    Carlsbad Current-Argus, Sept. 9, 2014: DOE will provide WIPP update next week — It appears the Waste Isolation Pilot Plant is far from reopening… According to photographic evidence made public by the DOE, it appears a chemical reaction caused an explosion inside one of the waste drums. The explosion melted through portions of the drum, and the incident triggered a small release of americium and plutonium into the outside air about half a mile from the facility.
    “Plutonium… about half a mile from the facility”? Recently published air monitoring data from the state of New Mexico indicates that soon after the WIPP radioactive release 3 types of plutonium were found nearly 30 miles away in Carlsbad, the state’s 10th largest city. The levels were similar to those found within the nuclear site’s boundary:

    • WIPP NW Border, 2/21-2/28: Plutonium-238 = 0.015 pCi/sample (Lab minimum detectable activity [MDA] = 0.0082)
    • WIPP site, 2/21-2/28: Plutonium-239/240 = 0.0092 pCi/sample (MDA = 0.0062)
    • WIPP site, 2/28-3/11: Plutonium-238 = 0.027 pCi/sample (MDA = 0.024)
    • Carlsbad, 25+ mi. away, 2/28-3/11: Plutonium-238 = 0.016 pCi/sample (MDA = 0.0074)
    • Carlsbad, 25+ mi. away, 2/28-3/11: Plutonium-239/240 = 0.022 pCi/sample (MDA = 0.0074)

    More Plutonium-241 was released from WIPP than all other plutonium isotopes combined, yet officials have not included it in any publicly available test results:

    • Plutonium-241 = 15,900 dpm
    • Plutonium-239/240 = 11,600 dpm
    • Plutonium-238 = 514 dpm

    • Slide at 49:30 in — Northern shelves: jet-like advection of the surface plume explain the short but intense exposure.
    • 42:20 in — You can see that it is not a homogenous advection, you’ve got this jet here. This jet was consistent across the ensembles, and it’s been observed also in other studies. It advected the plume faster, at about 40°N [latitude].
    • 49:30 in — The surface plume is traveling very fast toward the coast of the US.
    • 50:45 in — The northern shelf, we have the jet-like convection that creates the first impact with elevated concentrations.

    California

    • Slide at 49:30 in — Strong Ekman divergence delay the arrival of the surface plume. but mode water formation and subsurface 3D pathways explained the prolonged moderated exposure.
    • 50:00 in — [Subsurface] water created between 2011 and 2014, that will travel and reemerge later off the coast of California… in 2021… We can see this color here of high concentrationPersistent upwelling… sources its water exactly at this [subsurface plume's] depth… this upwelling will source this water from the contaminated water and release this water into the shelf area for a while, for the longer term… They will have longer exposure because of this sinking contaminated water that went across… and then comes up about 10 years later.
    • 58:30 in — I averaged the concentration over the shelf… It doesn’t mean you’d measure it right on the coast, on the beach. I took 150 kilometers along the coast. Southern California for instance it might have already reached the coastal area, essentially because of the upwelling, it might have already reached the outer shelf. I don’t know if they’re doing any kind of measurement.

    Ecological Indicators, Volume 43, August 2014 (emphasis added): Excerpts from Reduced vitamin A levels indicate radionuclide exposure in Streaked Shearwaters following the 2011 Fukushima nuclear accident


