I suspect it is also to protect them from angry Americans lobbing rocks, bottles, etc. through the glass.

DHS buses have had opaque windows for many years.
It has several purposes.
It keeps people from taking pictures of sad looking children and mothers.
It keeps prisoners from making obscene gestures at people in cars.
You can't tell if the bus is empty or full.
You can't tell if the bus has illegal aliens or border patrol officers in full riot gear.
In hot weather it reflects the sun to help cool the bus.
