This needs updating a bit. IMO

Joe legal makes $25hr but with all the bennies his employer is paying $40hr for his labor.

Jose Illegal is now also paid $25hr without bennies and still off the books.

You see even IA employers have to compete and as the IAs begin to dominate the industry they start demanding a little better too as the over supply of IA labor has begun to vanish. Econ 101
