    Could be. But he didn't say he was going to do that, the question was would you consider putting a Muslim in the Cabinet, and his answer was "Would I consider a Muslim-American for my cabinet?" "Yes, absolutely." Meaning he wouldn't discriminate against a Muslim-American simply because they're Muslim. The only alternative would have been to say "No, absolutely not", which would be an illegal unconstitutional stance.
