    Just talked about expanding visa quotas and limmiting regulations....Indirectly said there are jobs Americans won't do. Claims that they are accomplishing what congress tried to get done last summer by tweaking existing laws to the full extent. Claims that the problem won't be solved unless congress can pass CIR

    I missed most of what Gutierrez said, because I got a call from a friend. FRom what I saw he was pushing CIR as well. Claimed that produce was not being picked because of lack of workers. Said that if we do not allow in more foreign workers, then the only alternative is to outsource.
