 12% of the population. However, the amount of licenses issued have been increasing every year. In 2017 they issued almost 1.4 million permits for ownership and over 18,000 for personal defense (carrying outside your home.) There is a separate license for hunting which is easier to get. People have been caught getting hunting licenses when they really wanted a firearm for the purpose of self-defense.
Italy’s murder by firearms statistics is .7 per 100,000. Almost 40% of Italians said they would probably use a firearm against an intruder if they had one. 26% have said they support loosening the gun laws for self defense. It is estimated that about 4.5 million Italians possess a gun in their home. Modern Gun Control laws stem from Mussolini’s “Public Safety Act” imposed in 1931 in which Benito called for the confiscation of all “subversion elements”, which included firearms. He did not want his citizens to be able to subvert his fascist regime. After the fall of the Fascist Regime, the gun control laws were increased fighting communist terrorists in 1970.
Matteo Salvini promised constituents during the election season that he would increase their freedoms by loosening the gun laws. In June, he was elected as the Interior Minister and Deputy Prime Minister of Italy (the most powerful within Italy’s government). Italy does not have a gun lobby group anywhere near the size of the NRA or GOA here, and yet the people are increasingly asking for more gun liberties. He has followed through on his promise and made guns like the AR-15 legal and more accessible to the law abiding citizen. This is a slap in the face to Italy’s Fascist authoritarian history and current fights against communism.
Major updates to their gun control were:
    – previous 6 sporting guns allowed, now 12 sporting guns allowed
    – magazine capacity for long guns from 5 rounds to 10, and from 15 rounds to 20 for “short firearms”
    – Hunting and sporting licenses have been reduced from 6 years to 5 years
    – Reporting of the license directly to the police departments can now be done through certified email.
    – No legal obligation to inform cohabitees of your firearm possession
    – Introduces to sport shooters authorization to purchase A6 and A7 class weapons
    – Hunting with semiautomatic rifles is now permitted.

If the EU penalises us, 60 million Italians will rise up – Interior Minister Salvini

By Paul Dijks 16 November 2018

Italy won’t accept EU penalties fearless Deputy Premier and Interior Minister Matteo Salvini, a man proving he is tougher than steel, says Brussels would be hurt more than Rome.
The deputy premier has said the Italian people will not accept if the European Commission imposes penalties over their 2019 government budget.
The European Commission have said they may open an infringement procedure over Italy’s budget draft asserting it breached the Stability and Growth Pact.

The 2019 budget has Italy running a deficit of 2.4 per cent of GDP and is needed to finance priority pledges and to encourage growth.
League party leader Salvini, uncompromisingly told Italian dailies: “They want to penalise us, but this will end up being more damaging to the EU than to us,” “They are crazy if the really do open an infringement procedure. “60 million Italians would rise up”.

Italian Govt Source Claims Macron Behind EU Pressure to ‘Punish’ Italy

    POOL/AFP Charles Platiau 17 Nov 2018154

An unnamed Italian government minister has claimed that French President Emmanuel Macron is the driving force behind pressure from the European Union against Italy, saying that the French leader is ultimately pushing for sanctions.

The minister, who chose to speak to the Italian media on condition of anonymity, said, “Macron is determined to punish Italy.”
He added that the French goal may be to pressure the Italian government to sell stakes in state-run companies such as oil and gas company ENI, shipbuilding company Fincantieri, and electrical power company Enel, Il Giornale reports.
Alleging that the strategy of the Élysée is to put Italy on its knees to “go shopping in our country,” the government source said: “If we were forced to repay the debt, we could, in fact, be forced to sell our family jewels.”
“The French appetites are known and ancient,” the minister added.
The potential of sanctions against Italy come after the populist coalition of the League and the Five Star Movement (M5S) refused to budge on the proposed budget that was rejected by Brussels and did not submit a new EU-approved budget by the deadline, which expired earlier this week on Tuesday.

The first step for the European Union would be the start of the infringement procedure, which allows the European Commission to take legal action against member states that do not apply EU laws and could see heavy fines levied on the Italian government.
League leader and Italian Interior Minister Matteo Salvini commented, “They are crazy if they really open the infringement procedure against our country, 60 million Italians would rebel.”
“Italy has a government that deals with the Italians and I say with the utmost affection, mind your own business and let us work,” Salvini added.
Prime Minister Giuseppe Conte also weighed in on the matter saying that he would take a diplomatic route to try and convince Commission President Jean-Claude Juncker not to begin the infringement procedure.
Juncker, along with other members of the Commission, has taken a hard line against the Italian budget with some even going as far as claiming the Italians are trying to “destroy” the European Project.
The stance of the government has seen broad support from the Italian electorate who are now largely seen as the most eurosceptic in the entire European Union with only 44 per cent saying they would vote to remain in the political bloc if a membership referendum were held.

The EU needs to collapse. It was such a crazy idea to begin with. Many of us here opposed it and feared for Europe as a result of it.