    • Exposure to radiation reduces levels of antioxidants [that] can cause teratogenic or mutagenetic effects… distributions of Streaked Shearwaters from Mikura Island (MKR) during the post egg-laying period coincide with the Fukushima nuclear plume while the breeding colony on Birou Island (BRU) [approx. 600 miles from Fukushima Daiichi] lies outside the affected zone… fledglings from MKR [approx. 100 miles south of Tokyo and 250 miles from Fukushima Daiichi] displayed significantly reduced vitamin A levels… these depletions most likely result from radiation exposure due to the Fukushima nuclear accident, implying that the risk of radionuclide contamination is considerably elevated for Streaked Shearwaters on MKR, where more than 60% of the world’s population breeds. While additional negative impacts are expected due to delayed effects of radionuclide transport via biomagnification in the food chain, this study highlights the potential immediate and worrisome consequences of the Fukushima nuclear accident for marine wildlife.
    • Average fledging mass from MKR in 2011 was also approximately 13% lower than reported for the same location in 1985 and 1990… findings suggest that in 2011, newly fledged chicks from both MKR and BRU were in relatively poor condition, both relative to previous years and compared with adults [from the Awa Islands off Japan's west coast]… there was likely reduced food availability to chicks at both MKR and BRU islands.
    • Vitamin A levels in chicks from MKR were significantly lower and less variable than those observed at BRU… The influence of radionuclide contamination on vitamin A stores in birds is also documented… Adult shearwaters on MKR likely feed chicks from [areas] within the Fukushima nuclear plume, during the chick-rearing period… reduced vitamin A levels observed at MKR are, at least in part, associated with indirect exposure to radionuclides through contaminated food sources.
    • Our findings suggest that birds from the world’s largest Streaked Shearwater colony experienced significant exposure to radionuclide-contaminants during 2011. The long-term persistence of radionuclides at shallow depths also means that Streaked Shearwaters will likely continue be subjected to long-term, chronic exposure to radionuclide-contaminated water during the breeding season in years to come… initial and continuing exposure may pose a major threat to fledgling survival and ultimately the viability of this population. Moreover, the delayed and chronic effects of radiation exposure on adults are cause for additional concern as seabirds are often slow to recover from perturbations as a result of deferred reproduction, low fecundity, and reliance on high adult survivorship to maintain populations.

    Nuke plant in southern Japan clears safety hurdle

    TOKYO (AP) — A nuclear power plant in southern Japan won regulators' approval Wednesday for meeting safety requirements imposed after the 2011 Fukushima disaster, a key step toward becoming the first to restart under the tighter rules.

    The Nuclear Regulation Authority formally approved an inspection report for the Sendai Nuclear Power Station's two reactors. The authority concluded that the reactors were in compliance with new regulations designed to avoid major damage during disasters such as the massive earthquake and tsunami that caused meltdowns at the Fukushima Dai-ichi plant.


    Five authority commissioners unanimously endorsed approval of the inspection report, following a 30-day review of it. During the process, regulators read around 17,000 questions and comments from the public and experts regarding technical and scientific details about Sendai's reactors, reflecting the huge public interest over their safety and possible restart.

    The authority, however, has no say over a restart of the plant, and it likely will be several months before Sendai's reactors are back online. The plant, which is operated by Kyushu Electric Power Co., still faces an on-site operational inspection and must also get consent from local authorities.

    Still, the safety approval for the plant and its expected restart marks a big boost for Japan's nuclear industry.


    All of the country's 48 remaining reactors have been offline since the 2011 disaster for safety checks and repairs, except for two that had briefly operated under the old safety standards.


    Prime Minister Shinzo Abe says he will put all reactors deemed safe back online, reversing a nuclear phase-out policy adopted by the previous government.


    Abe's government has been pushing for nuclear plant restarts despite strong public opposition, saying a prolonged shutdown hurts Japan's economy.

