    Modest growth as California population hits 37.8M

    SACRAMENTO, Calif. — California continues to grow at the same modest rate it did last year for a pace that brought the state population to more than 37.8 million, according to the state Department of Finance's latest population estimates released Thursday.

    California added 256,000 people between July 2011 and July 2012. That's a growth rate of 0.7 percent, which is about the same as last year's rate.

    The state found the bulk of California's growth was driven by natural births. Over the past year, the state logged more than a half million births compared with 234,000 deaths.

    The report also found that the state lost 14,000 people due to net migration, meaning more people left California than the number of people who moved in.

    While the state gained about 96,000 foreign immigrants, California lost nearly 110,000 people to other states.

    Chief demographer Bill Schooling notes that a large chunk of those who left migrated out of Los Angeles, San Bernardino and San Diego counties.

    The state uses different methodology than the Census Bureau to provide more timely information about population changes. In addition to tracking births and deaths, the state tracks driver's license address changes.

    California’s population grew to 37.8 million—a quarter of a million more people than the year before. That’s based on official population projections out Thursday from the state’s Department of Finance. The gain of less than one percent gainrepresents modest growth for a state that was growing at more than 1 percent a year—before the recession.

    Los Angeles, Orange and Riverside were among the counties that gained the greatest number of people.

    Los Angeles—home to more than a quarter of Californians—added another 50,000 people to top out at 9.9 million people. Orange added 24,0000 and Riverside gained 23,000.

    Most of the growth in the counties and throughout the state results from more people being born here than dying here. That’s been the trend for the last decade.

    The Department of Finance’s John Malson says the recession’s driven birth rates lower now than they were 5 years ago, almost exclusively among Hispanics.

    Malson says the sluggish economy also deterred migration to the state. In the last year, 14,000 more people left California than moved here.

    Orange and Riverside resisted that trend. Each gained more people from other states and countries.

    Riverside was the fastest growing county in Southern California—and the 4th fastest growing in the state. Most counties in that category were coastal areas, including a number of Silicon Valley and San Francisco Bay Area counties where economic growth outpaces the rest of California.

    New York saw the biggest net loss of residents to other states — almost 116,000.

    Illinois had the second-largest net outflow of residents, with about 73,500 more people migrating out of the state than moving into it.

    More than actual immigration, Hispanic births, many to illegals, are the primary reason for the explosive growth of this population.

    They always make it out as if "growth" is such a good thing.

    What about crime rates? You put enough animals in a cage and they will fight.

    What about water? Many parts of CA are in a perpetual drought situation.

    What about quality of life?
