Senators that switched from Nay's to Yea's from 1st to 2nd Cloture vote.

(7 Reps, 5 Dems)
(State distribution - 1 each, except Michigan: both switched! GRRRR!)

And the following senators either 'chickened-out' or went AWOL
in the last cloture vote:
