California Democrats Outsource Unemployment Check Processing to India Nationals While Residents Need Jobs

During the 2012 presidential campaign, Barack Obama and his court jester Joe Biden sounded like broken records as they kept repeating charges of Mitt Romney exporting American jobs overseas. Biden chided the charges so often that it became annoying enough to make anyone want to slap that stupid smile off his face.

Democrats across the land picked up on Obama and Biden’s claims of shipping jobs overseas and said that they would never do that while Americans were in such need to find jobs here at home.

They pretended like no one would notice that they were guilty of doing the same thing. If you recall, the nearly $1 trillion Stimulus package was meant to create jobs here in the US and spur the economy. Americans weren’t supposed to know that $20 million of US taxpayer money used for the Stimulus went to John Hynansky, a large campaign donor to Joe Biden. The money was to be used to help him create jobs by opening a luxury car dealership. However, the dealership was in the Ukraine and so were the jobs.

Obama was also guilty of the job hypocrisy by having the Defense Department award a large contract worth $345 million to Brazilian company Embraer for the construction of military aircraft. Companies in the US had bid on the contract which would have created over 1,400 jobs here in America, but Obama felt it was more important to put Brazilians to work instead of Americans.

California is run by liberal tyrant Democrats that idolized Barack Obama and his anti-American economics. Don’t forget that some of the most liberal and whacked out members of Congress hail from California – Nancy Pelosi, Maxine Waters and Barbara Boxer – to name a few. Internally, California is also run by liberal hypocrites, starting with Governor Jerry Brown.
Currently California has an unemployment rate that is about 1% higher than what the White House erroneously reports for the enter nation. Thousands of California residents are looking for jobs. Many of them would be more than happy to land a job with the state processing things like unemployment checks.

I wonder how many of California’s unemployed would be upset to learn that California’s Employment Development Department is using India nationals to process their unemployment claims. The state has hired Deloitte, an IT company, which in turn has hired citizens from India here in the US on H-1B visas to do the work that California residents are perfectly capable of doing.
This seems to be a growing trend in the US, especially in California where Southern California Edison is replacing numerous employees with workers from India with H-1B visas. If that’s not insulting enough, the company is forcing American workers to train their foreign replacements before being laid off.

Current immigration policies allow for 65,000 H-1B visas to be issued each year. Supposedly these special visas are to be used for foreign nationals who possess skills that Americans don’t have or that there are not enough skilled Americans to fill the needed jobs. But as we are seeing, these visas are not being used in the manner prescribed by law, but are being used to push thousands of Americans out of work.

If that’s not bad enough, realize that Barack Obama has proposed to increase the number of H-1b visas from 65,000 per year to 195,000 a year. If successful, Obama will be putting another 130,000 Americans a year out of work by allowing companies to replace them with foreigners.

Once again we see that Obama’s policies are only meant to destroy America, not save it. His ‘change’ is not the change Americans want nor can afford to allow to happen. Sadly, we don’t have any conservative politicians willing to stop him.

And a subservient media will do its best to make sure that Americans do not learn that giving American jobs to foreigners is not necessary. 'Bama once said in an interview that his economic policies are those of a moderate Republican. IMO his policies seem like those of someone who really wants to thumb his nose at Americans.

At one time in the recent past, Governor Brown had a non-profit which attempted to give entry-level jobs to the poorest Americans. Looks like that has been thrown aside.

It's insanity, and our Constitution protects US from this madness if only people would realize it. Under our Constitution, Congress has the authority to establish a uniform code of naturalization, and after 1808, has the authority to prohibit immigration. However, it has no authority at all of any kind to admit immigrants or other imported labor. It has no authority to issue federal work permits to foreign persons to compete with Americans for jobs, because it has no constitutional authority to issue any work or resident permit to any immigrant. It has no authority to issue green cards, work visas, or otherwise, only the States have this right. The only right the federal government has with respect to immigration admitted by the States, is to prohibit and/or tax it after 1808, and decide through its uniform naturalization code, when those immigrants can become US citizens.

This applies to Congress who has been willy nilly authorizing the Executive Branch to hand out green cards and work permits to foreign persons in direct violation of its authority under the US Constitution, and it applies to the Executive Branch that is bound not only by the limitations set forth by Congress but also the US Constitution, and it applies to the Courts that are of course bound by all the limitations of the US Constitution.

So to be clear, NO ONE in the federal government, from Congress to the Executive Branch to the Judiciary, has the authority under the US Constitution to admit any immigrant to the United States. This right is solely the States Rights, and the only authority the federal government has after 1808, is to prohibit such immigration and prevent it or tax it.

We are not a "nation of immigrants". We are a nation that established a federal government to prohibit and prevent immigration.

We're supposed to have smart people in our government who at minimum understand their limitations under the US Constitution. We have a Congress filled with lawyers, who have in addition to their own law degrees, hundreds of staffers with law degrees, we have an Executive Branch filled with lawyers, and a federal Judiciary comprised solely of lawyers. Now, tell me, please, why none of them understand that they have NO RIGHT, NO AUTHORITY and NO POWERS to admit immigrants into the United States to steal from the American People. Here is the section on immigration:

    (US Constitution
    Article 1.)

    Section 9.

The migration or importation of such persons as any of the states now existing shall think proper to admit, shall not be prohibited by the Congress prior to the year one thousand eight hundred and eight, but a tax or duty may be imposed on such importation, not exceeding ten dollars for each person.
The reason for this section of our Constitution is so obvious and so straight forward that a third grader would understand it, but for those who might not get it for whatever reason, they need only to scan up to the Preamble of the US Constitution for clarity:

We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.
Immigration not wanted by the States contradicts all of this. It splinters our union, generates injustice, disturbs and disrupts the domestic tranquility, threatens national defense, harms the general welfare of our people, and deflates and fractionalizes the blessings of liberty for our citizens and their offspring.

It's way past time to grind this nonsense to a halt and abide the Constitution we all rant and harp about but which too many essentially ignore or disregard. Therefore, we must pass a 10 Year Moratorium on Immigration, fix the problem and reset the system so that it a) abides the US Constitution and b) preserves and secures this nation for the people of the United States for whom it was intended and outlined so eloquently by the Preamble to the US Constitution.

Critics want to attack those of US trying to get this immigration problem under control as "nationalists" and "xenophobes". Well, no, actually, we're neither "nationalists" nor "xenophobes". Most of US are simply individuals who believe in a nation that protects the liberty and individual rights of its citizens. As such, we oppose the outrageous influx of immigrants who at certain numbers as a group of foreign persons threaten all of that. Our country wasn't formed to have major sections of our biggest cities mapped with boundaries that delineate Poverty-Stricken Black Citizen Ghettos down the way from Thriving Immigrant China Towns, whose political elections are influenced by Latino Immigration Groups, or whose politicians have been bought up by foreign drug cartels, foreign persons, foreign corporations or foreign governments beholding to them.

We've become a nation of countries within a country. No, this is neither the American Dream nor the American Promise of the United States. The American Dream was to be free to live, work and prosper in our country with the American Promise of justice, domestic tranquility, national defense and general welfare, with our interests and liberty secured by the government our Constitution created for that purpose.

This is not a criticism of legal immigrants who came here in good faith according to our laws. You are here, you are welcome, and you are now part of the people of the United States. But there is a point of diminishing returns when federal immigration laws allow too many to come at any one time, especially considering the fact that federal authorities actually have no authority under the US Constitution to admit any immigrants into the United States.

That right was and has always been a States Right under the US Constitution and not a right, power or authority of the federal government. Legal immigrants need to join the citizens of this nation to stop this madness, otherwise the American Dream you sought here will be lost to you and your children, and you will find yourselves back at square one trying to survive in a situation you thought you'd left behind because our government breached its contract to uphold the American Promise to secure the American Dream for the people of the United States and our posterity.

EDD hiring hundreds, plus IT help, to send out late payments

Taxpayers will pay for new EDD software help

    Published 8:29 PM PST
    Feb 07, 2014

SACRAMENTO, Calif. (KCRA) —The state will soon hire hundreds of people and spend even more money on overtime and outside information technology help to try to speed up the delivery of unemployment payments to jobless Californians.

The problems surfaced after a botched software upgrade at the Employment Development Department last year.

On Friday, the agency announced fixes that are likely to help people waiting for unemployment benefits. But it’s not clear how taxpayers will react to news that EDD will also have to pay more for new software help.

The announcement was released in a letter issued by the state’s top labor official and lists remedies including creating 280 new positions, hanging on to 250 workers that would otherwise have been let go and hiring another 205 people to replace others who have left.

Officials expect the new hiring to go a long way in processing claims faster and in answering phones.

