    The mother is very young. I have a feeling the illegal alien in-laws have threatened her ... and she is very young, with a troubled past.

    I have recommended contacting Children Services and the other agencies you all mentioned. The local law enforcement is basically an undeclared sanctuary city (they don't report illegals for anything, but no law barring them from contacting a ICE).

    But other agencies just might get involved, hopefully.

    This young mother will find herself being helped, if she knows what is going on and has kept silent for fear, if she goes in herself to a children's services state office and talks to them, they will not only help, but also very likely put her and her baby in a shelter where they can be safe. The farther away from that situation, the better.
