    The moral corruption is much worse now. At least when we were in men were hitting on women within the ranks. Now, the MEN are hitting on the MEN.

    David Petraeus affair: Florida twins courted generals and racked up millions in debt

    Twin Florida socialites Jill Kelley and Natalie Khawam have emerged at the centre of the David Petraeus affair. Jon Swaine investigates their high-rolling lifestyles and access to America's elite.

    Twin Florida socialites who are at the centre of the David Petraeus affair gained intimate access to America's military and political elite through their high-rolling lifestyles even as they quietly racked up millions of dollars in debts and credit card bills.

    Jill Kelley, whose complaint over threatening emails prompted the FBI inquiry that has ensnared two top generals, is mired in lawsuits from a string of banks totalling $4 million (£2.5 million), court filings obtained by The Daily Telegraph in Florida show.


    Meanwhile Mrs Kelley's identical twin Natalie Khawam – who obtained testimonies to her good character from both Gen Petraeus and Gen John Allen during her own separate legal battle – declared herself bankrupt earlier this year with liabilities of $3.6 million, filings show.

    The 37-year-old sisters have emerged as central players in the saga gripping Washington's national security establishment since Mrs Kelley was named as the "second woman" allegedly harassed by jealous emails from Paula Broadwell, Gen Petraeus's biographer and mistress.

    They also have direct links to Florida's highest political circles, The Daily Telegraph has learned. Miss Khawam once dated Charlie Crist, the state's former governor, a Republican source said, while Pam Bondi, its Attorney General and a close ally of Mitt Romney, attended a function at Mrs Kelley's home.

    The sisters are also believed to have attended the farewell party for Sir Nigel Sheinwald, the former British ambassador to the US, in Washington last year. Peter King, a Republican congressman for New York who was at the event, told CNN yesterday that he had met Mrs Kelley at "one or two events at the British embassy". An embassy spokesman declined to check, saying that it would take too much time.

    Mrs Kelley, a mother-of-three and unpaid "social liaison" for the US military in Tampa, is said to have spared no expense at such parties to honour top brass stationed at nearby US Central Command. She was pictured at one event at her $1.2 million mansion in 2010 with Gen Petraeus, who arrived in a 28-man police motorcycle escort.

    Guests at Mrs Kelley's parties were treated to lavish buffets, drank champagne and puffed on cigars while being entertained by string quartets, according to insider accounts.

    Yet she and her husband Scott, a surgeon, were soon being sued for $1.9 million by Central Bank after allegedly failing to keep up with mortgage payments on a house they bought after starting their own property company. A similar $1.8 million property lawsuit from Regions Bank followed soon after.

    Later in the year, Regions Bank filed another claim against the Kelleys for $453,000, before Bank of America sued Mrs Kelley for $25,000 in allegedly unpaid credit card charges. All four cases remain open. The banks' lawyers declined to comment. Mrs Kelley's attorney did not return a request for comment.

    "There are obviously financial issues," said one associate of the Kelleys.

    "Scott goes to work and works his ass off, and Jill takes care of the social stuff, and gets them into the society pages. They are nice people, and I feel sorry for them".

    The sisters grew up in Pennsylvania, the daughters of a couple who emigrated to the US from Lebanon during the 1970s. Their parents, who had two other children, owned a middle-eastern restaurant and a vehicle registration firm, records suggest.

    "They are active in the G.O.P. social scene in Florida," said a Republican source. "They are fun, friendly and beautiful people and political folks like them. I guess they've hit difficult times". After being given a certificate at one event naming her an "honorary ambassador", Mrs Kelley is said to have begun using the title without the "honorary" prefix.

    Miss Khawam, a lawyer, called on their high-level contacts during a bitter custody battle over her four-year-old son in Washington earlier this year.

    Both Gen Petraeus and Gen Allen sent letters to the court supporting her case to overturn a ruling denying her custody.

    Informing the court in a September memo that he knew Miss Khawam well and had hosted her for dinner last Christmas, Gen Petraeus testified to having seen "a very loving relationship – a mother working hard to provide her son enjoyable, educational and developmental experiences".

    Two days later, Gen Allen – who is accused of exchanging thousands of emails with Miss Khawam's sister, Jill – made his own unusual intervention, writing on headed notepaper and signing off with his title as a general in the US Marine Corps.

