    More than $9 million of the State Department's money has been funneled to a nonprofit foundation started and run by Secretary of State John Kerry's daughter, Dr. Vanessa Kerry, with his acknowledgement, The Daily Caller revealed.

    The report also stated that Kerry "knew" about the program as he announced an extension from the Department of State's funding in 2014.

    "What we're talking about here is a multi-million dollar effort that will strengthen the capacity of healthcare workers to deliver lifesaving HIV services. [I]t will build on the Global Health Service Partnership with Peace Corps and Seed Global Health," Kerry said at a World AIDS Day event in December 2014, reports the Daily Caller.

    The comments made in 2014 appear to contradict recent claims of the Department of State who believe Kerry "played no role" in influencing the official decision. The funds were granted under the Global Health Service Partnership (GHSP).

    The GHSP program was started in 2012 while Kerry was a Democratic senator from Massachusetts and chairman of the Senate Committee on Foreign Relations. That panel oversees both the Department of State and the Peace Corps, which played a role in awarding funds.

    Peace Corps and Seed officials discussed the expansion throughout 2015, until the nonprofit was awarded a four-year extension for $6.4 million of Department of State money in September. The Daily Caller also obtained documents that highlight a plan to ensure that they got the contract without having to compete for the bid.

    The contract also extended the nonprofit's work with the Peace Corps to a seven-year total, which is against the agency policy that limits contracts to five years.

    The Department of State, meanwhile, stood by Kerry.

    "There is absolutely no conflict of interest here," agency spokesman John Kirby was quoted as saying. "As we have previously made clear, Secretary Kerry played no role in this decision making while in the Senate or subsequently while at the State Department," he added.

    "No conflict of interest exists in our partnership with Peace Corps and the U.S. government," Seed spokesman Mark Marino had previously said.

    Former Official Will Cooperate With Investigators Probing Scheme Funneling Money From State To Kerry’s Daughter

    A former senior Peace Corps official agreed to cooperate with any law enforcement investigations surrounding a scheme that funneled millions of Department of State dollars to a nonprofit founded and run by former Secretary of State John Kerry’s daughter, recently published court documents show.

    Warren “Buck” Buckingham agreed to cooperate as a condition of an agreement with the Washington, D.C., U.S. Attorney’s Office that would keep him from facing prosecution for a related illegal lobbying charge, court documents filed Thursday and made public Tuesday show.
    Also as part of the agreement, Buckingham admitted to the charge that he lobbied his former Peace Corps colleagues to help his employer, Seed Global Health, secure a $6.4 million State Department-funded contract extension around September 2015.

    Buckingham also helped Seed – a nonprofit founded and run by Kerry’s daughter Vanessa Kerry – secure it’s original nearly $3 million contract, which was also funded with State Department money, in September 2012. Buckingham soon left the Peace Corps while under investigation for improperly hiring an employee and subsequently sending the official lewd emails.

    Officials from both agencies met with Vanessa and arranged the scheme that would funnel State Department money to Seed through the Peace Corps, previous Daily Caller News Foundation investigations show in detail.

    Additionally, John Kerry’s State Department hired Buckingham as a consultant soon after the former Peace Corps official helped Vanessa’s nonprofit secure its first contract.

    Buckingham agreed to cooperate with “any ongoing investigation” the Attorney’s Office or other law enforcement agencies conducts related to the money funneling scheme, court documents said. He agreed to “disclose all factual information” surrounding the scheme, including “any document, record or other tangible evidence.”
    Buckingham also agreed to “make himself available for interviews or testimony,” including testifying before a grand jury or in trials and identifying other witnesses who may have information related to the investigation, court documents said.

    Seed hired Buckingham around the time the original contract was expiring to “manage [the] relationship with external partners such as the Peace Corps,” the court documents said. Buckingham contacted Peace Corps “to review questions posed by Peace Corps regarding the renewal of” Seed’s contract.

    Buckingham was notified in September 2015 that his “communications with Peace Corps about the cooperative agreement were potential violations of conflict of interest laws” and subsequently stopped talking with the agency about the contract, court documents said.

    The documents only refer to Buckingham’s work with “Foundation A,” but significant details make it clear the organization is Seed.

    First, the timing, value and funding source of the arrangement identified in the court documents were unique to Seed.

    Second, the court documents note that the State Department secretary in February 2013 “was the father of the co-founder and CEO of Foundation A.”

    Third, the court document shows that the foundation in question hired Buckingham around the same time as Seed.

    Fourth, Buckingham lobbied the Peace Corps for Seed’s contract extension, TheDCNF previously revealed.

    Neither Seed nor Buckingham’s lawyer immediately returned a request for comment. The U.S. Attorney’s Office declined to comment.

    Former Peace Corps Official Who Steered Contracts To John Kerry’s Daughter May Avoid Prosecution

    A former government official who helped steer State Department contracts to then-Secretary of State John Kerry’s daughter may face prosecution for an illegal lobbying charge, according to court proceedings Thursday.

    Warren “Buck” Buckingham, a former senior Peace Corps official, was charged with lobbying his previous government colleagues after he moved into the private sector from around August 2015 through around September 2015.

    Prosecutors agreed to dismiss the case in one year after he paid a $10,000 criminal penalty and if he “demonstrates good conduct and cooperate[s] with the government,” court documents show. The documents do not disclose in what way Buckingham must cooperate.

    “In light of the conduct and the history of the defendant … it seemed appropriate,” Assistant U.S. Attorney John P. Marston said in court.

    He referred a Daily Caller News Foundation reporter to a spokesman who did not immediately reply to a request for comment.

    Buckingham’s lawyer, Danny Onorato, said in court that his client’s case was an “unusual circumstance,” but did not explain further.

    The charge carries a maximum sentence of up to one year in prison, since the case was filed as a misdemeanor. A felony charge for illegal lobbying would have carried a prison sentence of up to five years.

    The charging document didn’t disclose how Buckingham violated the lobbying law, but the Peace Corps awarded a $6.4 million contract extension to the nonprofit he was working for during the period the charge covered.

    “I think the documents speak for themselves,” Onorato told TheDCNF when asked if the charge against Buckingham was related to the contract extension.

    Seed Global Health – a nonprofit founded and run by then-Secretary of State John Kerry’s daughter, Dr. Vanessa Kerry – hired Buckingham around September 2015, a previous Daily Caller News Foundation investigation revealed. The Peace Corps gave Seed the State Department-funded contract extension without competition the same month.

    Buckingham, while with the Peace Corps, was also a key player in a scheme that brought Kerry’s nonprofit the original $2 million, State Department-funded contract in 2012, which was similarly awarded without competition, TheDCNF has reported.

    “Buck obtained clarity of the mechanism by which federal money will be provided to” Seed, minutes from a 2011 meeting said. “The process can be fast tracked and non-competed through a specific grant mechanism.”

    The State Department ultimately funneled more than $9 million to Seed through the Peace Corps, even as the nonprofit failed to hit its contractual requirements, a previous DCNF investigative series detailed.

    Buckingham retired from the Peace Corps soon after while under an inspector general investigation for improperly hiring an employee and then sending the official lewd emails, a previous DCNF report found.

    Buckingham also authorized the Peace Corps to pay for Kerry and her staff to fly domestically and internationally while forming the agency program that would eventually form the basis for its contracts with Seed.

    In addition to Buckingham, Director Aaron Williams and former Associate Director Esther Benjamin both joined Seed, but on the organization’s board of trustees, TheDCNF previously reported.

    John Kerry did not play a role in bringing the State Department money to his daughter’s nonprofit, according to the agency, but TheDCNF found that Seed was founded in his Boston home.
