SAN ANTONIO -- The National Guard contacted a Rio Grande Valley food bank Thursday to inquire whether the charity has food and gas resources for about 50 soldiers who are in need of assistance because they have not received a paycheck.

It is unclear how many soldiers have utilized the Food Bank RGV in Hidalgo County so far because clients are not asked to detail their employment, Omar Rodriguez, manager of communications and advocacy for the charity organization, told the San Antonio Express-News Friday.

Lt. Col. Joanne MacGregor said some of the soldiers have not received a paycheck since being deployed earlier this month and have identified a need for assistance from the military organization.

    A
report from KGBT published Thursday said the troops have been deployed since Aug. 11 but will not be paid until Sept. 5, which MacGregor declined to confirm. The troops stay in commercial lodging and are expected to purchase food with their pay rather than being provided food like other military branches, she said.

National Guard troops can fill out paperwork asking for temporary financial assistance, MacGregor said. She
could not specify when the Guard was planning to send troops to the local charity.

"The well-being of our service members remains a top priority, and all members supporting the operation are furnished with lodging, meals, transportation, and the equipment required to perform their mission," a statement from the Guard read.

State Rep. Rene Oliveira, D-Brownsville said troops resorting to using a food bank is "disrespectful" and blamed poor planning.

Gov. Rick Perry ordered the deployment of 1,000 Guard troops in July to supplement Operation Strong Safety, a border surge by Texas Department of Public Safety agents in the Valley that the state is spending about $18 million a month.

"Governor Perry is confident the Guard stands ready to assist any soldier who may need it, regardless of deployment or duty status so they can meet the needs of their family, or the mission they are performing," said Rich Parsons, a spokesman for Perry.

State Sen. Wendy Davis, the Democrat candidate for governor, said she will deliver food for the National Guard to the Valley on Saturday "after learning of reports that troops deployed at the border are needing assistance to pay for food and gas."

"It's disgraceful that the men and women of our National Guard deployed to protect our border are forced to go to food banks," said Davis. "Whether you agree that we need the National Guard or the additional deputy sheriffs that I have previously called for to secure the border, it is shameful that our troops would be sent to keep us safe without basic supplies like food."

"For some reason they don't have the funding in their pocket to buy food, and we obviously don't want them to go hungry," Terri Drefke, executive director for the Food Bank RGV told KGBT.

Perry has said the deployment was a response to the tens of thousands of children and families from Central America who were illegally entering the country and surrendering to Border Patrol agents, causing
overcrowded detention centers throughout the state.

"The flood has slowed to a trickle — the Border Patrol announced earlier this month it had detained half as many children and families in July as it did in June — while roads here are lined with state troopers and boat ramps bustle with DPS and Texas Parks and Wildlife marine units," Express-News journalist Jason Buch reported.

MacGregor, the Texas Guard spokeswoman, told the Express-News that the troops do not have the authority to question or detain anyone.

"The soldiers will be armed for self-defense purposes while on duty," she said. "... Their mission will be to provide aviation support, long-range observation and logistical support."

Like previous border deployments, the Guard doesn't have authority to question or detain anyone, she said.

Typical, Perry does not think of chow asking troops while to do his bidding, similar to Bush not doing proper health care planning while sending troops into harms way.