    He said that she "clearly loves" her son, adding: "In light of Natalie's maturity, integrity and steadfast commitment to raising her child, I humbly request your reconsideration of the existing mandated custody settlement." Miss Khawam filed for bankruptcy in April this year, filings show. She owed more than $3 million spanning taxes, property debts, legal fees and personal loans to associates – including $800,000 from Mrs Kelley and her husband, who have taken her in at their Tampa mansion.

    Separately she is being sued in Maryland for $100,000 in legal fees and in Florida by her former boss Barry Cohen, a prominent Tampa lawyer, who claims in his lawsuit that she "fraudulently omitted Rolex watches, sable mink furs and a diamond ring" from her bankruptcy filing, which she denies.

    Mr Cohen's action came in response to a lawsuit against him from Miss Khawam, who accused him of breach of contract and failing to take action to a complaint of sexual harassment. Mr Cohen denies the allegations.

    Petraeus Sex Scandal Could Have Sunk Obama

    More than a week before the election, an FBI whistleblower went to a Republican member of Congress with explosive details about a national security scandal that could have stopped President Obama’s re-election campaign dead in its tracks. But the potentially devastating “October Surprise” was hushed up by Republicans.

    Although all the details are not yet available and new disclosures are coming every day, it appears that the scandal involves the CIA director leaking classified information to his mistress and the FBI not holding David Petraeus accountable for his immoral and illegal conduct. In short, it is the worst scandal of the Obama Administration and makes the third-rate burglary in the Watergate scandal look minor by comparison.

    Despite the explosive nature of the allegations, two Republican members of Congress, Dave Reichert and Eric Cantor, decided to pass on the information to the FBI director and take no action themselves. They didn’t even inform their colleagues on the House Intelligence Committee or in the House leadership. It was a terrible mistake on their part that enabled Obama to escape the damaging repercussions of the scandal right before what many conservatives called the most important presidential election of our lifetimes.

    Major news personalities now seem to be in a rush to play down the scandal even more. Suzanne Kelly, CNN’s Intelligence Correspondent based in Washington, D.C., said on Monday, “It is not illegal to have an affair,” in regard to Petraeus admitting one. The New Yorker’s Jane Mayer wrote, “Within the military, there are rules about adultery. But within civilian life, should there be?”

    Retired Army Maj. Glenn MacDonald, editor-in-chief of MilitaryCorruption.com, told Accuracy in Media, “While Petraeus is a retired Army general and a civilian, most recently director of the CIA, he is still subject to the Uniform Code of Military Justice (UCMJ). According to regulations, if an officer is drawing retired pay, they can be called back on active duty to face charges at court-martial. Since adultery is a crime in the military, it is possible, although unlikely, that General Petraeus could face legal action.”

    He added, “If he was charged, my guess is he would pay a fine and perhaps be reduced in rank one grade. Barring a finding of treason or leaking secrets, it is my educated guess Petraeus would not do any jail time.”

    The leaking of secrets, however, has now become the subject of several news reports, with claims of classified information on his mistress Paula Broadwell’s computer.

    Broadwell herself publicly gave information about the attack in Libya that appears to be classified. What’s more, The New York Times reports that FBI agents went to Broadwell’s home on Monday night “and were seen carrying away what several reporters at the scene said were boxes of documents.” The Washington Post reports that a senior law enforcement official said the agents were searching for any classified or sensitive documents that may have been in Broadwell’s possession.

    Because of Cantor’s failure to go public, the scandal exploded only after the election, as Petraeus submitted his resignation as CIA director and Obama accepted it. “I would like to congratulate President Obama on his re-election,” Cantor had actually said on his blog, knowing that Obama’s administration was engaged in a massive cover-up. Only later did he acknowledge, in response to a New York Times report, that he had the information that could have derailed Obama’s presidential campaign and possibly given Mitt Romney the presidency.

    Cantor, the House Majority Leader, had produced an 8,000-word report on October 23 assailing Obama for instituting an imperial presidency. He and his colleagues had been extremely critical of Obama’s management of U.S. foreign policy, suggesting that the war on terrorism had been badly mishandled and that the administration was covering up what really happened when four Americans were killed in Benghazi, Libya, on September 11. Petraeus was right in the middle of this scandal and was scheduled to testify before Congress about it.

    It was in this context that a whistleblower approached Reichert and then Cantor with information about the FBI cover-up of the CIA director’s activities. The whistleblower undoubtedly thought that the Republicans would take the information and act on it, exposing the high-level cover-up before the presidential election. Instead, Cantor was content to let FBI Director Robert Mueller, who was re-appointed by Obama, handle the investigation.

    But Cantor knew at that point, because of what the whistleblower had told him, that Mueller had not informed Congress about the probe and was failing to hold Petraeus accountable for his affair and the handling of the classified information. So turning the information over to Mueller was the equivalent of muzzling the whistleblower.

    “On Saturday, Oct. 27, Cantor spoke by phone to an FBI employee who told him about an investigation, including the details about Petraeus’ affair, and said he was concerned that classified information had been compromised,” reported Jonathan Karl of ABC News. The FBI employee first contacted Rep. Dave Reichert (R-Wash.), who then put the employee in touch with Cantor, Karl added. Notice the reference to “details about Petraeus’ affair.”

    The revelation of Republicans being in possession of advance detailed knowledge of the scandal was first disclosed by The New York Times, which reported, “…the F.B.I. agent who had helped get a preliminary inquiry started, and learned of Mr. Petraeus’s affair and the initial concerns about security breaches, became frustrated.” It is clear that that he went to Congress out of frustration with the failure of the FBI to go after Petraeus and his mistress.

    Cantor’s official statement was, “I was contacted by an F.B.I. employee concerned that sensitive, classified information may have been compromised and made certain Director Mueller was aware of these serious allegations and the potential risk to our national security.” (Emphasis added)

    The FBI, of course, was completely aware of these “serious allegations” all along. The FBI knew about the scandal but was not acting on it, which is why the whistleblower went to Reichert and Cantor in the first place.

    By going to Mueller, Cantor put the FBI whistleblower’s career in jeopardy. This helps explain why the whistleblower is fast becoming the subject of various negative news reports about his personal life. He trusted the Republicans and they failed him.

    If the Media did as good a job reporting on Fast and Furious, Hurricane Sandy and Bengazi as they have done digging dirt on Jill Kelly they might have more credibility. JMO

    WASHINGTON -- Tampa, Fla., socialite and military hostess Jill Kelley, one of the women at the center of the ever-expanding scandal that brought down former CIA Director David Petraeus, founded a questionable charity for cancer patients with her surgeon husband, Scott Kelley.

    Based out of the couple's mansion, the Doctor Kelley Cancer Foundation claimed on its tax forms that it "shall be operated exclusively to conduct cancer research and to grant wishes to terminally ill adult cancer patients."

    From the records, it appears that the charity fell far short of its mission. While the origins of the seed money used to start the charity in 2007 are unclear, financial records reviewed by The Huffington Post reveal that the group spent all of its money not on research, but on parties, entertainment, travel and attorney fees.

    By the end of 2007, the charity had gone bankrupt, having conveniently spent exactly the same amount of money, $157,284, as it started with -- not a dollar more, according to its 990 financial form. Of that, $43,317 was billed as "Meals and Entertainment," $38,610 was assigned to "Travel," another $25,013 was spent on legal fees, and $8,822 went to "Automotive Expenses."

    The Kelleys also listed smaller expenses that appear excessive for a charity operating froma private home, including $12,807 for office expenses and supplies, and $7,854 on utilities and telephones.

    Jill Kelley's sister, Natalie Khawam, was listed as the only other officer of the charity. This past April, Khawam filed for Chapter 7 bankruptcy, listing more than $3.6 million in liabilities, including $53,000 owed to the Internal Revenue Service and $800,000 owed to her sister and brother-in-law.

    Efforts to reach the Kelleys and Khawam were unsuccessful.

    TAMPA, Fla. (AP) — When news vans camped outside her stately home, a Florida socialite tied to the Gen. David Petraeus sex scandal fell back on her informal credentials as a social ambassador for Tampa society and top military brass: She asked police for diplomatic protection.

    In the phone call to authorities, Jill Kelley, a party hostess and unofficial social liaison for leaders of the U.S. military's Central Command in Tampa, cited her status as an honorary consul general while complaining about news vans that had descended on her two-story brick home overlooking Tampa Bay.

    "You know, I don't know if by any chance, because I'm an honorary consul general, so I have inviolability, so they should not be able to cross my property. I don't know if you want to get diplomatic protection involved as well," she told the 911 dispatcher Monday.
    Nearly all lines in the increasingly tangled sex scandal involving Petraeus lead back to Kelley, whose complaint about anonymous, threatening emails triggered the FBI investigation that led to the general's downfall as director of the CIA. And now Kelley is in the middle of an investigation of the top U.S. commander in Afghanistan over alleged "inappropriate communications" between the two.