    World Meteorological Organization (WMO)– Commission of Aeronautical Meteorology, July 15-17 2014 (emphasis added): Fukushima fully showed reliable source terms for assessing accident severity and consequences in real-time were not readily available in the early phase… The inherent uncertainty involved poses questions in the accuracy of the modelled results which could differ from the observation by orders of magnitude.
    Central Institute for Meteorology and Geodynamics (ZAMG), by WMO team member Gerhard Wotawa, et al, 14th Conference on Harmonisation within Atmospheric Dispersion Modelling: Only minutes after the [Unit 1 explosion] was disclosed, the first model simulation of the emergency response system was initiated…source term was estimated based on experiences from Chernobyl… a continuous release rate of [100 quadrillion Bq/day of Iodine-131], [10 quadrillion Bq/day of Cesium-137] and [10 quintillion Bq/day of Xenon-133]… CTBTO [data was used, which has] a very high accuracy… The plume left Japan and… reached the western coast of North America on March 18… [The] ZAMG… estimate amounted to about [400 quadrillion Bq of I-131] and [40 quadrillion Bq of Cs-137]… Indication is found that significant amounts of 131I, 137Cs and 133Xe were already set free during the first days of the accident, exceeding initial estimates by orders of magnitude.
    Not only were actual measurements in California thousands of times higher than ZAMG/CTBTO estimates (see chart, Mar. 21, 24-25), the models failed to account for the ‘significant’ amounts of radionuclides initially released — which were ‘orders of magnitude’ beyond predictions. In light of this, it’s worth reviewing the response of nuclear power advocates to Wotawa’s underestimates.
    Jan Zeman with consultation from Mr. Ondrej Chvala, Brookhaven National Lab: [Gerhard] Wotawa’s claims are overstatements possibly multiple orders of magnitude higher than the actual reality. This is especially embarrassing as he works for CTBTO… popular “science” journals in USA [have bought] into such “ideas”, because the sensationalism is still extremely high there… [These] most probably startlingly incorrect conclusions [were] presumably designed not just to get media attention and scare the traditional Austrian antinuclear activists, but whole the world… The Cs-137 nuclei… is the most dangerous fission contaminant… it has very high gamma decay energy [and] high affinity to soil [as well as] living organisms… Chernobyl disaster emitted ~36.9 kilograms of Cs-137… Wotawa wants us to believe that almost half of this amount (17.4 kg) of Cs-137, was released into the environment at Fukushima in just one day… Everybody would have problems surviving even just hours in the [plant's] immediate surroundings… [There'd also be] many hundreds of kilograms of [radionuclides such as] Sr-90… Zr-95, Np-239, Mo-99, Ce-141, Ce-144… and many other fission products!… the overheated but intact reactors [note: all 3 not intact] in the intact containments [note: all 3 containments are not intact] were vented [note: venting was unsuccessful] through the pressure suppression chamber water [note: suppression chambers failed]… Three Mile Island accident [is what to compare this to] – as is done by those, who are not so zonked by their greatness… [T]he water is… not spreading far [note: it’s spreading across entire N. Pacific, and beyond], is relatively contained [note: Tepco:,"It’s not under control“] in the underground trench and can be pumped out [note: "pumping it out of tunnels will not work"]… and then decontaminated [note: "impossible to remove hundreds of radioactive materials"]… Mr. Wotawa’s figures… would be immediately dangerous to life… I think the likely orders of magnitude overstated conclusions of the CTBTO employee can serve as the example of the antinuclear exaggerations.

    Dr Ronald McCoy, MD, physician, Sept. 18, 2014 (emphasis added): Experts say that the Japanese government will soon be left with no choice but to release radioactive water into the ocean… The truth is that no one in the world really knows how to deal with the Fukushima accident… Murphy’s Law is inexorable: If anything can go wrong, in time it will go wrong. A major nuclear accident [can] render large areas of land uninhabitable for thousands of years.
    Japan Times, Sept 19, 2014: Tepco started building ice walls [but] has been unable to seal the leaks… it hasn’t been able to freeze because the [highly contaminated] water is flowing too fast [from the turbine buildings]. Tepco is trying to figure out how it can seal up the leak[s]… but it is still unclear when it will be able to plug the leaks. [Atsunao Marui, a groundwater expert who is a member of a government panel dealing with the tainted water issue] said Tepco has been spending too much time trying to make the ice walls work, and should give up and explore other alternatives.
    Interview with Yokohama evacuees Beverly Findlay Kaneko and son Ryan, Social Uplift, Sept. 14, 2014 (at 3:00 in): I started working on March 11 this year, 2014, with Libbe Halevy of Nuclear Hotseat and we helped her produce a segment called Voices from Japan (Part 1 | Part 2 | Part 3 | Part 4)… We interviewed probably 12-14 different people, top people in the anti-nuclear and the humanitarian movements, regarding Fukushima… Every last one of those people said here we are 3 years after the disaster and nothing has changed. Nothing has changed except for the fact that the government keeps trying to brush the issue under the rug and cover up… Unfortunately the cleanup up the site has not progressed they are to the point now where there is so much contaminated water collecting at the site that now the only choice they have is to dump it into the Pacific Ocean. The rivers in Fukushima Prefecture were contaminated at the time of the accident. That contamination is now flowing toward the Tokyo area, contaminating the Tokyo water supply. So environmentally things have not gotten better they’re actually only getting worse.

