District Information
Overview of the 5th Congressional District in Sacramento Ca. Paul Smith
Republican for the 5th CD (Sacramento).

The district had been held by the Matsui family for 30 years. Robert
Matsui died in office in 2005 and his wife Doris basically was appointed
to take the seat. In 2005 the special election saw her take the
majority of votes.



Registration

As of 7/14/2010 here are the numbers for the 5th CD. Total voters 307,185. Dems 161,288 (up 1,673 since last year) Reps 72,214 (up 14,667 over last year) DTS 59,269 (down 16). Remaining parties are a combined 14,000+-.



2010 Overview

Doris Matsui has continued to rest on her laurels and her deceased
husbands name since 2005. In August of 2009 I held a Health Care
Townhall meeting. Had about 100 in attendance. This forced Matsui to
have to hold one of her own and she was critical of me holding one only
to be forced into doing one herself. The Sacramento Bee has continued
to hammer her in the paper and this has never happened before to the
Matsui Dynasty. It is entirely possible they may endorse me as they
refused to endorse Matsui in 2008!



I received considerable radio coverage KFBK, KTSE, and KTKZ and Fox 40 News, who ran a spot on my Townhall Meeting. The Matsui name recognition has mostly disappeared from the voters mind. Any press she has received has been negative in the past year.


What's different in 2010?

I guest host a political radio show on KTKZ. I am a frequent caller
and contributor to the station and this allows me to go after Matsui for
free, since she has refused to come on the air. My name recognition has
increased as all the news media have my cell number and have called me
for interviews. The mood in the country has changed as voter
dissatisfaction with Congress and the Dems has fueled the march towards
a Republican candidate and conservative ideals.


What is needed now.

My immediate need is to cover the fee to register in the Primary of
$1,740. Additionally my accountant is still owed $2,300 for all the FEC
filings she had to do to keep me legal. That needs to be paid off, so I
can run again. I will need to raise another $2,000 to pay for her
services in the coming months.

Also I need to start having some meet and greet fundraisers at some
homes to raise money to hold some additional Town Hall meetings of my
own. I would need to raise about $20,000 to cover some tele-town hall
meetings based on numbers I have received from the Lungren folks.

I would like to go live video for TownHall meetings as I have been
working on that avenue and think I can perfect this.


Strategy

With the tide of un-happiness with the voters, over Cap and Trade,
Health Care and the un-employment rate, if there was ever a time to pick
off a Democrat, this will be the year to do it. Matsui has a few
scandals to answer to. The firing of IG Gerald Walpin (Kevin Johnson
issue), her taxes in Maryland. Her campaign contributors that received
stimulus money (Railyard project ), abortion and gay marriage issues
that she will have to defend. She votes 100.% Democratic and I will
expose her for the zero that she is. All the scandals are well documented on HogueNews and I will be more than happy to expose her as a dishonest tax and cheat politician.

She cannot speak in public and has no charm or appeal when she has to
think on her own. I would destroy her in any debates and her and the
Dems are aware of this. It would be very beneficial to tie her up this
year and keep her from helping to defeat Dan Lungren in the 3rd. The
more she has to spend in the 5th, the better it will be for us to hold
the 3rd.


How

* The immediate goal is to register 10,000 Republican voters by
November 2010 Additionally with my county party contacts, I plan on
having 150 precinct captains that will deliver high quality door hangers
and political information for my campaign
* The goal is to compel them to go to my website and register and
give me their email or text message address, so I can further
communicate with them.
* Capture 30,000 addresses by the Election
* Raise $100,000 through all areas available to me and tie up
Matsui in this district.
* Hold four Public TownHall Meetings during the Primary and
another four during the General Election
* Pay a webmaster to update my exiting website daily
* Keep Matsui's money in the 5th CD so she will be unable to
assist other races
* Target 20,000 DTS voters in the district and market to them
weekly with a mail out until I get a base of emails from them



What I believe.

I couldn't have asked for a better opponent than Doris Matsui. She has
never had to campaign, or walk a precinct. She is not used to being on
the defensive and cannot speak much more than the party line. I, on the
other hand, have spoken, written and blogged extensively on the issues
and will be happy to embarrass her every chance I get.


I hope that together we can go forward and make the 5th CD a model in
how to defeat an entrenched Democrat regardless of the registration
numbers. This will be the year to do it and we need to take advantage
to the gift we have been handed by Obama and Matsui.

Long Term

By carving out a bigger share of the vote in this district in 2010, the
Republican party will be setting itself up for taking this seat when the
Congressional re-districting comes in 2012. As we have seen in the
Scott Brown victory in MA. Anything is possible and with the mood of the
country, and I intend on picking off Matsui this time.


The 5th is bordered by Dan Lungren (3rd)to the east and south, Tom
McClintock (4th) to the north and east, and Wally Herger (2nd) to the
far north. All should retain their seats in=20

If elected or re-elected to the US Congress, I will oppose any form of Amnesty or path to citizenship for illegal aliens, including Comprehensive Immigration Reform which would turn millions of illegal immigrants into voters thus destroying future borders of America. I will use the full power of my office, including impeachment if necessary, to insure the Executive Branch secures America's border immediately and begins to adequately enforce the existing immigration and border laws of the United States, which were enacted by Congress at the behest of America's citizenry. I understand that the failure of the Executive Branch to secure our borders and enforce existing immigration laws is depriving all Americans of a Republican form of government and depriving our states of protection from invasion as mandated by the US Constitution. I intend to use the power of Congress to immediately remedy this problem that is costing many Americans their jobs, wages, taxpayer resources, property, security, and sometimes their very lives.
