    OTAY MESA, Calif. (AP) - Customs and Border Patrol officers made a surprising discovery in the engine compartment of a white Ford pickup truck at the Otay Mesa border crossing earlier this week -- three undocumented Mexican citizens hiding under the hood.

    A dog alerted officers to the hood of the Ford F-250.

    It was wired shut, so officers had to use a crowbar to open the hood, and found two women and a man inside.

    One of the women sustained burns to her arm, abdominal area and leg during the trip, and was transported to a hospital.

    "The U.S. Congress and the American people seriously question the ability of Mexican motor carriers and drivers to adhere to our country's strict safety rules, as well as the administration's preparedness and willingness to ensure Mexican truck drivers obey our homeland security and immigration rules," said a letter signed by 114 House members and sent to the White House on Monday.
    The U.S. Congress and the American people should seriously question the intentions and the actions of this wayward President who seems hell bent on violating the Constitution.

    FMCSA extends comment deadline for cross-border program

    The Federal Motor Carrier Safety Administration is extending the comment period for its Federal Register notice concerning the Mexican cross-border trucking demonstration program until the close of business July 9.

    The comment period was to have expired June 28. The FMCSA cited glitches in the docket computer service as the reason for the extension. Comments can be made by clicking here. The required docket number is FMCSA-2007-28055.

    “In the spirit of transparency, we have extended the comment period to give the public more time to review supplemental information added to the docket and because of technical problems due to relocation of the docket computer servers, which interfered with viewing access,â€

    FMCSA: Federal Motor Carrier Safety Administration (cushy job)

    Domiciled: "domiciled in Mexico" means "owned or controlled by someone in Mexico".

    Border Commercial Zone: "a commercial zone ... any portion of which is contiguous to the border" between USA & Mexico

    CMV: Commercial Motor Vehicle —Â*ie, a truck

    The plan is to allow 100 Mexican domiciled trucking companies access to US roads throughout the country. Specifically, access will be granted to "long-haul Mexican CMVs". This is a "demonstration project" and a "pilot program". This is not even the real deal... if this goes through, one (1) year from now —Â*BUSH STILL PREZ — they'll let EVERY Mexican trucking company in.

    • One of Bush's first acts in 2001 was to try to reopen this border to Mexican trucking.[/*:m:3h92f2eu]
    • In November, 2002, Secretary of Transportation Norman Mineta claimed that "authorizing Mexican carrier operations beyond the border commercial zones does not pose an unacceptable safety risk to the American public."[/*:m:3h92f2eu]
    • Within days, Bush authorized Mexican trucking companies "to provide cross-border cargo" and "scheduled passenger transportation beyond the border commercial zones." Mexican buses can already roam wild and free (!)...[/*:m:3h92f2eu]
    • In January, 2005, the DOT's OIG (see above definitions; when you get the lingo you're cool) claimed that the FMCSA had "sufficient staff, facilities, equipment, and procedures in place" to warrant opening up the borders to Mexican trucks.[/*:m:3h92f2eu]
    • On February 23, 2007, US Secretary of Transportation Mary E. Peters and Mexico Secretary of Communications and Transportation Luis Te´llez Kuenzler announced this proposed "demonstration project" which is aimed at fulfilling the dreams of NAFTA.[/*:m:3h92f2eu]

    How Mexico Views America

    Before 1982, U.S. trucking companies were not allowed the same access to Mexican markets that Mexican trucking companies enjoyed in this country. Under Reagan, the Bus Regulatory Reform Act of 1982 imposed a moratorium on the issuance of new grants of operating authority to Mexican trucking companies. To date, this reciprocity issue with Mexico has never been resolved.

    Clinton tried to open the borders back up. January 1, 1994, Clinton relaxed the 1982 Reagan moratorium. Clinton allowed Mexican bus companies to conduct charters and tours in USA. Congress did not let Clinton allow Mexican long-haul trucks in, however.

    Bush has been — just like Clinton — aiming to gape the borders since day one.


    IN OTHER WORDS...

    Mexico NEVER lets US trucks roll on its roads....

    But America starts letting Mexico push its hands farther and farther up her leg (to use an analogy).

    In case you thought things had changed...

    Whilst the DOT and FMCSA have greased the wheels and have everything all laid out wide open for Mexico's trucking companies to com here...

    The Mexican government still doesn't have a working plan to allow US trucks into Mexico (!). It "is finalizing an application form and procedures for use by interested U.S. motor carriers."
