    I think I know why they do not want these terms used. When my beloved *coughs* ex went to the police academy, he told me about one instructor who warned them never to charge anybody with "rape". The reason being is their was no crime in that state against rape. You need to call it "sexual assault" on all forms and in all reports and testimony. Failure to do so will result in automatic dismissal of the case, because the word "rape" is not found in the statutes. Since the term used in all federal statutes is "Illegal Alien", they may go for the legal argument that being an 'undocumented worker" is not a crime, because that term is not mentioned in any of the laws. Being an "illegal alien" is.
