    Biden says he’s ready to be president
    .S. Sen. Joe Biden is trying to build the case that his 35 years in Washington, D.C., make him the best candidate to be the next president.

    The Delaware Democrat told a Fort Dodge audience Monday that he’ll be able to leave the inaugural parade, walk into the White House and begin making critical decisions immediately.

    ‘‘This is not a time when we’re going to be able to have the luxury of hoping that the next president of the United States has an idea of what he or she is going to do about these crises,’’ he said. ‘‘There is going to be no time for on-the-job training.’’

    The latest crisis in Pakistan, touched off by the assassination of Benazir Bhutto, is just another example of why experience is needed in the White House, Biden said.

    But that’s just one of many problems the next president will have to face, he added. Leadership, he said, is needed on the Iraq war, Middle East peace, immigration, health care, energy and education.

    He said he has ‘‘been able to take, in my career, very, very complicated divisive issues and get consensus on them.’’

    Biden spoke to about 90 people at the Bonanza restaurant in Crossroads Mall. It was his second visit to Fort Dodge in about two weeks.

    ‘‘I think he’s a smart man,’’ said Leighton Hansen, an undecided voter from Fort Dodge who was in the audience. He said he was impressed with how Biden answered questions from the people.

    One of the first questions Biden answered was about the presence of illegal immigrants in the country. He dismissed the idea of rounding them up and deporting them. Instead, he proposed a system that would allow those immigrants a chance to apply for citizenship.

    He said if he became president, he would instruct illegal immigrants to report to federal facilities for a criminal background check. Those who turned out to have criminal records would be deported, he said. The immigrants who didn’t show up for the background check would also be deported when authorities found them, he added.

    Those that have no criminal record and can prove they’re working, paying taxes and learning English would be placed ‘‘at the back of the line’’ of all the people applying for U.S. citizenship, Biden said.

    He said he’s not happy about how the immigration issue is being used in the current election.

    ‘‘Throughout our history the United States has been built on two things — immigration and religion,’’ he said. ‘‘Today, immigration and religion are being used as wedges to divide people.’’

    Biden said he would attack the national debt by allowing the tax cuts championed by President George W. Bush to expire.

    To keep Social Security solvent, he proposes raising the cap on earnings that are taxed to support that program. His Social Security plan is very similar to that of rival Sen. Barack Obama, D-Ill.

    Americans now pay Social Security taxes on the first $97,000 of their income. Both Biden and Obama want to raise that $97,000 cap. Biden said Monday that raising the cap to $118,000 would ‘‘add 14 years of solvency’’ to the system. Social Security, he said, is now projected to be in the black through 2041.

    Biden said if he’s elected, his first executive order would require the federal government to buy only vehicles that get 40 miles per gallon or more. That order, he said, would send automakers scrambling to make 40 mpg vehicles because the federal government is such a huge customer. The result, he predicted, would be a surge of new fuel efficient vehicles into the market.

    He just doesn't get it. The "back of the line" is THEIR HOME COUNTY, no here!