    Japan Times, Sept. 17, 2014 (emphasis added): [Deceased Fukushima Daiichi chief Masao Yoshida] repeatedly talks of “death” in the initial days of the crisis as the realization sinks in that the nuclear fuel had already started to melt.
    Mainichi, Sept 12, 2014: “Nobody came to help us. I am still full of resentment and bitterness,” Yoshida said… heaping scorn on [the] TEPCO President… and calling him ”that man.”
    Xinhua, Sept 11, 2014: Masao Yoshida [revealed] the government had utterly failed to understand the gravity of the workers’ situation at the plant… three days into the crisis the chief had lost hope and was losing his grip on the situation… politicians and TEPCO officials at the headquarters were clueless as to the dire predicament he and his workers were in, including those who had been exposed to potentially lethal levels of radiation.
    Kyodo News, Sept 14, 2014: [Satoru] Hayashizaki and his coworker opened the door to the [No. 3] suppression chamber’s room… “My hands, covered by rubber gloves, instantly got hot”… Hayashizaki felt groggy… he put his right foot down on it only to see the rubber sole of his shoe melt instantly, leaving a black smear… He was alarmed to see [his dosimeter number] rising rapidly, even though he was [back] in the control room… everyone else’s dosimeters were rising… [He] thought he might die… and started writing a farewell letter.
    Kyodo News, Sept. 14, 2014: Mitsuhiro Matsumoto, 47, was outside during both explosions… he [became] unable to believe anyone or any of the information he received. “I completely lost my will to fight”… Many [workers] had already absorbed more than 100 millisieverts… A man injured by the rubble was soon brought in on a stretcher… there were no doctors… Another man [was] in a state of panic… Those feeling ill were taken to a meeting room… Tepco quickly ran out of mattresses and had to put down cardboard for them to lie on… the door closed behind [Yumiko Kato and a reactor operator] shouted: “Is that an explosion? Again?” He then clasped his arms around his knees and trembled, muttering “I am afraid, afraid, afraid.”… “I want to go home,” a young female Tepco employee said as she started to cry…[Kato] said, “Let’s believe in our people, because they are working very hard.” The situation, however, only got worse, cornering everyone at the plant.
    IRSN, France’s Institute for Radiological Protection and Nuclear Safety (at 11:00 in): “At first sight there was no acute radiation syndrome observed in the weeks following the accident, , as was the case of the first rescue workers during the Chernobyl accident. These figures are to be taken with great caution because of severe degradations due to the tsunami… Medical checkups are now implemented by the Japanese authorities.” >> Watch the video here
    Contrary to IRSN’s claim about medical checkups, NHK recently reported, “Screening of workers is left up to the contractors […] they’re not obliged to submit data. [A gov't adviser says they need] a centralized system to collect health data right away.” And according to the Asahi Shimbun, “Many companies involved have failed to conduct medical examinations.. [It's now] impossible to check whether workers have suffered health problems.”
    CBS News discussed radiation sickness after the explosions: Prof. Cham Dallas, a nuclear energy expert, you’ve been in contact with both the Japanese and the US government throughout this process… Let’s talk about radiation exposure… Dallas: “There’s some disconnects here. We’re being told by the Japanese government that the radiation levels are very low… We have reports of people with radiation sickness.
