About 40 percent of the estimated 11 million or so “illegals” in the United States did not sneak across the border. Instead they overstayed their visa.

Jim Jenkins, independent candidate for the U.S. Senate in Nebraska, throws out that statistic occasionally to show how partisan paralysis in Washington holds back government from solving problems.

The factoid bears up under scrutiny, accepted by sources as diverse as Fox News and Politifact. It’s a bit soft, obviously, because no one knows precisely how many people are in the United States illegally. But the reality is that a high percentage of those in the country illegally overstayed their visa.

Americans should pay more attention to the information. What it means is that the United States could build an impregnable wall a mile high around the entire country -- Canadian border and shoreline included -- and still not solve the immigration problem.

Anyone who thinks that someone who enters the country with a visa is not as serious a threat as someone who skulks across the border has not been paying attention.

All of the terrorists who participated in the 9/11 attacks entered the country with a visa. In 2012, a Moroccan was sentenced to 30 years in prison for plotting to detonate a suicide bomb at the U.S. Capitol. He entered the country on a tourist visa, according to Fox News. Hosam Smadi was sentenced to 24 years in prison for plotting to blow up a Dallas high-rise. Smadi overstayed his 90-day tourist visa, according to Fox.

Insisting that America secure its borders before dealing with other facets of immigration reform is a cop-out.

It allows politicians to avoid taking responsibility for inaction.

Remember when a bipartisan immigration reform bill passed the Senate last year? Opponents insisted that the bill did not do enough to secure the border, even though Sen. John McCain pointed out it would have doubled the number of border officers and doubled the length of pedestrian fencing. “We'll be the most militarized border since the fall of the Berlin Wall,” McCain proclaimed.

Both Nebraska senators voted against the bill. House Majority leader John Boehner refused to let it come to a vote in the House.

And so, once again, nothing was done.

The legal pathways in the U.S. immigration system remain clogged with red tape. The U.S. has no viable system for tracking foreign visitors. The immigration system is a mess.

For too long, Nebraskans and other Americans have accepted the rationale that nothing can be done to reform the immigration system until the border is secure. It’s time to stop letting politicians get away with that lame excuse. They're just trying to dodge responsibility.

So the illegal alien invasion sympathizers at the Journal Star want concerns about securing the border dropped in order to pass immigration reform amnesty for millions of illegal aliens. Big shocker.
