EL PASO, Texas (CBSDFW.COM/AP) — More than 700 infants at an El Paso hospital have been exposed to tuberculosis by an employee infected with the disease, according to public health officials.
The city’s Department of Public Health says the infants along with about 40 employees at Providence Memorial Hospital were exposed.

Officials say they were exposed from September 2013 to August. The employee worked in the hospital’s nursery. Officials said employment and medical records were reviewed to determine which infants and employees were exposed.

Dr. Hector Ocaranza, the health authority for El Paso County, says the hospital workers have been tested and officials are waiting on results. Letters were sent Thursday to the parents of the infants directing them to undergo screenings.

Ocaranza says TB is treatable and the exposure doesn’t represent a public health threat.
The CDC warns that tuberculosis, if not treated properly, can be fatal.

The El Paso Department of Public Health setup a website to provide updated information to the community, including a detailed calendar of potential exposure dates.

5 babies test positive for TB in Texas exposure

    September 27, 2014 10:06 PM

EL PASO, Texas (AP) — Five babies tested have positive for tuberculosis in West Texas after a nurse assistant at an El Paso hospital nursery exposed hundreds of infants to the disease between September 2013 and last month.

The El Paso Department of Public Health said Saturday in a statement that none of the children have active TB, the deadly and contagious form of the illness. All five will be offered treatment, although the statement said that four of the children had been vaccinated in the past, meaning their results could be false-positives.

The department also says it is expanding the list of children who may have been exposed by 96, bringing the total to about 850. Authorities say that number could still increase.

So far, 200 babies have undergone X-ray and skin tests, according to the health department.

Hospital officials have said they "should have done more" when the employee's symptoms were revealed during her annual screening in July. She was tested in August and put on leave.

Tuberculosis bacteria typically attack the lungs but can also impact the kidneys and brain and, if left untreated, can be deadly. The bacteria are typically transmitted from person to person through coughs and sneezes.

Surprise: After Illegal Immigration Wave, Tuberculosis Plagues El Paso Hospital

    Katie Pavlich | Sep 29, 2014
    townhall.com

Earlier this summer when the unaccompanied minor crisis was at its peak (after really starting in October 2013) in Texas and Arizona, Border Patrol agents working inside processing facilities reported cases of Tuberculosis, scabies and other diseases being brought into the United States by unvaccinated illegal aliens. Warnings were issued by local communities about the impact these diseases could potentially have in the public school system where their children are educated. For example, protestors in Murrieta, California turned bus loads of illegal immigrants away, citing concerns about public health. Those protestors and people who warned about the spread of disease were accused of fear mongering and exaggeration.

Fast forward now to September and thousands of illegal minor children have been shoved into the public education system without meeting normal immunization requirements (because after all, they're entitled to it according to the Department of Education) and into local hospitals for medical care. As a result, cases of Tuberculosis are popping up with five confirmed infections and at least 700 children being put at risk. From NBC:

Five babies have tested positive for tuberculosis infection after an employee at an El Paso hospital exposed hundreds of infants to the disease, according to a statement released by the El Paso Department of Public Health.

And more from the Washington Post:

An employee working at Providence Memorial Hospital in El Paso, Tex., may have exposed more than 700 infants to tuberculosis.

Parents of potentially infected children received a letter from the El Paso Department of Health last week, according to ABC News. They include children born at the hospital between September 2013 and August of this year, when officials discovered that the unnamed female employee had the illness. The employee was originally identified as a nurse at the hospital. The hospital later clarified that she worked as a patient care tech.

Naturally, few in the media are making the connection between the most recent illegal immigration wave and Tuberculosis. According to the National Network for Immunization Information, Tuberculosis kills more people in the world than any other infection.