    Kelley's friendship with Petraeus and his wife began when the general arrived in Tampa about 2008. Kelley and her husband, Scott, a cancer surgeon, had moved to the area a few years earlier and threw a welcome party at their home, a short distance from Central Command headquarters, introducing the new Central Command chief and his wife Holly to Tampa's elite, according to staffers who served with Petraeus.

    Such friendships among senior military commanders and prominent local community leaders are common at any base, a symbiotic relationship where the officers invite top locals to exclusive military events and functions, and the invitees respond by providing private funding to support troops with everything from morale-boosting "Welcome Home" parades to assistance for injured troops.

    She also met Gen. John Allen while he was at Central Command, and now investigators are looking at 20,000-plus pages of documents and emails between Kelley and Allen, some of which have been described as "flirtatious." The general has denied any wrongdoing.

    For her part, Kelley has taken a low profile since Petraeus' affair with his biographer, Paula Broadwell, became public. The Kelleys have retained high-powered Washington lawyer Abbe Lowell, who did not immediately return a call.

    On Tuesday, Kelley could be seen through the large windows of her South Tampa home. In the driveway was a silver Mercedes with a license plate marked "Honorary Consul." Kelley's identical twin sister, Natalie Khawam, also lives there.

    South Tampa is a conservative Southern community of big houses, big bank accounts, garden clubs and wives who pride themselves on volunteer work. A lot of the brass from MacDill Air Force Base, where Central Command is headquartered, live or socializes in South Tampa, and helping members of the military is a major volunteer activity.

    Former Mayor Pam Iorio said she went to several parties to benefit the military at the Kelleys' home, and they drew MacDill's top brass, including Petraeus. But they were by far not the only parties held around the city for MacDill's officers.

    "Our community's relationship with MacDill is just multi-faceted," said Iorio, who later invited the Petraeuses over to her own home for dinner. "It's something that is generational. People sincerely care about the military."

    Petraeus aides said Kelley took it to another level, winning the title of "honorary ambassador" for her extensive entertaining. Petraeus even honored Kelley and her husband with an award in a special ceremony at the Pentagon.

    The Kelleys invited then-Florida Gov. Charlie Crist to their home, but he never accepted.

    Instead, he had dinner with the Kelleys at a steakhouse in Tampa with Petraeus.

    "Lovely people. I remember I had a nice dinner with she and her husband and the general and his wife," Crist said.

    Ken Walters, a neighbor, said he went to a party the couple had to celebrate their first son's baptism. The Kelleys have two other children.

    "Natalie and her sister, they're certainly not shrinking violets," Walters said. He recalled that when the sisters first entered the South Tampa social scene, they "rubbed people the wrong way. I think they probably stepped on a couple of toes."

    Petraeus' affair with Broadwell was discovered after Kelley told an FBI agent friend she had received email warning her to stay away from Petraeus. The email turned out to be from Broadwell, who apparently regarded Kelley as a rival for Petraeus' affections.

    Kelley's family and Petraeus aides have said Petraeus and Kelley were just friends.


    In another strange footnote to the scandal, long before the case involving Petraeus got under way, the FBI agent sent Kelley shirtless photos of himself, according to a federal law enforcement official.

    Kelley's brother, David Khawam, told WPVI-TV in Philadelphia on Monday night that the allegations have spilled out quickly.

    "It's a shock. We're trying to figure out where the pieces are falling right now," he said in an interview at his law office in Westmont, N.J.

    He said his family left Lebanon for suburban Philadelphia's Huntingdon Valley in the 1970s to escape the turmoil in their homeland. His parents opened a Middle Eastern restaurant in Voorhees, N.J., called Sahara.

    "My family is very patriotic; we came from Lebanon at a young age," he said.

    Kelley later married and moved to Florida with her husband, who works at a cancer clinic.

    Jill and Scott Kelley have been involved in at least nine legal actions since arriving in Tampa, according to court records. Most involve real estate transactions, including one foreclosure and an $11,000 judgment against the couple in a Pennsylvania case.

    In another twist in the scandal, court records indicate that Petraeus and Allen intervened two months ago in a messy custody dispute on behalf of Jill Kelley's sister. Both four-star generals wrote letters supporting Natalie Khawam.

    The judge in the case awarded Khawam's ex-husband custody last year of their son. He also called Khawam, a lawyer, dishonest and lacking in integrity.