EDD has not answered the majority of phone calls from customers, especially since it lost federal money for staff last spring.

The agency will spend $43 million on the hiring and other fixes, but that doesn’t include paying an outside IT consulting firm for help fixing problems connected to the payment system.

The new system was created by Deloitte and launched in September.

EDD hired M Corp to make the fixes, which center around syncing the agency’s old legacy software with the new system.

The lack of communication between the two systems has been central to the agency’s tech problems during the last five months.

Several of EDD’s own IT employees have said they repeatedly warned top managers about the syncing issues and urged them not to launch the new system when they did.

M Corp is familiar with EDD’s system and has been a subcontractor for Deloitte. But EDD said its new contract with M Corp does not include Deloitte.

M Corp will be paid $600,000, though that amount is likely to rise as the company’s work at the agency is expected to expand, said EDD spokesperson Loree Levy.

The expense comes after the state had already paid Deloitte more than $100 million for the new system. That system was supposed to be automated and include extensive online self-service features that would reduce the need for workers.

The agency had long touted that, arguing years ago that it expected to lose federal funding, and eventually staff. But the online portion that would be seen by customers can’t be launched until the system is stabilized, Levy said.

The problem-riddled system has irked lawmakers, who have pressured EDD for months to respond to customers and speed up the payments.

One problem, lawmakers believe, is that the contract with Deloitte was not strictly or even consistently managed by the state.

"This is a long-running issue,” said Assembly member Ken Cooley, D-Rancho Cordova.

Cooley sits on the Assembly Insurance Committee, which has been working with EDD on solutions.

“There have been changes in management, in governors, in department heads,” Cooley said. “I think this contract got away from people and so we really have to focus on how do we change things."

Deloitte has defended its work at EDD and in other states where unemployment payments have been halted by the launch of the company’s software.

The $43 million expenditure is federal money freed up thanks to a change in the mix of sequestration cuts. It means EDD will be able to keep money it was set to lose.

It also means that another state agency or service may suffer cuts it did not expect, but those details were not immediately clear Friday.

The new plan detailed in Lanier’s letter included implementing a virtual hold feature and automatic call notification technology, allowing customers to at least get a call back from EDD.

Customer service improving for Californians using EDD

Employment Development Department director testifies at state Capitol

    Published 7:27 PM PST
    Mar 04, 2015

SACRAMENTO, Calif. (KCRA) —The new director of California's Employment Development Department was grilled by state senators Wednesday at the state Capitol as the department continues to work out bugs in its system.

"What I will tell you is we are doing the best that we can with what we have," Patrick Henning told lawmakers.

Henning, the new EDD director, said the department in charge of unemployment benefits is still trying to improve its much-maligned computer system.

"I believe that the system that we have during the time that I've been director -- that we have been good stewards of those precious funds," Henning said

At EDD's Sacramento office on Broadway, client Phillip Smith told KCRA 3 he's noticed some big changes.

"They help you out more on the floor," Smith said. "They show you compassion, that they're willing to help. They go out of their way for you."

There are signs of improvement at EDD, but in previous audits, the department has been blasted for failing to pay unemployment benefits on time and for slow service, prompting a statewide mandate for corrective action.

The biggest change involves the hiring of more than 400 additional workers to handle the increased case load.

However, critics contend there is still much more work to be done.

"Even though they had implemented the new phone system, there were still a lot of callers who were not able to get through," state auditor Elaine Howle said. "Their calls were blocked. They were not able to reach an agent."

In a statement, Henning said that EDD is adding "UI Online and a mobile solution launching at the end of April. (That would) provide increased access to our services for our customers. That enables us to be better prepared to provide assistance in the next economic downturn."

The Legislative Analyst's Office noted that EDD still owes $8.7 billion in outstanding federal loans for unemployment benefits.

"We are paying them $184 million a year on interest alone, so that's a big impact," Sen. Tony Mendoza told KCRA 3.

Mendoza chaired Wednesday's hearing of the Senate Labor and Industrial Relations Committee.

The biggest impact for paying back that loan will fall on California employers and taxpayers. But at the ground level, EDD clients like Smith are pleased with the changes in customer service.

"They have changed it around a lot to where it's noticeable," Smith said.

The California legislature approved $47 million in extra funding last year for EDD to help pay for that additional staffing and to provide faster customer service.

You spent $100 million on a new system that doesn't work so you could lay off 200 state workers? Really? Well, how did that work out for you?

    You make me sick.