Bill for potential tuberculosis exposure is $10,000 so far, El Paso health officials say

Officials seek families of 14 babies

By Diana Washington Valdez / El Paso Times
    POSTED: 11/06/2014 11:10:33 PM MST

El Paso city public health officials said Thursday they billed Providence Memorial Hospital $10,000 for services related to the potential tuberculosis exposure of infants, and that the final cost could be higher. (Times file photo)

El Paso city public health officials said Thursday that they billed Providence Memorial Hospital $10,000 for services related to the potential tuberculosis exposure of infants and that the final cost could be higher.

"We have billed Providence Memorial Hospital for approximately $10,000 for services provided by the Department of Public Health (DPH) in September and were quickly paid by the facility. The total cost for the TB Event has yet to be determined," public health officials said in a statement.

The work included researching patient files, notifying the families, setting up the appointment lines and staff, screenings and administering treatments for babies younger than 6 months old.

The Public Health Department had announced that more than 860 babies were potentially exposed to the disease after a Providence worker who had contact with the newborns was diagnosed with active tuberculosis.

The Centers for Medicare and Medicaid Services warned Providence it could lose its federal funding over the massive exposure unless it came into compliance with certain patient safety requirements. The Texas Department of State Health Services sent Providence a letter Oct. 8 stating that the hospital's compliance issues were now under the state's jurisdiction and that the state would monitor it until Dec. 17.

The federal agency said in a report that it investigated after receiving a complaint about the exposure, but it does not identify who made the complaint.

Health officials said Thursday that they have contacted 98 percent of the 860 families with babies born at Providence between September 2013 and August 2014. So far, 720 of those patients (84 percent) have completed TB screenings at the health department or other medical facilities.

Eleven babies tested positive for the tuberculosis bacteria but seven of those are believed to be related to the Bacillus Calmette-Guerin anti-TB vaccine, which can produce a false-positive reading on the tests. Officials said none of the babies tested had an active case of the disease.

Health authorities reported they still need to contact the families of 14 of the 860 babies on the list.

The majority of newborns from the affected period live in El Paso or other parts of Texas. Fifty-nine are in New Mexico, 27 in Mexico, and one each in Arizona, Minnesota and Montana.

Officials have not explained fully why there was a delay between when the hospital found out about the employee's diagnosis in July and when the exposure was disclosed to the families.

Jimmy Rogers Jr., chairman of the Providence Memorial Hospital Board, which is part of the Sierra Providence Health Network, previously told the El Paso Times that hospital officials acted as soon as they learned about the problem.

On the hospital's website, Providence CEO Eric Evans said, "We continue to work closely with the El Paso Department of Public Health, other clinical experts and community leaders to ensure that affected patients receive screening and any necessary treatment as quickly as possible at absolutely no cost to them."

According to a Centers for Medicare and Medicaid Services report, the Providence employee had tested positive for latent tuberculosis, a dormant form of the disease, more than 10 years ago. The employee reported symptoms of active TB as far back as December, but was allowed to continue feeding and bathing newborns.

People with latent TB generally don't have any symptoms and can't spread the disease to others.

The city Public Health Department, citing privacy concerns, would not say whether the Providence employee was ever treated for the latent tuberculosis. Treatment can clear the body of the bacteria that causes tuberculosis and prevent a latent case from converting into an active and infectious form of the disease, according to the Centers for Disease Control and Prevention.
Tuberculosis is an infectious disease caused by the Mycobacterium tuberculosis germ, according to the CDC. It usually attacks the lungs, but can attack any part of the body such as the kidneys, spine and brain. If it is not treated properly, the disease can be fatal, CDC officials said.

"Parents who receive a notification letter are reminded that they should contact the Health Department as soon as possible to schedule an appointment," health officials said.

Parents can make appointments for testing as follows:

    • There are three numbers that can be used: 2-1-1, 212-6581 (new) or 1-877-541-7905.

    • For 2-1-1, callers are asked to select their language (1 for English, 2 for Spanish, 3 for any other language). They should then select option 1.

    • The appointment center is open from 8 a.m. to 5 p.m. Monday through Friday.
